基于循环经济理论的产业结构调整研究——以浙江省为例

摘要

一直以来，产业结构调整的目的都是为了促进经济更快发展。基于循环经济

理论的产业结构调整就是以循环经济理论为指导，使产业结构向资源、废弃物减

量化、再循环的方向调整，最终促使经济更好更快地发展。循环经济是发达国家

在资源严重短缺与环境污染十分恶劣的形势下提出的一种可持续发展经济模式。

作为发展中国家的我国，在经济快速增长过程中，已经面临日益严峻的资源与环

境问题。中共十七大提出了“建设生态文明，基本形成节约能源资源和保护生态

环境的产业结构、增长方式、消费模式”的发展方向。因此，重视循环经济建设，

尤其是相应的产业结构调整，是当前理论和实践研究的重点。

在对循环经济下产业结构调整进行分析之前，本文首先将研究视角拓展到人

类经济发展历程，明确循环经济发展与产业结构调整的相关性。从农业经济到工

业经济到后工业经济，循环经济发展与产业结构调整一直以不同的方式相互作用。

之后，对现阶段基于循环经济产业结构调整的特征进行了分析，认为产业结构调

整已经进入了一个新的阶段，产业结构应从合理化、高度化、生态化三个方面进

行调整。其中本文特别提出静脉产业的发展是产业结构生态化调整的一个方向，

并系统分析了相应的理论、原理与发展原则。

论文第三章是对第二章提出的调整模式的一个具体分析。产业结构合理化表

现为强化产业间的联系——建立产品、废弃物双重联系，形成产业结构的系统性

闭合。并以丹麦卡伦堡为例，认为生态工业园区建设是产业结构合理化的平台。

至于产业结构高度化，主要提升资源使用效率高、污染排放少的产业比重，具体

为提升第三产业比重、高新技术产业比重以及优化产业内部结构。依前所述，发

展静脉产业是基于循环经济产业结构调整的新要求。针对中国作为发展中国家的

特殊性，本章最后分析了中国产业结构调整中静脉产业发展的制约，并提出了中

国静脉产业的发展模式。

在理论分析基础上，本文第四、第五章是以浙江省为例，具体论述基于循环

经济理论浙江省产业结构调整的现状和解决方案。第四章对浙江省产业结构现状

的分析和评价。在浙江省循环经济发展与产业结构调整的相互关系演变过程中，

通过测算浙江省循环经济发展综合指数以及将之与非农产值比重的相关分析，将

浙江省循环经济与产业结构调整的演变划分为四个阶段，现阶段正处于第四个阶

段，存在的问题主要为产业结构仍受到资源与环境的约束、产业结构未充分体现

循环经济的原则、服务业与工业技术结构落后等。至于浙江省静脉产业发展情况，

由于浙江省资源禀赋的限制、民营经济的发展以及海外市场的存在使得浙江省静

脉产业存在着局部超前与整体滞后的发展特征。最后用台州固废拆解加工业这个

典型的案例来说明浙江省静脉产业发展的路径。

论文第五章承接第四章分析的基础上，结合浙江省自身的特点，应用第三章

的理论模式建议从合理化、高度化、生态化三个层面调整浙江省产业结构。在产

业结构合理化方面，要积极建设生态农业园区和诸如台州金属再生工业园区的生

态工业园区建设；在产业结构高度化方面，要提升第三产业的产值比重，并加快

发展高新技术产业；在产业结构生态化方面，要积极发展静脉产业，在继续发展

废旧物拆解行业的同时要加强规范与技术改造，进一步对浙江省的产业集群进行

生态化转变。

本文的主要创新点为：①结合产业结构理论与循环经济理论分析循环经济发

展与产业结构调整的相关性是一次新的尝试，并在此基础上分析了基于循环经济

的产业结构调整的特征。②文章对前人提出的基于循环经济产业结构调整模式，

结合循环经济与产业结构调整的相关性分析，进行了深入的分析，注入了新的内

容，对静脉产业以及中国产业结构调整中静脉产业发展模式进行了分析，并以浙

江省具体情况为例来加以说明。③在对浙江省具体情况的分析中，文章将浙江省

循环经济综合发展指数与非农产值比重进行了相关分析，定量说明浙江省循环经

济发展与产业结构调整关系的演变历程。

ABSTRACT

The aim of industrial structure adjustment is to promoting the developing of

economy. In order to promote the economy develop better and faster, industrial

structure adjustment based on the circular economy is to make the industrial structure

change into the direction of reducing resource and castoff and recycling under the

guiding of the circular economy theory. Nowadays, developed countries pay more and

more attention on circular economy, and the industrial structure has had the

tremendous change along with it. As one of the developing countries, China, who is

facing the severe resource and environment problems, keeps focusing on the

construction of the circular economy. In the 17th CPC National Congress has put

forward a proposal of the direction of development:” build an ecological civilization,

basically form the industrial structure, the mode of growth, and consumption patterns

of conserving energy resources and protecting the ecological environment." Therefore,

we must attach importance to construction of circular economy, particularly the

corresponding adjustment of the industrial structure.

