ABSTRACT
Since the reform and opening, China's economic growth and economic strength
sustained rapidly. As an irreplaceable resource, many environment data show that
China's rapid economic growth achievement paid a heavy environmental cost.
Especially in recent years, environmental issues increasingly prominent, has become
one of the major limiting factors for China's modernization. At 2012, the annual GDP of
Hebei province reached 2,657.5 billion, ranking sixth in China. This transcript was
supported by the rapid growth and the local energy consumption and heavy chemical
industry development rapidly. Environmental pollution and economic growth has
become a serious balance problem in Hebei province. Therefore, how to handle the
relationship between economic growth and environmental pollution in the future has
become an urgent problem to the economic development of Hebei Province. By
exploring the relationship between the number and variation relationship between
economic growth and environmental pollution, provide basis for the development of
environmental economic policies. It has great practical significance for guiding the
economy and environment development harmoniously in Hebei Province.
This paper selecting the environmental pollutants and economic growth data
related from 1995 to 2010 of Hebei Province, establishing the index system of
economic development and environmental pollutants. By use of principal component
analysis excluded some indicators, and with the help of EViews software system
building the VAR model to analysis the dynamic relationship between GDP per capita
and environmental pollution indicators. After that, have the generalized impulse
decomposition analysis based on the VAR model and variance decomposition analysis.
Thus explore the degree of mutual influence of pollution indicators and economic
growth indicators.
Through the empirical study of environmental pollution and economic growth of
Hebei province, end the conclusion that industrial waste solid has the greatest impact on
economic growth. The second are industrial wastewater and industrial emissions, but
they also have a higher contribution rate. The short-term pollution of the environment
can bring economic growth continuously, but when the pollution of the environment to a
certain extent, environmental pollution will be counterproductive in the long-term
economic growth, eventually dampen economic growth. With the rapid economic
development and industrial processes in Hebei Province, the contradiction between
economic growth and environmental problems even more acute. Thus, by analyzing the
relationship between environmental pollution and economic growth in Hebei Province,
seek the scientific method to explore environmental governance. It not only can
promote the long-term sustainable between economic and environmental development
in Hebei, but also as a model of Beijing, Tianjin region for the economic development
of the whole country. Thereby provide a powerful guarantee for the smoothly realization
of our GDP strategic goal quadrupling at 2020.
