摘 要
城市公共交通是一个城市最重要的基础设施，是一个城市的交通结构中最重
要的组成部分，公交环境能改善城市的投资环境，且是发挥城市功能的重要物质
条件，更是一个城市经济发展和生存的基础。城市公共交通的发展能促进城市的
发展，促进城市的经济建设，并能吸引外商投资，保障人民生活质量。城市公共
交通在城市中扮演着重要的角色，城市公共交通的作用是巨大的。
然而，城市公共交通的经营、效益及效果均具有典型的二重性特征。城市公
共交通企业作为生产企业必须维护企业的正常运转，以补偿企业的生产耗费；同
时城市公共交通企业又具有公益性质。这就决定了城市公共交通的政策性亏损，
即城市公共交通的公益性所导致的亏损，必须由政府给予财政补贴。在我国，政
府财政及企业只关注补贴前，而对于补贴资金的绩效问题，却甚少问津。本文正
是基于此类问题，对城市公共交通财政补贴的绩效设计了一套评价指标，从城市
公共交通的服务水平、城市公共交通的环境影响以及城市公共交通的综合运营能
力方面来评价城市公共交通财政补贴的绩效。本文的研究内容如下：
首先，分析了我国绩效评价的相关理论，为后文的评价工作做理论铺垫。主
要分析了我国城市公共交通财政补贴绩效评价的理论依据，然后分析了我国城市
公共交通财政补贴绩效评价的内涵，最后介绍了我国城市公共交通财政补贴绩效
评价的相关原则及方法。
其次，阐述我国城市公共交通财政补贴的制度、补贴原则以及我国城市公共
交通财政补贴的现状。分析了我国城市公共交通财政补贴制度存在的问题，进而
分析了城市公共交通财政补贴绩效评价的功能定位。
再次，以一个具体城市为例，根据城市公共交通财政补贴绩效评价的相关原
则及方法，通过构建模糊数学模型的方法，对城市公共交通财政补贴绩效影响因
素进行计量与等级评价，以评判出该城市的公共交通财政补贴绩效情况。
最后，针对评价结果较差的因素提出了相应的措施。运用适当的管理方法，
通过提高城市公共交通的服务水平，减少城市公共交通对生态环境的影响，并提
高城市公共交通企业自身的运营水平，以此来促进城市公共交通企业对财政补贴
资金的使用效率及效果。

ABSTRACT
Urban public transport is the most important infrastructure of a city, it is the most
important constituent part of the traffic structure in a city,it can improve the investment
climate,and it is an important material conditions for the urban function,especially it is
the foundation of economic development and subsist.The development of the urban
public transport can promote the development of the city,it can promote the
development urban economy,and it can attract more foreign investment, it can guarantee
the living standards. Urban public transport plays an significant role in city, urban
public transport is significant.
But,urban public transport’s operate, beneficial result and result has typical dual
character. Urban public transport as a manufacturing enterprise must preserve it’s
regular operation,as to compensate it’s operation expend; furthermore urban public
transport enterprise has public welfare. For this reason, urban public transport’s
policy-related losses, the urban public transport caused by a loss of public welfare, must
be subsidized by the government financial.In China, the Government and corporate only
concern before the subsidies,but both not concerned about the effective and efficient use
of capital subsidies. This article is based on this problem, designed a performance
evaluation index for the financial subsidies for urban public transport, from the urban
public transport service level, the environmental impact of urban public transport and
urban public transport in an integrated operational ability to evaluate the financial
subsidy to urban public transport performance . This study follows:
First of all, analysis of relevant theories of China's performance evaluation, for
later in the evaluation of work to do bedding theory. Mainly analyzes the financial
subsidy of urban public transport theoretical basis for performance evaluation, and then
analyzes the financial subsidy of urban public transport performance evaluation of
content, finally the financial subsidy of urban public transport performance evaluation
of the relevant principles and methods.
Secondly, expounded China's urban public transport system of financial subsidies,
the principle of subsidiarity, as well as China's urban public transport status of financial
subsidies. Analysis of China's urban public transport subsidy system problems in
finance,further analysis of financial subsidies to urban public transport performance
evaluation of the functional orientation.
Again,use a specific city as an example, according to financial subsidies to urban
public transport performance evaluation of the relevant principles and methods,
mathematical model by constructing fuzzy approach, financial subsidies for urban
public transport performance, factors affecting the measurement and rating rating, In
order to judge out of the city's public transport performance of financial subsidies.
Finally, poorer outcomes for the evaluation of the factors that put forward
corresponding measures. The application of appropriate management methods, by
raising the level of urban public transport services, reduce urban public transport impact
on the ecological environment, and to improve urban public transport operation of an
enterprise level,in order to promote the urban public transport enterprises to the efficient
use of financial subsidies and effect.
