摘要

技术溢出分为产业内溢出和产业间溢出，产业间溢出表现为外资企业与内资

企业产业间前向和后向关联效应，即外资企业能够提供更好的中间投入并使产品

使用者产业生产率提高，或者作为产品使用者拉动对其有中间投入的产业的生产

率提高。吸引外资的一个重要目标是利用外资技术溢出效应提升本国产业的技术

水平，最终提高本国的国际竞争力。那么，利用外资到底能否获得技术溢出?外资

的技术溢出通过什么渠道发生作用?能否采取措施促进外资的技术溢出?这些问题

的解决对评估外资对本国经济持续增长的作用、制定正确的引资政策有非常重要

的意义。

本文研究内容包括外商直接投资技术溢出文献研究、理论研究、实证研究以

及政策建议四个部分。

文献研究方面，本文对国内外相关理论分析和实证研究文献进行了梳理和归

纳。研究方向上，产业间技术溢出已成为学术界关注的热点问题。

理论研究方面，本文从外资技术溢出的渠道入手，分析外资产业间溢出相对

于产业内溢出的优势，并将产业关联这一产业间溢出主要途径作为重点深入研究。

实证分析方面，在产业层面上对我国 22 个工业部门的外资技术溢出效应进行

了实证分析。结果表明：外商直接投资确实通过产业内与产业间两种溢出渠道推

动了我国国内企业的技术进步，其中产业间溢出比产业内溢出更重要，产业间溢

出中后向关联比前向关联更重要，另外产业关联程度对产业间技术溢出作用明显。

政策建议方面，根据实证研究结论提出政策建议，主要包括在引进外资时注

重合理引导产业投向，在引进外资后加强内外资企业之间的产业关联。

ABSTRACT

FDI technology spillovers divide into intra-industry and inter-industry spillovers.

FDI inter-industry technology spillovers reflect on that impartial backward and forward

relation that foreign investments brings, which is also described that foreign business

could supply better middle products and make the users industry enhance the

productivity, or foreign business enhance the productivity of the industry which provide

middle products for it as the products users. The goal of attracting foreign investment is

to upgrade domestic technical level and enhance the country’s international

competitiveness by using technology spillovers of FDI. However, did the technology

spillovers really exist? What impacted the effects? What can the government do to

facilitate the effects? The answers of these questions are important for a country to

make correct policies for FDI.

This dissertation consists of four parts: literature review, theoretical framework,

empirical study and policy-making proposal.

Literature review. This part concludes that the academic focus on FDI technology

spillovers has shifted from the existence test to the mechanism investigation, and

particular attentions are paid to the channels of FDI technology spillovers. In addition,

FDI inter-industry spillovers are becoming an international hot topic.

Theoretically framework. This part begins with general channels of technology

spillovers of FDI, and analyzes the advantages of inter-industry spillovers upon

intra-industry spillovers. This part mainly focuses on industry linkage, which is the most

important approach of inter-industry spillovers.

Empirically study. We make use of 22 industrial data of China from 2000 to 2006

to conduct the empirical studies. The outcome proves that FDI do propel the

development of local technology through inter-industry spillovers and intra-industry

spillovers, and the inter-industry spillovers are significantly higher than the

intra-industry spillovers, and industry linkage has a large affects on inter-industry

spillovers.

Policy-making proposal. According with the empirical research findings, we make

some substantive proposals on the government policies-making such as to attracting

FDI in a rational way and enhance linkage between domestic and foriegn business.

第一章绪论

§1.1 研究背景及意义

改革开放作为我国的一项基本国策，已实行三十年，这期间我国经济发展的

成就为世界所瞩目，外资经济的作用功不可没。人们普遍认为外商投资能够给东

道国提供重要的资金来源，增加出口，增加就业，带来先进技术等，所以我国一

直积极注重引进外资，目前已经成为世界上吸引外资最多的国家之一。图 1-1 表明

近年来我国吸引外商直接投资数量总体趋势是不断上升的。

我国在吸引外资方面取得了显著成就。我国作为世界上吸引外资最多的发展

中国家和世界上经济增长最快的经济体之一，经常被用来证明吸引外资的好处。

2007 年，我国全年吸收、利用外资 826.58 亿美元，连续 15 年位居发展中国家首

位。外资已在我国经济中占据举足轻重的地位。

外商直接投资的流入增加了我国可用于投资的资金，有利于弥补现实存在的

资金缺口，流入的资金直接形成生产能力，对促进我国的资本形成和 GDP 增长有

直接贡献，符合我国通过吸引外资来促进经济发展的初衷。外资对于增加出口，

改善出口结构也起到相当大的作用。总体上，外商直接投资对我国经济发展作出

了重大贡献，见表 1-1。
