摘 要
当今世界已进入战略制胜的时代,科学技术的发展日新月异,市场竞争日趋
激烈。世界石油资源分布不平衡性和各地区、国家经济发展不平衡性,决定石油
工业必然是全球性工业。我国石油工业为融入世界经济大潮和应对外来因素冲击,
在诸多方面进行了重大政策调整,吐哈油田同样也经历了一系列的重大改革。1999
年,原隶属于中国石油天然气集团公司的吐哈石油勘探开发指挥部随着中石油的
重组,上市业务与未上市业务分开,上市业务名称为吐哈油田分公司,主要经营
石油天然气勘查与生产、销售、炼油、石油化工、化工产品的生产和销售;未上
市业务沿袭原吐哈石油勘探开发指挥部的名称,是一个综合性地区服务公司。2008
年,部分专业从吐哈石油勘探开发指挥部分离后,吐哈石油勘探开发指挥部与油
田公司又实行了重组,未上市业务由上市业务托管,实行了一套班子、两套帐管
理的体制。2008 年世界经济形势也发生了重大变化,国际油价一路飙升后大幅下
挫,也就是说在吐哈油田 2008 年重组后,外部环境和内在条件都发生了变化。
对新的形势和任务,吐哈油田公司如何根据复杂多变的内外部环境变化适时进行
重大战略调整,对企业成长方向、经营领域和竞争优势做出整体谋划,率先建成
一流的社会主义现代化企业和具有较强国际竞争力的跨国企业集团,是事关公司
全局发展的重大课题。
本文以吐哈油田公司为研究对象,研究和分析了吐哈油田公司面临的外部环
境,包括宏观外部环境、中观外部环境和微观外部环境的变化和趋势,在外部
境和内部条件分析的基础上,得出随着国家和中国石油天然气集团公司改革不断
深化和中国融入世界经济步伐加快,吐哈油田几年来取得了很好的经营业绩。然
而,在外部环境和内部条件都发生巨大变化的情况下,油田公司仍然面临着优质
储量不足,老油田自然递减严重,百万吨产能建设投资过高,油田技术自主创新
能力较弱,人力资源结构矛盾突出,运营水平不高的问题,客观上需要制定今后
发展战略,尤其是在发展方向、发展目标、业务范围、组织管理和人力资源开发
与管理等方面进行重新设计,以便适应新形势的需要,保证企业能够可持续发展。
本文应用 SWOT 分析法提出吐哈油田公司未来发展的三大战略,即:“油气增长,
持续创新、人力资源”战略,根据发展战略目标,研究和制定吐哈油田公司发
战略的具体实施步骤和实施措施。本课题研究报告中提出的建议方案具有一定的
创新性,并且符合吐哈油田公司发展经营实际,具有可操作性,为公司的发展具
有一定的指导意义。

ABSTRACT
Today’s world has entered an era of strategic victory, the rapid development of
science and technology, market competition becomes increasingly fierce. Uneven
distribution of oil resources in the world and the unbalanced economic development of
all regions and contries, and this decide the oil industry must be a global industry.
Chinese oil industry has done major policy adjustments in many aspects in order to tide
into the world economy and deal with the impact of external factors ,when Tuha oilfield
has encountered major adjustments.At 1999 Tuha Petroleum Exploration and
Development Company underneath CNPC with its recombination is divided into two
part ,one is marketing business and the other is non marketing business.The marketing
is called Tuha Oilfield Company,which manage exploration and production and
marketing of petroil and gas,refining ,oil chemical engineering , production and
marketing of chemical products. The non marketing maintains name as Tuha Petroleum
Exploration and Development Company ,that is comprehensive area service company.
At 2008, after part trade was departed from Tuha Petroleum Exploration and
Development Company ,it and Tuha Oilfield Company recombined. The non marketing
business is mandated by the marketing one.The two parts are managed in integrated
leaders and two financial accounts. 2008 Economic situation of the whole word has
changed greatly international oil price precipitous falling after rising long time.
External environment and intrinsic situation are changed. Facing new conditions and
missionit is an important theme concerned the situation as a whole development that
Tuha Oilfield Company how to regulate major strategy, entirety scheme upgrowth
orientation and management field and competitive advantagefirstly building classic
socialism modernization enterprise and have higher international competive
transnational enterprise group.
In this article External environment that Tuha Oilfield Company facing is
researched and analysedincluding the alternation and tendency of macromiddle
microcosmic ones.On this base that Tuha Oilfield Company having acquired good
operation result in recent years is derived with our country and CNPC continously
deepening reform and China's accelerated integration into the world economy .But with
changeable external environment and intrinsic situations, Tuha Oilfield Company
Faced with grave short of superior reserves natural declining on maturing field
overtop construction investment of MMT flow potential poor oilfield technique
independent innovate capability predominate contradiction of composition of human
resources
low operation level.It is necessary that draw up future development strategy.
Especially it is need to be redesigned in development orietation, target, business area,
orgnization and administration, development and administration of human
resource.SWOT analysis is applied and three major strategy concerned future
development of Tuha Oilfield Company inluding increasing the product of Oil
and gas continued innovation and human resources. According to thisconcrete
operation steps and measures of development strategy is researched and formulated.
The proposals in this research report are innovative and are in line with the
development of the actual operating of Tuha Oilfield Company. It is practiability and
directive for the development of company.
