摘 要
得天独厚的地理位置和独一无二的区位优势造就了临港新城在上海国际航运
中心建设中的核心地位。在国家政策的引导下，临港新城的规划与建设成为上海
市的重要战略决策，有利地推动了临港新城的快速发展。经过近十年的建设，临
港新城围绕着综合性、多功能一体化的产业发展目标，形成了具有一定特色和规
模的重装备制造业产业集群，建成了国内一流的现代化综合型物流园区，航运服
务业初具规模，海洋高新产业区也已启动建设。2009 年，国务院要求上海加快推
进发展现代服务业和先进制造业、建设国际金融中心和国际航运中心的步伐，为
临港新城的发展提供了更加广阔的空间。以此为契机，通过对临港新城产业建设
成果的梳理，分析其发展过程中暴露出的问题，适时地进行产业布局的调整，实
现临港新城产业发展新的飞跃，成为临港新城面临的新问题。
本文以临港新城产业功能定位为出发点，以波特地区竞争优势的钻石体系为
理论支撑，结合产业链和产业集群的理论，在全面梳理上海临港新城产业发展的
机遇、优势、劣势及其挑战的基础上，确定了临港地区产业发展规划的主导方向
及其战略布局，重点分析了重装备制造业、现代物流业和航运服务业等产业的发
展现状，指出产业发展过程中存在的问题，并对如何进一步优化调整临港新城产
业发展布局，推进临港产业与区域经济联动发展等方面，提出若干具有操作性、
可行性的对策建议。
上海临港新城的建设具有其特殊性，开发时间也较短，对该地区经济发展，
尤其是产业发展的研究尚不全面，本课题的研究成果可为临港地区经济发展提供
具有一定价值的决策参考。

ABSTRACT
Unique geographical location and the unique location advantage created Lingang New
City in the central position. in the construction of Shanghai international shipping center
Under the guidance of national policy, planning and construction of Lingang New City

rapid development of Lingang New City. After nearly a decade of building, new city

weaknesses and challenges, determined on the basis of the port district industrial
development planning and the strategic layout of the leading direction, focusing on
analysis of heavy equipment manufacturing, modern logistics and shipping services
sector, the development of industries such as the status quo, pointing out that the
process of industrial development problems in , and how to further optimize the
adjustment of the layout of Harbor Park, industrial development and promoting regional
economic linkage port industry and other fields of development, made a number of
operational and feasibility of the countermeasures and proposals.
Shanghai Lingang New City building has its particularity, development time is shorter,
the region's economic development, especially industrial development research not yet
complete, the research results of this topic for port region's economic development has a
certain value, decision-making.

上海临港新城地处上海市东南端，毗邻东海，是长江与杭州湾的交汇处。1996
年1月，国务院明确提出要建设上海国际航运中心，2002 年洋山国际深水港开工
建设，根据“港为城用，城以港兴”的指导思想，上海市委、市政府站在全局高
度，提出规划建设上海临港新城。2003 年以来，“决战临港”成为上海市委市府的
重大战略决策，临港进入快速发展时期。2004 年1月，上海临港新城总体规划由
上海市人民政府正式批准实施。临港新城规划面积约 296.6 平方公里，其中规划城
市建设用地约 164.8 平方公里。临港新城的城市性质不仅仅是两港以及国家级现代
装备业园区的配套基地，更是一个独立、完整的现代化、综合性都市，是充分体
现上海新世纪城市规划和建设水平的窗口，是上海对外沟通和展示新的门户——
上海之门和上海未来二十年的主要经济增长极之一，是上海向世界展示“城市让
生活更美好”的“生活着的展示馆”。2005 年洋山港完工开港，同时连接洋山港和
临港新城之间的东海大桥也通车使用，顺利实现了“港开、桥通、城用”的目标，为
进一步打造上海国际航运中心的核心功能区奠定了良好基础。经过近十年的发展，
该地区由一个远离城市喧嚣的小渔村，逐渐发展成为上海面向太平洋国际航线的
桥头堡。临港新城依托洋山深水港，毗邻浦东国际机场，辐射上海及整个长三角
地区，凭借其得天独厚的地理位置、独一无二的区位优势和重要的战略地位，在
上海和中国未来的发展中起着举足轻重的作用，成为上海市和国家战略发展关注
的焦点之一。
临港新城不仅是上海国际航运中心的核心功能区之一，也是上海市“十一五”
规划中确定的“1966”城乡规划体系中重点建设的三大新城之一。临港新城的建
设目标是要成为上海东南滨江沿海地区的经济、文化中心和我国沿海大通道上的
重要城市，因此临港新城既是上海国际航运中心的重要组成部分，同时又承载着
上海辅城建设的功能，依托国际集装箱深水枢纽港、亚太地区航空枢纽港和国家
级现代装备产业园区，构建充分体现新世纪上海建设水平、相对独立、功能完善
的综合型滨海新城，形成社会、经济、环境、文化等高度协调发展的魅力都市、
碧水蓝天绿树环抱的环境都市、能提供各种生活设施配套的活力都市。
在临港新城的规划过程中，上海市政府围绕着加快上海“四个中心”和现代国际
大都市的建设中心，以实现经济跨越和城市持续发展为目标，制定了临港新城综
