摘要
国家机关建设是个老问题，也是个新问题。自新中国成立，国家机关建设始
终是中共中央第一代领导集体关注的重点。改革开放后，传统政治体制中国家机
关的弊端对经济发展的束缚和市场经济体制的逐步确立都对新时期的国家机关建
设提出了更高层次的要求。为此，以邓小平为核心的中共中央第二代领导集体在
马克思主义国家机关建设思想的指导下，结合中国新时期的实际情况，在推进改
革开放新时期国家机关建设的过程中，逐步形成了以国家机关建设要以职能转变
为中心，国家机构及其人员数量的确定以编制为依据，国家机关人员选拔以干部
“四化”为标准，国家机关运行坚持“民主、法制、监督”的原则等为主要内容
的国家机关建设思想，把马克思主义国家机关建设思想的中国化推向了新阶段、
新高度。
纵观中共中央第二代领导集体领导下的国家机关建设实践历程，大致分为三
个阶段：1978 年到 1982 年是消除文革影响、重构国家机关的改革探索期，1982
年到 1988 年是适应改革开放需要、建设高效务实的国家机关的改革推进期，1988
年到 1992 年是适应向社会主义市场经济体制转变的国家机关改革提升期。从以消
除文革错误、重构国家机关为主要内容的改革探索期，到以建设高效务实的国家
机关为主要内容的改革推进期，再到以适应向社会主义市场经济体制转变的国家
机关建设为主要内容的改革提升期，每个阶段都体现着对马克思主义国家机关建
设思想的继承与发展，是与马克思、列宁以及中共中央第一代领导集体的国家机
关建设思想一脉相承而又有所发展的。
本文认为，以邓小平为核心的中共中央第二代领导集体的国家机关建设思想
是在继承马克思、列宁以及中共中央第一代领导集体国家机关建设思想的基础上，
结合中国新时期面临的实际情况发展起来的，初步揭示了改革开放和社会主义现
代化建设新时期我国国家机关建设的基本规律，为我们现在乃至今后的国家机关
建设实践起到了积极的指导和借鉴作用。中共中央第二代领导集体的国家机关建
设思想在马克思主义国家机关建设思想中国化的历史进程中有着承前启后的重要
的地位。
中共中央第二代领导集体的国家机关建设思想是马克思主义国家机关建设思
想的中国化，在没有现成经验可循的情况下有其时代性和探索性的特点。但毋庸
置疑的是，中共中央第二代领导集体的国家机关建设思想对于推动当前我国行政
管理体制改革和推进全面建设小康社会的伟大事业都具有极为重要的借鉴意义。
通过对中共中央第二代领导集体国家机关建设思想的研究，可以探析其思想发展
的脉络，从中总结出国家机关建设的历史特点和基本规律，从而为当今乃至以后

的国家机关建设指明方向；通过对中共中央第二代领导集体国家机关建设思想的
研究，可以探析其具体实践过程中的成败得失、从中总结出我国国家机关建设的
经验教训，从而为“服务型”政府的构建提供有益的启示；通过对中共中央第二
代领导集体国家机关建设思想的研究，探索中共中央第二代领导集体国家机关建
设思想在马克思主义国家机关建设思想中国化进程中的历史地位，从而深化对马
克思主义国家机关建设思想的理解，进一步推进马克思主义国家机关建设思想中
国化的历史进程。

ABSTRACT
The construction of state organs is an old problem, but also a new problem. The
construction of state organs was focused on by the second generation of CPC'S
Leadership all the time since the founding of People's Republic of China. After the
reform and opening-up policy, the development of economy restricted by the drawback
of state organs in the traditional political system, and the gradual establishment of
market economic system called for the further requirement of our state organs. The
second generation of CPC'S Leadership with comrade DengXiaoping at the core guided
by Marxist thought of state organs construction and took the realities of the new era into
account, put forward by "state organs construction takes functional transformation as
the center; the number of state organs and staff takes size control as the basis; state
organs personnel selection takes the ranks of cadres more revolutionary, younger in
average age, better educated and professionally more competent as standard; state
organs operation keeps the principle democracy, legality, supervision" as the main
contents of state organs construction thought. Review the history of our state organs
construction guided by the second generation of CPC'S Leadership, from the period of
exploration in reform took errors elimination, state organs reconstruction as main
contents, to the period of further reform took the efficient practical state organs
construction, then to the period of reform ascension took state organs construction that
adapt to a socialist market economy system transformation as the main content, every
stage reflected the inherit and development of Marxist thought of state organs.
This paper argues that, the second generation of CPC'S Leadership's state organs
construction thought play a positive guidance and reference to our state organs
construction from now on. The second generation of CPC'S Leadership's state organs
construction thought as a link between the past and the future has the important position
in the course of history of Marxist state organs construction thought. The second
generation of CPC'S Leadership's state organs construction thought constituted Marxist
state organs construction thought that have been localized in China, under the
circumstances that without ready experience can be followed, it has its time and
exploratory characteristics. But certainly the second generation of CPC'S Leadership's
state organs construction thought has very important significance to promote the reform
on current political system in China. Throughout the research of this thesis in the paper,
it will be no better than providing some suggestions to the construction of our
