In the modern information society, Integrated Circuit (IC) is the core technology
to transform and upgrade traditional industry, the basic lifeblood of the information
i n d u s t r y a n d e l e c t r o n i c s i n d u s t r y , k n o w n a s t h e e l e c t r o n i c s
industry’s “food”, and is a strategic industry bearing on national security and economic
d e v e l o p m e n t . I C i n d u s t r y’s s t r u c t u r e m a i n l y i n c l u d e d I C d e s i g n , I C m a n u f a c t u r i n g ,
p a c k a g i n g a n d t e s t i n g i n d u s t r y , a s w e l l a s e q u i p m e n t a n d m a t e r i a l s i n d u s t r y .

international competitiveness of IC industry, in particular the design industry paid the
h i g h e s t r a t e . I n t h e p r o c e ss o f t h e i n t e r n a t i o n a l m a n u f a c t u r i n g t r a n s f e r t o C h i n a ,
Shanghai seize the opportunity and IC industry grow rapidly. But the IC design industry
s c a l e i s s t i l l s m a l l e r , d e s i g n t o o l s a n d m e t h o d s e n t i r e l y d e p e n d e n t o n f o r e i g n , d o n ’ t
a c h i e v e t h e s t a t u s a s m a n u f a c t u r i n g i n d u s t r y . T h e r e f o r e , t h e c o m p e t i t i v e n e s s o f
Shanghai's IC design industry research becomes quite urgent, in order to improve line
c o m p e t i t i o n , a n d t o p r o v i d e a n o b j e c t i v e b a s i s f o r u p g r a d i n g t h e i n d u s t r i a l
structures.
I n o r d e r t o m a k e a n o b j e c t i v e e v a l u a t i o n o f S h a n g h a i I C d e s i g n i n d u s t r i a l
development, improve line competition, and to provide an objective basis for upgrading
t h e i n d u s t r i a l s t r u c t u re s. I n h i s p a p e r, qu a l i t a t i v e a n a l y s i s o f t h e c o m p e t i t i v e

r e g i o n a l d e v e l o p m e n t o f t h e s t a t u s , c o m b i n e d w i t h q u a n t i t a t i v e
anal ysi s, bui lds its ba sis on the reg iona l i nte grat ed cir cui ts d esig n co mp eti tive po wer
e v a l u a t i o n i n d e x s y s t e m , a p p l y i n g m e t h o d o f f a c t o r a n a l y s i s t o a n a l y z e t h o s e t h r e e
integrate circuits industrial central cities in mainland China and integrate circuits design
industrial competition in Taiwan. We find the basic conclusion is that IC designing in
Shanghai lags behind other regions in the strength factor currently, but has the relative
c o m p e t i t i v e a d v a n t a g e i n o t h e r s f a c t o r s , t h i s a l s o i n d i c a t e s t h a t S h a n g h a i h a v e
advantage conditions for IC design industry’s development, that is to say Shanghai IC
design industry has relative competitive advantages. Based on the analysis of the final
c o n c l u s i o n s o f t h e p r e v i o u s a n d c o m b i n e d w i t h S W O T a n a l y s i s, w e s e t s t r a t e g i c
proposal to enhance capital investment, pay attention to innovation and human resource
strategy to settle the disadvantages.
