地方保护对地区产业结构影响的实证研究

摘 要
改革开放 30 年以来，我国的经济取得了长足稳定的发展，各级地方政府在整
个转轨经济改革中所起到的作用也越来越多的受到理论界的普遍关注。随着以分
税制改革为特征的分权制度的实施，各级地方政府发展当地经济的积极性被充分
调动起来，与此同时，地方政府对于本地经济租金的独享意愿也明显增强，地方
保护问题却在逐步暴露，而其带来的诸如市场分割、重复建设、投资率低下等问
题对地区产业结构产生扭曲作用，严重抑制了国内市场间的有效整合。尽管地方
保护是地区贸易与专业化的重要决定因素，但是至今这方面比较系统的实证研究
却不多见，且值得进一步思考的是：改革开放以来我国各地区的产业结构是走向
趋同还是趋异？对地方经济实行保护这一行为怎样对地区产业结构产生影响？目
前国内商品市场一体化的进程呈现着怎样的趋势？这将是本文探讨的问题。本文
主要包括以下六个章节：
第一章，绪论。该部分主要介绍了本文的研 究 背景与研究意义，研 究 的思路
与方法，主要研 究 内容与结构安排。
第二章，文献综述。该部分主要是对地区产业结构的影响因素以及地方保护
等研究进行了系统的总结和评述，找出当前存在的争论点，并在此基础上提出本
文的观点。
第三章，地区产业结构与地方保护的现状分析。该部分介绍了地区产业结构
指标的构建，定量分析了地区产业结构的现状及发展趋势；同时基于“冰川成本”
理论模型，构造了具备时间、地点及商品种类 3 个维度的相对价格变动方差指标
作为衡量地方保护程度的动态指标，并定量分析了地方保护的现状与发展趋势。
第四章，地方保护对地区产业结构影响的理论分析。该部分从交通运输条件、
经济发展、对外开放程度以及地区产业政策四个方面来分析其对产业结构的影响，
并建立了地方保护与地区产业结构趋同的三阶段博弈模型，重点分析了地方保护
对产业结构的影响机理。
第五章，地方保护对地区产业结构影响的实证分析。该部分构造了反映产业
结构影响因素的计量模型，在控制了经济发展水平、运输条件、对外开放程度等
因素后，重点实证研究地方保护对地区产业结构的影响。
第六章，结论与政策建议。根据前文的理论分析和实证研究，得出本文的结
论，并提出消除地方保护带来的不利影响以及优化地区产业结构的政策建议。

ABSTRACT
30 years since the reform and opening up, China's economy has made considerable
stable development, and the scholars have paid more attention to the increasing
important role China’s local government has played.With the implementation of the
decentralization system tax which Characterized by sharing reform, the enthusiasm of
local governments at all levels to develop the local economy is fully mobilized. At the
same time, the local governments have a more and more increasing willing to
monopolize the economic rent in its area. However the local government protection
issue has been gradually exposed. Such as market segmentation, repeated construction,
low investment rate and other issues have a distorting effect on regional industrial
structure, and it severely inhibited the effective integration of the domestic market.
Although local protection is an important determinant of regional trade and
specialization, so far in this party with comparison system comprehensive empirical
studies are rare, and worth further reflection: Since reform and opening up, is the degree
of market integration in the end increased or decreased in China’s domestic market?
Which kind of trend does the process of commodity markets integration show in China?
How the behaviors of protection local economic have an impact on regional industrial
structure? This paper will explore to these questions. This thesis mainly includes the
following six chapters:
The first chapter is introductory part. This part mainly introduced the research
background and significance, the main content and the structural arrangements, also the
research ideas and methods.
The second chapter is a literature review. The part mainly summarizes and
comments the influencing factors of the industrial structure and local protectionon at
home and abroad, presentations on current issues, and put forward on the point of this
article.
The third chapter is the status analysis of the regional industrial structure and local
protection. This part mainly introduces indicators of regional industrial structure, and
quantitative analysis on the present situation and development trend of the regional
industrial structure.At the same time, it creates to relative price change variance which
has three dimensionalities(time, place and variety of products)according to “Glaciers

Cost ”theory model as an index to measure the degree of regional protectionism in
different region and for quantitative analysis on its present situation and development
trend.
The fourth chapter is a theoretical analysis of the impact on the regional industrial
structure by the local protection. The part analysis the impact of the industrial structure
from four aspects of transportation, economic development, opening–up and local
government policies, and establishes a three-stage game model of local protectionism
and regional convergence of industrial structure, focusing on analysis of local protection
on the mechanism of the impact of industrial structure.
The fifth chapter is an empirical analysis of the impact on the regional industrial
structure by the local protection. The part constructs a measurement models to reflect
the industrial structure influencing factors in the control of the level of economic
development, transportation conditions, the opening-up factors, focusing on empirical
research local protection of regional industrial structure.
The sixth chapter is the conclusions and policy recommendations. According to the
above theoretical analysis and empirical research, this paper draw the conclusions of
this paper, and put forward to eliminate local protectionism adverse impact and optimize
the industrial structure.

第一章 绪 论
第一节 研究背景及研究意义
1978 年的改革开放开启了我国由计划经济体制向市场经济体制转轨的进程，
30 多年以来，尤其是在我国加入 WTO 后，社会主义市场经济体制在我国不断深
化改革，我国的经济因此取得了长足稳定的发展，并日益成为世界经济当中的重
要组成部分，然而在我国整体经济蓬勃发展的同时，地方保护及市场分割的问题
也逐渐暴露。随着经济体制改革的不断发展，中央政府转变其职能，进行体制改
革，中央政权的下方，给予了地方政府更多的权利，使其拥有了独立的投资决策
权以及分配地区利益的支配权，而目前的地方官员政治晋升制度，使得各级政府
彼此之间展开政绩竞争，采用各种手段，为了保证本地财政收入的快速增长以及
经济的迅猛发展，以实现其任期内本地利益最大化，这无疑会对各地区的产业结
构产生巨大影响。但是目前学者们对这种影响的机理以及影响的最终结果尚未达
成一致的观点，这是本文进行研究出发点。
本文的研究意义，首先对地区产业结构的影响因素及地方保护等研究进行系
统的概述，对当前存在的各种观点进行了比较全面的总结，并在此基础上给出了
本文的见解；其次，本文重点介绍了衡量地区产业结构趋同或趋异程度的方法以
及地方保护程度的衡量方法，通过数据运算，图表比较分析等方法，考察了当前
地区产业结构以及地方保护的现状与发展趋势；最后在产业结构影响因素的理论
分析的基础上，采用面板数据计量模型，全面分析影响产业结构的主要因素，并
重点分析地方保护对地区产业结构的影响。本文将力求在研究思路与研究方法、
研究步骤与数据的选择和处理上，做到真实、客观、可信，使研究结果更具有科
学性，以期对我国地方保护和地区产业结构的研究有理论和实践上的借鉴意义。
第二节 研究的思路与方法
本文试图对地方保护和产业结构相关理论进行总结和概述，并在总结分析影
响产业结构因素的基础上，简要介绍衡量产业结构的指标及地方保护的测度方法
并选取数据对其进行测算，从而定量地分析地区产业结构与地方保护的现状及变
化趋势，然后采用博弈论的方法分析地方保护对地区产业结构影响的机理，构建
了地方保护与地区产业结构趋同的三期博弈模型，为实证研究提供理论依据，最
后进行面板数据的实证分析，并有针对性的提出消除地方保护，优化产业结构的
政策建议。
