摘要

信息服务业是朝阳产业，具有广阔的发展前景。近年来，作为上海六大现代

服务业重点发展领域之一，上海信息服务业的发展取得了巨大的成就。但与国内

外同类城市的信息服务业相比，上海信息服务业的发展仍然存在较大差距，主要

体现在集群化程度还比较低，优质企业数量少，占信息服务企业多数的中小企业

生存空间受到挤压，缺乏创业意识，政府扶持政策开放性和透明度较低等方面，

如何解决这些上海信息服务业的发展瓶问题已成为学术界关注的热点。基于此，

本文主要从构建上海信息服务业集群创新网络的角度，综合运用产业链理论、集

群创新网络理论、博弈分析方法以及复杂系统理论等分析工具和研究方法，分别

从创新集群内信息服务产业链的形成及演变趋势分析、产业链视角下创新网络的

形成及运行机制研究、上海信息服务业集群创新网络内企业自主创新行为的博弈

分析、上海信息服务业集群创新网络的构建研究四个部分进行了研究，并且提出

了相关的政策建议。

本文的主要观点：（1）资源是集群创新网络形成的基础，高素质的信息服

务业专业人才是信息服务业集群创新网络的核心资源要素，集群创新网络的正常

运行依赖于学习机制、信任机制和知识外溢机制作用的发挥。（2）在信息服务业

集群创新网络内存在一定程度的模仿和技术引进是合理的，应当建立和完善各种

政策机制来激励产学研合作创新，政府也应当积极为自主创新企业提供资金和政

策上的支持，从而提高整个产业的自主创新能力。（3）建议建设信息服务中小企

业融资支持服务功能模块、产权保护和产权交易服务功能模块、扶持政策综合服务

功能模块，通过这三个模块的建设完善上海信息服务业公共服务平台的服务功能

构建上海信息服务业集群创新网络。

本文共分为七章内容。第一章为绪论。第二章产业集群及创新网络相关理论综

述。第三章创新集群内信息服务产业链的形成及演变趋势分析。第四章产业链视角

下创新网络的形成及运行机制研究...。第五章上海信息服务业集群创新网络内企业

自主创新行为的博弈分析，首先分析了上海信息服务业集群的现状，并以此为基

础分别从模仿与创新、技术引进与创新、产学研合作、政府激励四个方面，运用博

弈分析方法，分析了上海信息服务业集群创新网络内企业自主创新行为。第六章

上海信息服务业集群创新网络构建研究，首先分析了集群创新网络的构成要素、

各结点间的关系链条以及构建原则，以此为基础，结合本文其他部分的分析提出

了构建上海信息服务业集群创新网络的基本思路。第七章总结和展望。

ABSTRACT

Information service industry is a sunrise industry which has great potential of

development. Recent years, as one of the most important fields of Shanghai’s six

modern service industries, the development of information service industry of Shanghai

has made great achievement. But comparing with other similar regions like Beijing,

Shanghai’s information service industry is still relatively backward; this is mainly

reflected in the aspects below: low clustering degree, lack of competitive companies,

few rooms for small and medium businesses to survive, lack of venture spirit, low

openness and transparency of government supporting policy, etc... Therefore, this paper

discussed Shanghai’s information service industry from the perspective of cluster

innovation networks. By means of industrial chain theory, cluster innovation networks

theory, game theory and complex system theory, this paper mainly analyzed the

formation of information service industrial chain and its developing trend, the formation

of innovation networks and its functioning mechanism form the perspective of industrial

chain, the game analysis of enterprise self-innovation behavior within information

service industrial cluster innovation networks of Shanghai, and the construction of

Shanghai’s information service industrial cluster innovation networks. And put forward

related policy recommendations.

Main points: (1) Resources play a key role in the formation of cluster innovation

networks, high-quality human force are the core resources of information service

industrial cluster innovation networks, the normal operation of cluster innovation

networks depends on the learning mechanism, trust mechanism and knowledge spillover

mechanism. (2) It’s reasonable to permit a certain degree of imitation and technology

introduction within information service industrial cluster innovation networks, it’s

better to establish and perfect a variety of policy mechanisms to encourage industry-

college-institute cooperative innovation, the government should actively provide policy

and financial support to self-innovation companies, thereby enhancing the industry's

self-innovation capability. (3) It’s better to set up three service modules (Financial

services module for small and medium businesses, Property protection and transaction

services module, Integrated supporting policy services module) to establish and perfect

Shanghai’s information service industrial public service system, to construct a better

information service industrial cluster innovation networks in Shanghai.

