摘要
伴随着改革开放的深入和转型期社会矛盾的日益复杂化，我国社会正走向群
体性突发事件多发阶段。根据我国目前群体性突发事件发生的原因、特点以及地
域、行业的分布情况，群体性突发事件大致包括：有关城市问题的群体性突发事
件、有关农村问题的群体性突发事件、涉及民族问题的群体性突发事件、涉及宗
教问题的群体性突发事件等。本文主要研究的是有关农村问题的群体性突发事件。
农村群体性突发事件，是指农村居民由于利益受损或其他原因而引发的规模性矛
盾冲突，对农村社会稳定造成一定影响的事件，是我国转型时期社会冲突的重要
表现形式，也是多种内部矛盾的一种综合反映。农村群体性突发事件的负面影响
很多，但也不能就简单地认为它是洪水猛兽，谈之色变。农村群体性突发事件的
发生从一定程度上暴露出了由于多方面原因引起的农村问题。近年来我国在政策
和制度上都重视“三农问题”，为了减轻农民负担先后制定了一系列的政策，例如
免征农业税、对农民土地进行补贴、建立农村合作医疗和养老保险，但是这些政
策的出台和制定并没有完全改变我国的农村问题，在多种原因的诱发下，农村群
体性突发事件时有发生。这些事件的发生，严重的影响了农村甚至是社会的稳定
和发展，因此，客观地分析和认识农村群体性突发事件的形成原因，是根本解决
问题和制度政策创新的前提与基础。导致农村群体性突发事件的原因是多方面的，
笔者认为，农村群体性突发事件的成因主要是：社会意识形态、政策和政治制度、
农村利益结构调整，农民和政府之间信任危机等原因。笔者认为只有在对农村群
体性突发事件有了清醒的认识后，才能制定出适用的预警机制和应急管理机制，
降低因矛盾升级而导致的社会稳定问题。解决农村群体性突发事件也需要建设突
发事件预警机制和应急机制，本文借鉴社会稳定系统制定了农村群体性突发事件
预警体系与应急机制。同时，在分析农村群体性突发事件的成因后，在文章中笔
者提出了解决我国农村群体性突发事件的建议。例如：加强对我国农民和政府官
员的思想教育；推进政治制度改革；调整我国农村经济利益结构；解决农民与政
府之间的信任危机。

ABSTRACT
With the reform and opening-up of deepened and the problems of social transition
diversified, the Chinese society has sailed into a water of frequent the group unexpected
event. At present, according to the causes, characteristics and the region, the distribution
of industry of the group unexpected event, it mainly include the event on the urban
questions, about the rural problems, involved in the race question, the religious
problems, etc. This paper mainly studies in the rural areas, it was called the Popular
Resistant Accidents in Rural. The Popular Resistant Accidents in Rural are the
Large-scale conflicts caused by the interests of rural residents damaged or other causes,
it was influence on the social stability, it is the an important form of showing the social
conflict in contemporary, also the integrated reflect of several internal contradictions.
Although it has many adversee impacts, we can’t simply think it’s a scourge that maked
people tremendously scared. To a certain extent, it also reveals the rural problem which
caused by several reasons. In recent years, our country has paid attention to SanNong,
the ruler shaped in order to reduce on the peasants' burden, such as exemption
agricultural taxes, providing a subsidy to farmers' land, establishing rural cooperative
medical and rural insurance system, which did not totally change China's rural problems.
The Popular Resistant Accidents in Rural happened occasionally because emerge more
than one reasons. These events effect stability and development in the rural areas even
though the whole , for this reason, to analyz and to know the causes of the Popular
Resistant Accidents in Rural dialectically is the prerequisite and fundamental to solve
the problem, as well as innovation of system and policy. And the causes of this are
various, the author thinks there are four main causes, such as fall-behind social ideology,
political system, adjustment of the benefit structure in the rural areas, crisis of
confidence between farmers and government,and so on. The author thinks, only when
we have a clearly understanding to the events, we can frame the applicable early
warning mechanism and mechanism of emergency management, reduce the social
stability problem caused by conflicts upgrading. To solve the Popular Resistant
Accidents in Rural also needs to build the emergency warning and response mechanism,
and established the emergency system and response mechanism of the Popular Resistant
Accidents in Rural draw lessons from the stability of social system in this paper. After

the analysis of the causes of it, then, propsed suggestiones for resolving the Popular
Resistant Accidents in Rural, such as: to strengthen ideological education of our farmers
and government officials; to promoting political system reforming; to adjust economy
benefit structure in the rural areas reasonable; to solve the issue of trust between the
government and farmers.

第一章 导论
第一节 论文研究的背景及意义
一、论文研究的现实背景
近年来，由于社会变迁、经济发展的不平衡、利益群体的兴起以及意识观念
形态转变、社会利益变迁以及干群关系的紧张等问题的产生，导致人们采取集体
行动对抗基层政府的群体性冲突事件时有发生。特别是 2008 年，在这全球经济最
为困难的一年，国内群体性突发事件也在不断上演着，无论是“6.29”贵州瓮安事
件、“9.20”深圳舞王俱乐部火灾事件、还是重庆、三亚出租车“罢运事件”都说
明了群体性突发事件是影响社会稳定、社会和谐发展的的重要因素，这些事件是
转型期社会冲突的重要表现形式。农村群体性突发事件，这一群体性突发事件的
特定现象在一定程度也在影响着社会稳定。由于金融危机的影响，目前全国大约
有2000 万农民工失业返乡，引起党中央和国务院高度重视。根据农业部在 2009
年初对 15 个省份、150 个村进行的抽样调查，在全国 1.3 亿离开本乡镇外出就业
的农民工中，有 15.3%的农民工现在失去工作或没找到工作，大约有 2000 万人。
中国社会科学院农村发展研究所研究员于建嵘认为，受金融危机波及后城里的工
作岗位相对变少，春节后将有更多的农民工会选择不出来打工。大部分农民工在
家乡多少还有一点土地，短期内他们的基本生计不会出现太大问题，但是如果较
长时期内没有得到改观的话，对输出地的治安稳定也是一种挑战，很容易引发农
村群体性突发事件，从而影响社会稳定。因此，加深对农村群体性突发事件成因
的影响以及制定相关的对策是至关重要的。
二、论文研究的意义
1．研究的理论意义
目前中国农村群体性突发事件的状况复杂，是中国独特的现象，在研究领域
中也并不充分，本文在农村危机管理学相关理论与社会学冲突理论的支撑下研究
我国农村群体性突发事件的成因和对策，因此，该研究将丰富农村群体性突发事
件的理论与方法，丰富社会学以及农村危机管理的的相关理论。
2．研究的实践意义
从宏观角度说，重视研究农村群体性突发事件，找到并解决引发事件的原因，
将有利于社会的稳定，避免社会危机的发生。从微观角度讲，通过研究农村群体
性突发事件，有利于改善政府对农村的管理，缓解农村社会的矛盾，提高政府决
