摘要

改革开放以来，广东 FDI 与产业集聚都保持着良好的发展趋势，在广东经济

发展中继续起着重要的支撑作用。但若从更为宏观的角度来看，从国家政策和全

球竞争的高度来看，我们发现广东的 FDI 与产业集聚实际上正面临着新一轮的挑

战。首先，无论是外资企业还是本土企业，广东省经济的外资依存度极高。其次，

经过三十年的高速发展，以制造型产业为典型的外商直接投资企业对广东省劳动

力资源的利用已经渐趋饱和。第三，广东招商引资和产业集聚都经历了起步早和

快速发展阶段，现已进入调整升级阶段。如何在中国人口红利耗散的今天，成功

避免产业转型的硬着陆，是一个重要的经济问题，同样也是社会问题。

广东 FDI 和产业集聚在发展特点上存在共性，在发展的桎梏上也有时间上的

重叠性。因而对于广东 FDI 以及具有典型性的制造型产业集聚在发展历程中各自

具有的特点以及两者之间关联性的研究，就显得有必要。

研究 FDI 与产业集聚的关系，目前国内外文献多是从产业集聚作为 FDI 区位

决定因素之一所起作用的角度来阐述的；对于 FDI 与产业集聚之间关系的另一面，

即FDI 的进入如何影响区域的产业集聚，这方面的研究文献并不多。

本文以 FDI 对产业集聚在形成和发展过程中的作用为根本出发点，以广东省

制造型产业集聚为研究对象，分析其现状和利用 FDI 的情况，建立回归分析模型，

利用产业集聚度指标和广东省制造业分行业的相关 FDI 数据，分析得到广东省的

制造型产业集聚水平以及 FDI 对广东省制造型产业集聚的贡献度，并通过研究 FDI

对产业集聚的作用机制，对 FDI 与广东省制造型产业集聚的关联性进行了进一步

的论证，对于广东省如何利用 FDI 对制造型产业集聚的影响进行产能再构，提出

了相应的政策建议。

ABSTRACT

Since reform and opening up, Both FDI and industrial cluster in Guangdong have

maintained a good trend of development and they continue to play an important

supporting role in the economic development of Guangdong. However, if we study the

topic from a more macro perspective and with the view of national policy and global

competition, we find that actually FDI and industrial cluster in Guangdong is facing a

new round of challenges. First of all, whether foreign companies or local companies are

involved in our study, the percent of foreign capital in Guangdong is extremely high,

which means its economic operation is more easily influenced by foreign investment.

Secondly, after rapid development in the near three decades, for the typical foreign

direct investment enterprises in Guangdong Province, the use of labor resources has

become increasingly saturated. In one word, the strength of manufacturing industries

can’t last any more. Thirdly, both foreign investment and industrial concentration in

Guangdong have gone through the initial stages of early beginning and rapid developing,

and they have upgraded into the adjustment phase. As a result, the old policies and

experiences have been little useful at present. After all, how to make a successful

industrial transformation and also to avoid a hard landing at the moment of which

China's demographic dividend is in dissipation nowadays is an important economic

issue as well as a social problem.

FDI and industrial cluster in Guangdong have common features in the development

history, and also have problems in the development and most of these problems are on

the overlap. Thus we find it necessary to study FDI in Guangdong and the typical

manufacturing industrial cluster on their own characteristics and correlation between

them in the development process.

In the fields of studying the relationship between FDI and industrial cluster, most

of the current literatures focus on the issue of explaning how the industrial cluster draw

FDI with its special location point, as to the other side of the relationship between FDI

and industrial cluster, which is explaining how the entry of FDI affect the industrial

cluster, the research literatures in this field are not many.

In this paper, we consider FDI’s role in the formation and development of

industrial cluster as the fundamental starting point, and we take manufacturing

industrial cluster in Guangdong for the study, conducting analysis of whose status and

use of FDI. Then we establish regression model, and use industry concentration index

and the manufacturing sub-sectors data related to FDI in Guangdong Province. Finally

we get from the model the Guangdong's manufacturing industrial cluster level and how

much contribution FDI gives to the manufacturing industrial cluster in Guangdong

Province. Besides, by studying the mechanism and effect of FDI on industrial cluster in

Guangdong Province with specific cases, the correlation between FDI and

manufacturing industry’s type of industrial cluster is further demonstrated. As a

conclusion, we suggest the policy-maker as well as the company-owners in Guangdong

Province how to use the impact of foreign direct investment on industrial cluster to

adjust their industry structure or company development path, and make the industrial

competitiveness maximize in the specific area together.

第一章绪论

§1.1 研究背景与研究意义

20 世纪 80 年代以来，世界出现经济全球化浪潮，主要体现于资本的全球化。

国际直接投资（FDI）已经成为资本全球化浪潮中最重要的经济现象，也使其主导

者跨国公司成为了现代经济史上极为重要的角色。

§1.1.1 研究背景

本节拟从三个维度逐一分析、解剖本篇论文选题背景的层次。[1]

⑴FDI 对中国经济影响的层次

改革开放以来，中国凭借其丰富而廉价的自然资源、劳动力资源禀赋，以及

一系列招商引资优惠政策，吸引了大量 FDI 的流入。自 1993 年开始，中国就已成

为继美国之后世界第二大 FDI 东道国。中国入世后，于 2002 年吸收 FDI 投资量突

破500 亿美元，首次超越美国，成为世界第一的 FDI 东道国。

与国内投资相比，

FDI 对一个开放型经济体的影响具有杠杆作用。

FDI 大量涌

入，对中国国内经济增长、技术水平、就业人口、出口额度、制度变迁等都产生

了深远影响。其中，在经济增长方面，FDI 带来资本、技术以及管理经验，推动国

内相关产业的技术进步以及产业调整，增强中国产业的国际竞争力。对于正处于

经济发展重要转型阶段的中国政府以及地方政策制定部门，

FDI 是国际经济发展战

略的重要组成部分之一。另一方面，随着中国吸收和利用 FDI 规模的增加，FDI

对经济影响的边际效应递减，同时，当 FDI 流入达到一定规模时，对国内经济运

行甚至会产生一些负面影响：从微观上来看，跨国公司具有的技术、资本等相对

优势，可能使本土企业在竞争中处于不利地位；从中观上来看，FDI 通常倾向于利

润率较高的行业，这在一定程度上加剧了本土产业间不平衡状况。因此，如何吸

引并利用好 FDI 这柄“双刃剑”，成为政府经济工作的重中之重。

⑵FDI 对产业集聚作用的层次

实践证明，产业集聚是推动产业规模化发展的强大动力。具有国际竞争力的

产业集聚是转型国家实现跨越式发展的基础，产业集聚使得资源的有效配置成为

可能，是当今世界发展的重要特征和主要原因之一。作为一种产业的空间组织形

式，它的发展能有力推动产业竞争力的提升及地方经济的发展。中国市场经济发

展过程中也逐渐显露出产业集聚发展的经济特征，特别是在开放较早、经济较发

达的长三角、珠三角等地区，已经形成一定的产业集聚规模。关于产业集聚形成

的动因，主流经济学家通常将研究对象聚焦于发达国家的产业集聚现象，认为其

形成和演进的动力主要来源于东道国内部，更多地强调地方发展的内生性资源和
