摘要

本文首先分析了上海水上客运资源综合利用的现实需求背景及历史背景，介

绍了研究的主要意义和目的，研究对象和研究范围，并概要地阐述了本文的论文

结构和技术路线，以及拟解决的问题。提出以城市水上公共交通客运、水上旅游

客运为研究方向，研究对象以水上客运港（站）及水上客运的运输载体为主，包

括渡船、水上巴士、邮轮等，并将其中城市公共交通部分视为自行车、摩托车、

步行等非机动化出行方式的辅助交通载体，作为重点分析研究内容。

其次，本文在对国内外的相关研究以及实践内容进行梳理分析，并在综合评

述中对当前研究中的不足进行了概括，通过发现国外发达城市对水上客运资源的

开发利用已经取得研究成果，借鉴国内滨水城市对水上客运资源综合利用的一些

成功经验，对水上客运资源综合利用的未来的发展趋势进行了展望，进而提出了

本文研究的主要内容——结合上海的实际情况，进一步探讨上海城市水上客运资

源综合利用的发展思路，为推进和发展上海城市水上客运体系的构建和完善奠定

了初步的理论基础。

本文着重论述水上客运与城市公共交通关系、城市交通水上客运的负外部

性、城市交通水上客运的供给和需求、城市交通水上客运市场和城市交通水上客

运管制政策为重点，并针对这些问题给予解释，以期分析解决城市交通水上客运

资源综合利用问题提供理论基础和依据。

开展对上海水上客运市场的调查，调查范围包括：上海国际邮轮港、上海市

内水上客运港（站）、上海省际水上客运港（站）、上海黄浦江对江渡轮、上海崇

明三岛客运轮渡、上海黄浦江旅游客运船公司及游艇俱乐部，以此得出上海水上

客运市场现况、存在问题及发展方向。通过调查，概括上海港口水上客运资源利

用的现状，探讨现有条件下资源效益利用的不足，并简单预测今后发展的趋势。

综合上述研究情况，提出上海港水上客运市场的发展趋势与上海水上客运资

源综合利用的策略，为上海港口行政管理部门的决策与管理提供一些建设性意见

以及依据，希望借此加强港口水上客运资源的利用效能，提升港口水上客运行政

管理水平，进一步整合与开发客运资源，加强港口水上客运资源综合利用与软环

境建设，为水上客运企业提供发展战略理论支持，从而全面提升上海水上客运综

合实力。

ABSTRACT

Based on the city public traffic waterway passenger resource utilization as the

research direction, research object is the waterway passenger transport, including

shipping, sea, sea bus rental, cruise, etc. In addition, the waterway passenger transport

and urban public transport in the non-motor vehicle transportation auxiliary transport

carrier, is the key content analysis research.

This article draw lessons from foreign developed cities to water passenger

transportation resources comprehensive utilization of some successful experiences,

found overseas for water resources development and utilization of the passenger has

made research results, and put into practice. At the same time, through the

investigation and data access, found at domestic ports created station planning the

layout of the research and the port waterway passenger transport industry to upgrade

the innovation and development of countermeasures. So, the author through to the

domestic and foreign related research and practice content analysis of carding, and in

a comprehensive review of current research in has carried on the summary, for the

future development trend is prospected, and the main content of the proposed in this

paper. Based on the profit from the overseas, especially European advanced

experience and achievements in the field, combined with the actual situation of

Shanghai and the Yangtze river delta, further explore Shanghai waterway passenger

transport resources comprehensive utilization development ideas, to promote the

construction of waterway passenger transport system and the development of

Shanghai city and perfect the theory of laid a preliminary foundation.

Shanghai city water passenger transportation market investigation and study,

visit and survey the international cruise port in Shanghai, and each ship company,

explore created status and existing problems of politics and the trend of future

development. Discusses relationship between waterway passenger transport and urban

public transport, urban traffic waterway passenger negative externalities, city traffic

supply and demand of waterway passenger transport and urban traffic, urban traffic

waterway passenger transportation market waterway passenger transport control

policies, explained to solve these problems, in order to analyze solve the problem of

urban traffic waterway passenger transport resource utilization to provide theoretical

foundation and basis.

To sum up, put forward the development trend and strategy of Shanghai

waterway passenger transportation market, for the decision-making and management

of Shanghai port administrative departments to provide constructive Suggestions and

basis，Strengthen port waterway passenger transport efficiency of resource utilization,

improve port waterway passenger transport administrative management level, further

integration and development of passenger transportation resources, and strengthen

port waterway passenger transport resource utilization and soft environment

construction, provide development strategy theory support for the waterway passenger

transport enterprises, so as to raise the overall strength of Shanghai waterway

passenger transport across the board.
