地方产业集群全球价值链治理优化研究

摘要
得益于改革开放政策和技术的进步，我国产业集群得到了快速地发展，并依
据比较优势迅速地纳入到全球价值链的制造环节，成为我国下一轮发展地方经济、
解决就业问题、稳定经济波动的重要支撑力量。随着我国产业集群沿着全球价值
链升级，发达国家为了保持其自身竞争优势，利用其价值链治理者地位对我国产
业集群的发展进行了诸多阻碍，把我国产业集群锁定在低端制造环节。如何突破
低端锁定？真正实现我国从“制造大国”向“制造强国”的转变，提升中国制造
的国际地位，是我国今后很长一段时间内所需要解决的重大问题。因此，研究地
方企业集群如何分享全球化带来的利益和发展机遇、实现产业转型和升级具有重
要的意义。
在地方产业集群如何沿着全球价值链升级方面，全球价值链理论为我们提供
了一条清晰明了的途径。但是这种研究主要从技术扩散、FDI、价值链中价值的分
割、价值链治理的实现等方面，分析了全球价值链对产业集群升级的影响，而忽
略了集群所在地因素对产业集群升级的影响。我国大部分产业集群在嵌入全球价
值链之前，已经建立了自己的本土价值链。随着我国地方产业集群主动或被动地
嵌入全球价值链，在获得了一段时间的高速发展后，基本完成了工艺流程升级和
产品升级，但在向更高层次的功能升级或链升级的升级过程中，却受到了链条治
理者的影响和阻碍，面临着各种各样的升级困境,不能单纯依靠全球价值链现有治
理模式之下所提供的机会来自动地获得升级机会。而基于国内市场建立起来的国
内价值链，与全球价值链有着显著的不同。研究表明，基于国内价值链的产业集
群拥有很强的功能升级能力。
有鉴于此，本文在刘志彪等人的研究基础上，把全球价值链与国内价值链进
行了比较分析，并以鞋业全球价值链为例，具体分析了温州和东莞两个地方鞋业
集群在全球价值链升级过程中所面临的问题，从案例的角度分析了国内价值链如
何帮助地方产业集群摆脱链条治理者的控制，实现产业集群沿着全球价值链升级。
最后本文就如何构建国内价值链的支持体系进行了具体的阐述，并得出本文的结
论。
本文可能在以下几个方面有所创新：
1．把产业集群所在地的因素引入到分析框架中，对现有理论进行拓展。在全
球价值链下地方产业集群升级的研究中，大部分文献主要从技术扩散、FDI、价值
链中价值的分割、价值链的治理的实现等方面，分析了全球价值链对产业集群升
级的影响，而忽略了本土价值链的作用。本文把全球价值链与国内价值链的特征

进行了对了分析，提出的诸如积极培育国内价值链并使之与全球价值链实现互动，
从而促进地方产业集群升级，摆脱低端锁定的困境等观点具有一定的创新性。
2．本文结合实际案例分析了不同嵌入模式对产业集群升级前景的影响。本文
以鞋业全球价值链为例，通过对东莞、温州等鞋业集群嵌入全球价值链的模式和
升级路径进行对比分析，在谋求产业升级的过程中，低端环节嵌入是不能获得经
济的长期发展。但是在向更高价值环节升级的过程中，我国地方产业集群往往会
受到来自发达国家的阻碍。对于这种“首先要融入到全球价值链中，而不要太介
意是低端融入，还是高端融入”的观点，其正确性有待商榷。
3．构建了国内价值链的支撑体系。发展中国家产业集群嵌入全球价值链时处
于弱势地位，再加上链条治理者的封锁和策略性行为，产业集群很难在全球价值
链下实现功能升级。因此构建国内价值链是发展中国家产业集群突破低端锁定，
实现产业集群沿着全球价值链升级的有效途径。本文从实际的角度出发，构建了
国内价值链支撑体系，具有一定的现实意义。

Benefited from the reform and opening up policy and technical progress, China's
industrial clusters develope rapidly, and quickly join into the manufactural part in the
global value chain, and have become an important support of the next round of
development of local economy, the solution of unemployment problem and stabilizing
the economy fluctuations. As China's industrial clusters upgrade in the global value
chain, the developed countries ,in order to maintain their own competitive advantage,
use their position to prevent the development of industrial clusters in China. How to
break through the low-end lock? Realizing our country from the "big country" to
"powerful country," and enhancing the international status of China, are the major
problems to solve in a long period of time. Therefore, the study how to share the
benefits of globalization and development opportunities and achieve industrial
restructuring and upgrading is of great significance.
The global value chain theory provides us with a clear way how the local industry
clusters upgrade in the global value chain. But these studies ignore the effect of location
factors on the upgrading of industrial clusters. Before joining into globe value chain,
most of our industrial clusters have established their own local value chains. As China's
local industry clusters actively or passively embedded in global value chains, after a
period of rapid development, they basically complete the process upgrade and product
upgrade. But in the progress of higher level of upgrades, they are affected by the
governer of the value chain, and can not simply rely on the global value chain. Set up
the domestic market-based domestic value chain, The global value chains and the
national value chains have significant differences. Studies show that industrial clusters
based on the national value chains have a strong capability on feature upgrade.
Accordingly, this study compares the global value chain with the national value
chain, and use the shoes global value chain for example to analysis how the national
value chains achieve industrial clusters upgrade in the global value chain. Finally, this
paper analysis how to build the support system, and draw the conclusion.
The innovation of this paper lies in:
1. The location factors of clusters are introduced into the analysis framework, it has
some expansion for existing theories. This paper compares the global value chain with
the national value chain. The comments such as nurturing the national value chain, and
making them interact with each other have some innovations.
2. In this paper, different models of joining in the globe value chain have different
prospects of the upgrade of industrial clusters. The low-end embedded link is not

entitled to long-term economic development. However, in the process to the higher part
of the value chain, our local industrial clusters tend to be hindered from developed
countries.
3. Construct the support system of national value chain. Industrial clusters in the
developing countries in global value chains are in a weak position, coupled with the
blocking and strategic behavior of the governer of the value chain, industrial clusters in
the global value chains have great difficult to achieve functional upgrades.
