摘要

当前，我国农业正处于改革创新、结构转型的全新时期，农业发展面临的问

题与以往有着本质的区别。首先，“三农”问题的发展目标是全面建设小康社会，

并不是过去以解决温饱问题为主，因此，如何促进农民增收成为重中之重；其次，

制约农业发展的因素是资源、环境和市场三者的限制约束，并非过去仅仅受资源

的限制，因此，环境协调与市场需求的作用也越来越重要；最后，农业改革的目

标是全面实现机械化，努力提高劳动生产率，并非之前的劳动密集型传统农业，

以提高土地生成率为主。面对当前的新形势，综合以上三大严峻问题，我国迈出

了探索农业创新改革最重要的一步——土地流转。因此，研究土地流转对农民收

入的影响问题，有着重要的理论与实践意义。

本文以土地流转的模范大省——安徽为研究视角，从理论和实证两个方面，

探索安徽省土地流转对农民收入的影响。文章的研究目的主要是证实安徽省土地

流转对农民收入的正向作用，以及通过实证量化该作用；分析土地流转面积占耕

地面积增加一单位，农民收入会增加多少；进一步研究土地流转的进步对于农民

收入的影响有没有时滞，在短期和长期的效果如何。文章的主要贡献是：一方面

系统的梳理了国内外有关土地流转和农民收入有关的著作文献以及基础理论，从

而为从理论上分析土地流转对农民收入的影响提供了支持。另一方面，从安徽省

农业的实际情况出发，分析并总结了目前安徽省土地流转与农民收入的现状，并

介绍二者的发展特点；从实证分析角度，利用统计得到的数据和计量经济学模型

得出：在短期内，土地流转对农民收入的正向效应并不明显，在长期内效果显著；

最后，根据理论与实证分析总结研究结论，从安徽省实际出发，提出如何从农户、

政府及国家层面实施好、管理好、保障好土地流转工作的顺利进行。

本文的研究特色是以我国农业最热门的话题土地流转为研究视角，量化分析

其在长、短期内对农民收入的影响作用，具有一定的理论与实践价值。但由于能力

有限，本文的研究模型有待进一步创新，这是本文下一步深化研究的方向。

ABSTRACT

At present, China's agriculture is facing a new reform and innovation, structural

transformation and agricultural development are faced with the problem which is

different to the past. First of all, the development goal of agriculture, rural areas and

farmers problems is a well-off society in an all-round way, and is just not to solve the

problem of food and clothing, therefore, how to promote the farmers' income as the top

priority; Secondly, the factors which restrict the development of the agriculture is the

restrictions of resources, environment and market, is not only restricted by resources in

the past, as a result, environmental coordination and the role of the market demand is

becoming more and more important; Finally, mechanization of agricultural reform goal

is the comprehensive implementation, efforts to improve the labor productivity, not

before the traditional labor-intensive agriculture, in order to improve land formation rate

is given priority to. In the face of the new situation in our country, land circulation is the

most important step to explore the reform of agricultural innovation . Therefore, to

study the effect of land circulation to farmers' income, has important theoretical and

practical significance.

First of all, the article introduces the land circulation in China in current situation,

problems such as the research background, system combed the domestic and foreign

relevant land circulation and farmers’ income about the works of literature and the basic

theory, to analyze theoretically the land circulation provides support impact on farmers'

income. Secondly, starting from the actual situation of the agriculture in Anhui,

analyzes and sums up the current land circulation in Anhui province and the status quo

of farmers' income, and introduces the development of both characteristics; From the

Angle of theoretical analysis, the paper analyzes the land circulation can affect the

income level of farmers, such as: the various effects caused by land circulation, and the

effects have any impact on the farmers' income; From the perspective of economic

theory, this paper analyzes the land circulation scale, the proxy pattern, cost and risk

and so on influence on farmers' income; Again, from the perspective of empirical

analysis, using the data obtained from the statistical and econometric model, the land

circulation in Anhui province to quantify the influence of farmers' income, thus

concluded that in the short term, the land circulation to the positive effect is not

obvious, the farmers' income in the long term effect is obvious; When to the land

circulation area accounted for more than positive impact, the per capita production

capital (first year) have no effect in the short term, but starting from the second year in a

downward trend.

Finally, according to the theory and empirical analysis summarizes the research

conclusion, based on the practice in Anhui province, put forward how to carry out from

the farmers, government and the national level good, good management, guarantee the

land circulation work smoothly.

1. 我国土地流转的现状

截至 2013 年底，我国全部承包耕地流转面积为3.4 亿亩，比2008 年提高了

3.1 倍；土地流转面积比例为26%，比2008 年提高 17.1%。土地流转面积的增长速

度和规模比较快，当前我国土地流转现状有如下特点：

一是土地流转面积继续保持较快增长。2013 年底，我国家庭承包耕地流转总

面积为3.4 亿亩，比2012 年增长25.93%；耕地流转面积占承包耕地总面积的

26.3%，比2012 年提高 4.56%。从各省市看，耕地流转面积占耕地承包面积比重较

大省份依次是：上海58.2%、北京 46.2%、江苏 41.2%、浙江 40.3%、重庆38.2%、黑龙

江30.5%、广东 25.8%、湖南 23.6%、河南 20.6%、福建19.3%。2013 年，土地流转面

积较 2012 年增幅较大的省市依次是：甘肃 88.3%、河南 50.9%、山西 49.5%、河北

45.8%、宁夏 41.4%、辽宁 39.3%、湖北 35.2%、贵州 29.6%、山东 27.4%、安徽 26.8%[1]。

分区域来看，经济越发达的地区，土地流转面积占比越大，同时，这将是未来发

展的趋势。

二是流入方为农民专业合作组织的比重上升。2013 年，全部流转耕地中流转

入农户手中的占比为60.3%，比2012 年降低 4.4 个百分点；流入方为农民专业合

作社的比例为20.4%，比2012 年上升4.6%；流入方为企业的比例为9.4%，比

2012 年上升0.2%；流入方是其它主体的比例为9.9%，比2012 年降低 0.4%。可见，

私下的农户间流转模式所占比重下降，而流转入农民专业合作社的比例上升。从

各省份看，土地流入农民合作社比例较高的省份依次是：青海 39.9%、江苏

29.2%、上海29.3%、黑龙江 29.2%、贵州 27.1%、安徽 25.7%、湖南 19.6%、山东

17.3%、山西 17.2%[1]。

三是出租和股份合作方式的土地流转面积增长较快。耕地流转形式仍以转包

和出租为主，其中，以转包、出租、互换、股份合作、转让等流转形式为主的土地流

转面积比重分别为 46.9%、31.7%、6.2%、6.9%和3.3%；2012 年对应的数据比例为

49.3%、28.9%、6.5%、5.9%和4.0%[1]。可以看出，2013 年以出租和股份合作形式为主

的土地流转面积比例是增加的，比2012 年分别增长了 2.8%和1.0%；其他方式的

土地流转面积比重则有下降趋势。同时，2013 年通过临时代耕等其他方式进行流

转的比例为5.0%，该比例比 2012 年下降 0.4%。但从整体方面考虑，无论是在土地

流转规模上，还是流转形式或先关制度建设方面，土地承包经营权的流转都在日

益完善。
