摘 要
随着农村的“农户兼业化、村庄空心化、人口老龄化趋势”,以及中央提出的
要“鼓励和支持承包土地向专业大户、家庭农场、农民合作社流转,发展多种形
式的适度规模经营”推进城乡一体化,农村集中居住是必然趋势。近年来,上海、
四川、浙江、山东等部分县市探索推行农民集中居住。由此可见,推出农村集中
居住作为一项探索性工程,涉及面广、影响大,必须加强研究。
2003 7月,江苏省委召开十届五次会议,提出“两个率先”,即“率先全面
建成小康社会、率先基本实现现代化,决定“2010 年左右,全面建成更高水
平的小康社会;2020 年左右总体上基本实现现代化”。 江苏省南通市根据省委
省政府的统一部署,自 2006 年开始实施农村集中居住改革,至 2011 年,南通
已完成 2566 个农村集中居住点的设计规划,成效显著。
本文即以江苏省南通市为例,采用理论分析和实证研究相结合的方法,对其具
体的征地拆迁政策以及征地拆迁中政府政策执行进行专门研究,以使政策能更加
保护农民切身利益、更好地为农村城镇化建设保驾护航,同时也为后续的研究者
提供一定的借鉴作用。
本文主要研究了以下内容:第一,对农村集中居住的研究意义和研究现状进行
梳理;第二,阐述基本概念和政策理论;第三,对国内外土地征收政策进行了梳
理,并总结了韩国、日本的土地征收政策,并归纳了我国可以吸收借鉴外国土地
征收政策的经验;第四,分析了南通市农民集中居住的政策实践:首先介绍了南
通市农民集中居住的现状,以及推进农民集中居住的必要性和可行性;其次梳理
了南通市农民集中居住形成进程和政策推进;再次对南通市农民集中居住政策推
进中存在的缺陷进行分析;第五,针对存在的问题,提出了改进农村集中居住政
策的对策及建议,包括:规范公共政策的制定,加强政策的落实力度,建立有效
的监控机制以及健全政策执行的体制环境。

ABSTRACT
With the development of the rural "concurrent business of farmers, village
hollowing, population aging tendency", and to "encourage and support the land transfer
to professional investors, family farm, farmer cooperatives of the central government,
the development of various forms of moderate scale management", promoting
urban-rural integration, rural concentrated residential is the inevitable trend of. In recent
years, Shanghai, Sichuan, Zhejiang, Shandong, some counties and cities to explore the
implementation of centralized residence of farmers. Thus, launched the rural
concentrated residential as an exploration project, involving a wide range, high impact,
we must strengthen the research.
In 2003 July, the Jiangsu provincial Party committee held its ten session of the five
meeting, put forward "two first", namely "to build the well-off society, taking the lead in
realizing modernization", decided to "around 2010, full completion of a well-off society
of a higher level; 2020 years to basically achieve modernization on the whole". Nantong
city in Jiangsu Province, according to the provincial government's unified plan, started
from 2006 to implement the rural concentrated residential points. To 2011, the city
completed a preliminary layout planning of 2566 rural concentrated residential point at
the end of the year, with notable results.
Combining theoretical and empirical analysis ,this paper takes Nantong ,Jiangsu as
an example, the implementation of specific land expropriation policy and land
acquisition and relocation policies of the government of the special research,in order to
make the policy to protect the interests of farmers, to better serve the construction of
rural urbanization escort. At the same time also provides certain reference for the
follow-up researcher
This paper mainly studies the following contents: first, research is to promote rural
concentrated residential significance and the domestic and foreign farmers concentrated
residential research; second, the rural concentrated residential theory basic concept and
policy; third, the domestic and foreign land expropriation policy for carding, and
summarizes the Korea, Japan's land expropriation policy, and summarizes our country
can absorb from foreign land expropriation policy experience; fourth, the analysis of
policy practice living on Nantong farmers: first introduced the Nantong city farmers
concentrated residential status, as well as the necessity and feasibility of promoting
farmers' concentration living; followed by combing the Nantong city farmers
concentrated residential formation process and policy advance; defect again
concentrated residential policy of peasants in Nantong, promoting the existing analysis;
fifth, in view of the Nantong city farmers concentrated residential policy problems in
advance, put forward the improvement measures and suggestions, including: rural
residential policy focused norms of public policy, strengthen policy implementation
efforts, setting up the system of environmental monitoring the effective mechanism and
perfect the policy implementation.
