摘要
国民经济的快速发展,促使道路货运业得到较大的发展也对其提出了更高的
服务要求。纵观我国道路货运发展史,从 90 年代至今,我国逐步建成遍布全国
的高等级公路网,货物流动也逐步从“国道时代”过渡到“高速时代”,与此同
时,载货汽车的技术性能也不断优化,厢式货车、甩挂运输等多种货运形式不断
涌现,道路货运正成为现代物流中实现货物快速、安全、准确和“门到门”运输
服务的最佳运输组织方式之一。
然而,从 1978 年至今,道路货运虽然得到了较大发展,却仍是制约我国国
民经济发展的主要“瓶颈”。在浙江,90 年代中期,道路货运运力紧张,超载违
载现象屡屡发生,道路货运进入各类事故的高发期,严重阻碍了全省社会经济的
发展。近年来,随着浙江交通建设投资的加大,道路货运行业发展较快,但据调
查显示,浙江还只是一个货运大省,道路货运业整体实力并不强,与社会对货运
服务“量”和“质”的要求还很远。因此,通过对浙江道路货运业发展历程、
变规律和发展水平进行纵向分析,对于理清浙江道路货运业改革转型的方向,
全国道路货运网中合理定位浙江货运业有重要的帮助,也对理解我国的道路货运
发展演变有重要的参考意义。
本文首先界定了道路货运的相关概念,指出它与道路物流、现代物流等的联
系与区别,其次在改革开放以后全国经济发展、货运业行业发展、物流政策发展
的背景之下,探讨浙江道路货运的发展历程,并结合相关的研究成果,将浙江道
路货运分为 5个发展阶段。
本文从社会经济体量规模,道路货运行业规模、结构、行业安全性、基建投
资、行业增长变动等 5个方面选取 15 个二级指标,组成道路货运发展水平评价
体系,通过 SPSS 进行主成分分析,建立综合评价模型对全国各省、地区道路主
要历史阶段的道路货运发展与水平进行评估。对数据年代缺乏的年份,则结合地
方交通志等资料,借鉴模型涉及的维度,进行道路货运发展水平的定性和定量分
析。
最后,通过主要历史阶段的货运业水平评估,详细分析了影响评估的主要因
子,指出了当时浙江货运业发展的限制因素,从而刻画了浙江道路货运业的发展
演变路径。

Abstract
The rapid development of China’s economy has promoted greater road freight
industry. Meanwhile, it calls for a higher service lever. Throughout the history of the
development of road freight transport, from the 90s now, China has gradually built all
over the country's highway network, the flow of goods gradually transfer from the
"National Road era" to "high-speed era". At the same time, the technical performance
of truck also been optimized, such as vans, drop and pull transport, road freight
transport is becoming a modern logistics to achieve the goods fast, safe, accurate and
"door to door" transportation services, one of the best transportation organization.
However, since China’s Reform and Opening-up, although road freight has been
greatly developed, it still restricts the economic development of China. In Zhejiang,
the mid-90s, the road freight transport capacity tension overload phenomenon
occurred repeatedly violated set, the road freight into the high incidence of various
types of accidents, a serious impediment to social and economic development across
the province. In recent years, with increased investment in transportation construction
in Zhejiang, the road freight industry developed rapidly, but according to surveys,
only a cargo of Zhejiang province, the overall strength of the road freight industry is
not strong, and social services for freight, "quantity" and the "quality" requirements
far away. Therefore, the road freight industry through the development process of

relative data will be specially analyzed, choosing other information such as local
detailed transportation record to make qualitative and quantitative analysis.
In this paper, the writer assess the main historical stages of the freight industry,
through detailed analysis of the main factors affecting the assessment, pointing out
that the development of the freight industry in Zhejiang at that time constraints, which
depicts the road freight industry in Zhejiang, the evolution path.