Main contents: Chapter I, introduction. Chapter II, analysis of industrial clusters

and innovation networks theories. Chapter III, analysis of formation for information

service industrial chain and its’ developing trend. Chapter IV, analysis of formation and

functioning mechanism for cluster innovation networks from the perspective of

industrial chain. Chapter V, game analysis of self-innovation behavior within

Shanghai’s information service industry cluster innovation networks. In this part, firstly

analyzed the status of Shanghai’s information service industrial clusters, and then based

on the analysis, this part studied the problems of self-innovation versus imitation, self-

innovation versus technology introduction, industry-college-institute cooperative innovation

and government incentive behavior with game theory. Chapters VI, study of the

construction for Shanghai’s information service industry cluster innovation networks. In

this chapter, firstly analyzed the composition elements of innovation networks, relative

chain between each node and the principle of innovation networks’ construction. Then

based on this analysis, and considering the previous study, this part put forward several

recommendations to construct cluster innovation networks. Chapter VII, summary and

outlook.

第一章绪论

§1.1 研究背景

信息服务业是利用计算机和通信网络等现代科学技术对信息进行生产、收集、

处理、加工、存储、传输、检索和利用，并以信息产品为社会提供服务的专门行业的

综合体。信息服务业是朝阳产业，具有广阔的发展前景，是一国经济发展的先导

性产业。它是实现信息资源合理配置和信息资源共享、促进信息经济繁荣的重要行

业，是信息制造业和信息消费业的桥梁，同时也是信息产业实现最终增益目标的

经营实体。

2006年2月9日国务院发布的《国家中长期科学和技术发展规划纲要》突出了自

主创新,把自主创新摆在全部科技工作首位。信息服务业集群作为上海技术自主创

新的重要阵地,是推动经济增长的重要基地,对于提高区域竞争力有着重要意义。

（1）上海信息服务业发展状况

上海市在2001年3月出台了《关于全面推进上海信息化建设的决定》，将信息

服务纳入城市综合发展的战略，提出了大力发展上海市信息服务业的战略目标。

在2005年上海市人民政府正式公布的《上海加速发展现代服务业实施纲要》中,也

明确指出信息服务业是上海服务业六大支柱产业及战略目标。2006年上海信息化

委员会又特别制定了《上海市信息服务业发展行动计划》,应该说上海信息服务业

正在形成更加完整的产业体系,并在今后相当长一段时间内会保持快速增长的优

势。

在信息服务产业良好发展的形势下，上海信息服务业集群作为一种特色的创

新集群，目前也已初具雏形。上海的信息服务业集群大都是以软件园区的形式产

生发展起来的。2007年，陆家嘴软件园被认定为市级软件产业基地，从而使上海

形成了1个国家级软件产业基地、1个国家级软件出口基地和7个市级软件产业基地

的产业布局。在经营收入方面，浦东软件园约占据三分之一，陆家嘴软件园、漕河

泾软件园分列二、三位。目前，市级软件产业基地集聚了全市60%以上的软件企业。

同时，上海良好的产业经济基础、区域优势等为今后上海培育发展壮大信息

服务业集群提供了良好的条件，体现在：

1）产业聚集优势。作为城市信息化的重要内容,上海信息服务业经过近几年

发展,产业内企业数和从业人员不断增加,信息服务产业整体发展态势良好,对国

民经济贡献逐年增加。2008 年，上海信息服务业完成经营收入 1810.49 亿元，同

比增长 18.40%，实现增加值 690.6 亿元，占全市GDP 的比重提升到5.04%，较

2007 年提高 0.17个百分点，成为上海现代服务业的六大重点领域之一。

2）区位优势。上海是中国最大的城市,城市经济持续快速增长,国际化大都市

建设稳步推进,在中国乃至国际的经济、金融、贸易方面都占据着重要的地位上。目

前国内最大的网络游戏公司、最大的网上拍卖市场、最大的在线旅游服务企业、最

大的人才招聘机构都在上海,上海的大都市特征为其信息服务业的发展奠定了良

好的基础。2010年将在上海举办“世博会”,也是信息服务业发展的重大契机, 因

为它对于很多相关的产业都具有较强的推进和关联意义,也会为上海信息服务业

创造巨大的发展空间。
