摘 要
随着当前经济全球化及区域资源整合的加快,国家间乃至一个国家内不同经
济行为主体间的竞争已日趋激烈和广泛,其结果是区域竞争问题越来越受到重视。
如何挖掘和提升区域产业的竞争力已经成为中央政府和各地方政府发展经济的重
点所在。
旅游业作为一个综合性很强的新兴产业,资源消耗少、产业关联度高,被誉
为“无烟工业”和“朝阳产业”。它蕴藏着巨大的经济潜力和广阔的市场前景,
21 世纪世界经济的牵动力之一,大力发展旅游产业已成为国家经济建设和区域经
济发展的重要内容和手段。
在西部大开发全面推进的过程中,旅游业已成为西部地区新的经济增长点和
支柱产业。甘肃省旅游资源丰富,旅游产业也已初具规模。然而,甘肃省旅游总
体形象的战略定位一直比较模糊,这也在一定程度上阻碍了甘肃省旅游业的快速
发展。因此,需要构筑甘肃 21 世纪旅游业发展的宏伟目标,重新审视甘肃旅游业
发展中的一些重大问题和面临的新挑战,针对新的历史阶段进行战略创新,确立
具有科学性、前赡性的发展战略;综合分析甘肃旅游发展条件、市场竞争态势、
旅游产业定位、产业总体布局等相关因素,并在此基础上制定旅游业的战略发展
目标,进而提出具体可行的发展对策。
本文共分为六个部分:
第一部分:绪论。本部分首先介绍了选题背景及研究意义;进而对国内外相关
研究文献进行阐述;最后介绍了本文的研究思路、框架及方法。
第二部分:相关概念及背景理论概述。首先界定相关概念;对区域旅游业竞争
力进行研究时,涉及到很多成熟的经济学、管理学理论,这包括产业竞争力理论、
竞争优势理论、绝对优势和相对优势理论等。本部分内容对这些相关理论进行概
述,为后面的研究分析打下基础。
第三部分:甘肃省区域旅游资源概况及主要特征概述。区域旅游业竞争力必然
产生于旅游资源及开发现状的基础上,了解、掌握甘肃省区域旅游资源概况及主
要特征是后面研究的前提。
第四部分:区域旅游业竞争力指标评价体系。建立区域旅游竞争力评价指标体
系,选择合理的统计分析方法,利用合适的数据对其进行定量比较分析,是深入
探究区域旅游竞争力主体之间内部关系的有效手段。本部分内容就区域旅游业竞
争力指标评价体系的意义、构建原则、具体指标选取、权重确定原则等问题进行
论述。
第五部分:甘肃省旅游业竞争力实证研究。本部分内容先根据判定矩阵的方式
对指标体系中各指标权重进行计算。结合权重值及指标具体数值后综合得到甘肃
省及其他西北四省的竞争力指标值。根据综合值中各子项分值的高低进行相应的
分析并提出政策建议。
第六部分:研究总结与展望。对全文的研究进行总结归纳。
本文在总结前人关于区域旅游发展战略理论与实践研究的基础上,结合全新的
旅游发展理念,针对当前甘肃旅游发展中出现的新问题,运用定性分析和定量分
析的研究方法,对甘肃区域旅游发展战略这一涉及旅游全局性,区域经济长远性
发展的根本问题,进行理论与实证研究。

ABSTRACT
With the current economic globalization and regional integration of resources has
accelerated, as well as between countries within a country different from the
competition between economic agents have become more intense and widespread, and
the results of regional competition under increasing attention. How to tap and enhance
the competitiveness of regional industries and local governments has become the central
focus of economic development.
Of tourism as a highly comprehensive new industry, low consumption of resources,
industries associated with high, known as "smokeless industry" and "sunrise industry."
It is tremendous economic potential and broad market prospects, are in the 21st century,
one of driving forces in the world economy, vigorously develop the tourism industry has
become the country's economic development an important and means.
Comprehensively push forward the western development process, the tourism
industry in the western region has become a new economic growth points and pillar
industries. Gansu province rich in tourism resources, tourism industry has also begun to
take shape. However, the overall image of tourism in Gansu Province's strategic
position has always been rather vague, which to some extent, hindered the rapid
development of tourism in Gansu Province. Therefore, the building of Gansu tourism
development in the 21st century, the grand goal of the development of tourism in Gansu
Province to re-examine some of the major problems and facing new challenges for the
new historical stage of strategic innovation, and establish a scientific, pre-age support of
the development strategy ; comprehensive analysis of Gansu tourism development,
market competition situation, tourism industry, location, industry, the general layout and
other related factors, on this basis to develop the industry's strategic development
objectives, and then formulate specific and feasible approach to development.
This paper is divided into six parts:
Part I: Introduction. This section first introduces the topics of this article the
background and research significance; went on to define the related concept of the
meaning and scope of the academic. Related concepts are clearly defined, relevant
research literature at home and abroad elaborated; and finally introduced the idea of this
research, the framework and methods.
Part II: an overview of background theory. The competitiveness of the regional
tourism industry to conduct studies, involving a lot more mature economics,
management theory, which includes industrial competitiveness theory, theory of
competitive advantage, absolute advantage and comparative advantage theory. The
contents of this section an overview of these related theories, in order to lay the
groundwork behind the research and analysis.
Part III: Overview of Regional Tourism Resources of Gansu Province, and an
overview of the main features. The competitiveness of regional tourism resources and
will inevitably produce a status of the development in tourism, based on understanding
and grasp of regional tourism resources in Gansu Province, Overview and main
characteristics of the premise behind the study.
Part IV: Regional Tourism Competitiveness Index evaluation system. The
establishment of regional tourism competitiveness evaluation index system, choose a
reasonable statistical analysis methods, the use of appropriate quantitative data on their
comparative analysis is explored in-depth regional tourism competitiveness, the main
effective means of internal relations. This part of the tourism industry more competitive
on the regional significance of evaluation system, building principles, specific target
selection, the principle of weight to determine such issues as discussed.
Part V: Gansu Province competitiveness of the tourism industry. The first part of
the matrix under way to determine indicators of the index weight calculated.
Combination of weight values and the specific numerical targets were later consolidated
the northwest Gansu Province, and other indicators of the competitiveness of the four
provinces of the value.
Part VI: Research Summary and Outlook. Summary of the full text studies,
summarized innovative points and shortcomings of paper.
In this paper, summing up our predecessors on the regional tourism development
strategy for the theory and practice on the basis of the study, combined with the current
tourism development in Gansu, using qualitative and quantitative analysis of research
methods, on the Gansu regional tourism development strategies that are related to
tourism overall, long-term development of the fundamental problems of theoretical and
empirical research, thus promoting and facilitating the development of tourism industry
in Gansu, then it is very necessary and particularly urgent.
