摘 要
随着市场经济的快速发展,各行业内的企业竞争激烈,为提高自身的市场
争力,企业在提高自身产品竞争力的同时,需要不断地整合自身所拥有的内外
源。供需网的构建为企业提供了新的发展平台,让企业可从全球范围内获取其
需的资源,以强化自身产品竞争力。作为企业发展的重要内外部资源,供应商
企业流动资金之间存在着密切关系,其关联的媒介在于由采购成本和库存成本
组成的原材料成本。在保证供应产品质量的前提下,供应商组合的选择直接会
响到企业的流动资金周转率,乃至影响到企业的市场竞争力。供需网虽然为企
提供了在全球范围内选择供应商的平台,但也为企业带来了新的问题,即如何
全球范围内选择最优的供应商组合。
论文主要对该问题进行了详细地分析,并从两个角度考虑该问题,即供应
评价选择问题以及供应商采购量分配问题。对于供应商评价选择问题,本文首
基于往年的研究成果,以及结合供需网的多功能性、JIT 采购的准时供应等特点建
立了供应商评价指标体系,并构建了径向基神经网络评价模型,在该评价指标
系的基础上运用径向基神经网络评价模型得出各供应商的评价系数,以便企业
评价系数排名中选择最合适的供应商。对于供应商采购量分配问题,论文首先 JIT
采购的准时化供应以及市场需求变化等特点,选择质量、成本、交货期以及数量柔
性为采购评价目标,并利用专家评分、信息熵以及 CRITIC 等方法求得各目标的综
合权重,并基于该目标权重结果采用多目标整数规划的方法构建了单产品以及
产品的采购量分配模型,以求解得出最优的供应商组合。随后针对企业合作过
中所可能存在的问题与风险,制定了对应的激励以及风险防范对策,以保证供
双方良好合作。
本文JIT 供需商选行了
解决供应商选择问题提供了一定的理论参考。

ABSTRACT
With the rapid development of market economy, enterprises in every industry
compete fiercely. In order to improve market competitiveness, not only do the
enterprises need to improve the competitiveness of its products, but also to integrate
internal and external resources. The construction of a network of supply and demand
provide a new development platform for the enterprises, it enable the enterprises to
obtain the resources they need from the global scope to improve their market
competitiveness. As the important external and internal resources for the development
of enterprise, there have a close relationship between supplier and corporate liquidity, its
associated medium is raw material costs which is composed of purchasing cost and
inventory cost. Under the condition of guarantee product quality, the choice of the
supplier portfolio will directly affect the enterprise working capital turnover, or affect
the market competitiveness of enterprises. Although the network of supply and demand
for the enterprise provides the opportunity to select suppliers from the global scope, and
also provide a new problem for enterprises, which is how to select the optimal
suppliers’ combination from the global scope.
Thesis mainly carried on the detailed analysis of this problem, and considers the
problem from two angles, which are the problem of Supplier evaluation and the
procurement allocation among suppliers. As to the problem of Supplier evaluation
selection, based on the research achievements from previous years, and combine with
the characteristic of the supply and demand network for versatility and the characteristic
of JIT procurement for supply on time, the article build a supplier evaluation index
system, and also build evaluation model of RBF neural network, and use evaluation
model to evaluate the comprehensive coefficient of each supplier on the basis of the
evaluation index system, in order to make a convenient for enterprises to select the most
suitable suppliers in the way of referencing the ranking of enterprise comprehensive
coefficient. As to the problem of procurement allocation among suppliers, owing to the
characteristics of JIT procurement for supply on time and the changing market demand,
the thesis chooses four evaluation index of quality, cost, delivery time and production of
flexible, and uses three methods of expert evaluation, information entropy, and CRITIC
to calculate the comprehensive weight of goals. Based on the result of the
comprehensive weight of goals, the thesis constructs the procurement allocation model
of single product and several products in the way of multi-objective integer program, in
order to obtain the optimal combination of purchasing. What’s more, as to the possible
problems and risks in the process of the enterprise cooperation, the article formulates
the corresponding incentive and countermeasures of incentive and risk prevention to
ensure the good cooperation between supply and demand.
Base on the model of JIT, the thesis researches the problem of suppliers selection
and procurement allocation of enterprises in supply-demand network, the result can
provide the certain theory reference to solve the problem of supplier selection.

1.1 选题背景及研究意义
随着经济全球化和信息技术发展进程的不进,企业信息透明化、
便使得企业可的获多的优质资源,同时,使各行各业
竞争发激烈,标准化程度不断提高。费群体不性的市场需求,企

作为企业产运的重要内部资源之一,其周率不影响企业的后续生