Before the analysis of industrial structure adjustment under the circular economy,

this dissertation will enlarge the research angle into the course of the human economic

development firstly, and make the relativity between circular economy and industrial

structure revision. Circular economy and industrial structure revision always interact

each other, from agricultural economy to industrial economy to post industrial

economy. On this basis, the dissertation analyses the characteristics of industrial

structure and the adjustment will be done in the rationalization of the industrial

structure, the development of the industrial structure, and the ecologicalization of the

industrial structure. It also analyzes the vein industry theory and development

principles for stating the ecologicalization of the industrial structure.

In the third Chapter, the dissertation states the mode of the adjustment specifically.

The performances for the rationalization of the industrial structure are strengthening

the link between the industries – double ties of products and waste, and strengthening

the systemic integration of the industrial structure. And Eco-industrial Park is the

platform of the rationalization of the industrial structure. The performance of the

development of the industrial structure is to stimulate the development of industries

with higher efficiency in the use of resources and lower pollution. A new requirement

of adjustment is ecological optimization of industrial structure, mainly developing the

vein industry.

In the fourth and fifth Chapter, the dissertation analyses Zhejiang Province as an

example to specify the aforesaid. In Chapter IV, it analyses the evolution of the

relationship between Zhejiang circular economy and the adjustment of the industrial

structure, which is divided into four stages by analyzing the relevance of the

development of circular economy and the adjustment of industrial structure in Zhejiang.

Then the dissertation states the defects in the development of industrial structure in

Zhejiang and the development of Zhejiang’s vein industry.

On the basis of Chapter IV, Chapter V analyses the adjustment of industry

structure in Zhejiang with the model provided in chapter III. To rationalize the

industrial structure, Eco-industrial Park must be built. To develop the industrial

structure, the proportion of output value of the tertiary industry to GDP must be

promoted, and the high-tech industry must be developed faster. To be ecological, the

vein industry must be developed as well as normalized and transformed, and industry

cluster must be ecology-orientated changed.

The fresh aspects in this thesis include ：①It’s a new try to analyzing the

relevance of development of circular economy and adjustment of industrial structure,

based on combining the theory of circular economy and the theory of industrial

structure. ②On the basis of the adjustment model proposed by previous scholar, the

dissertation conducts in-depth analysis and adds new contents. ③In the analysis of

specific situations of Zhejiang Province, the dissertation demonstrates the relevance of

the development of circular economy and the adjustment of industrial structure

quantitatively.

第一章绪论

第一节选题背景及意义

一、研究背景

循环经济是一种新型的注重生态环境保护的经济发展模式，是西方发达国家

在寻求解决自然环境与经济增长之间的矛盾的过程中探索出来的、将经济效益与

社会效益结合在一起的新型经济发展模式，它突破了社会经济发展单纯以市场经

济的“利润最大化”和“个人收入最大化”原则的局限。大力发展循环经济、加

快建设节约型社会，是落实以人为本、全面协调可持续的科学发展观的重大举措；

是实现经济增长方式转变，从根本上缓解资源约束、减轻环境压力，推动国民经

济又好又快发展，实现全面建设小康社会目标和可持续发展的必然选择。

循环经济发展在我国尚处于起步阶段。过去 20 年中，我国基本走的是高投入、

高污染、低效益的粗放型发展道路。我国自 20 世纪 80 年代开始重视对工矿企业

废物的综合利用，从末端治理思想出发，通过回收利用达到节约资源、治理污染

的目的。进入 90 年代开始提出生产过程治理的思想。近年来，循环经济在我国开

始引起人们的关注。无论是政府官员还是学者们都纷纷研究循环经济，充分肯定

了循环经济对中国经济发展的重要作用，并且政府也将发展循环经济提上了日程。

循环经济发展与产业结构调整的关系是很密切的。国家发改委产业政策司副

司长辛国斌指出：“产业结构不合理是导致经济增长方式难以转变的一个重要原

因，也是造成资源消耗多、环境污染重、经济整体素质不高和经济运行不稳定的

重要原因。”产业结构不合理直接制约了循环经济的发展。同时，循环经济发展对

产业结构调整也有促动作用,循环经济的深入发展将引起产业结构的升级。

二、研究意义

（一）理论意义

传统经济下产业结构调整更多地注重经济增长，忽视了经济结构内部各产业

之间的有机联系和共生关系，尤其忽视了产业发展和生态环境之间的相互影响和

制约关系，导致了高污染、高消耗等结构性矛盾。循环经济以物质封闭循环流动

为基本特征，使经济系统和谐地纳入自然生态系统的物质循环过程中。循环经济
