摘要

随着全球经济的快速发展，科技的进步和创新，新产品更新换代速度的进一

步加快带来了大量的废旧机电产品，国际经验表明，再利用和再制造是废旧机电

产品资源化的最佳形式和首选途径，因此进口旧机电产品作为我国再利用、再制

造产业的重要组成部分，已在我国现代服务业中扮演越来越重要的角色。由于再

利用、再制造机电产品存在着涉及国家经济安全、国民生命健康以及安全、卫生、

环保等潜在的风险，所以对进口机电产品再利用、再制造行业检验监管工作的重

要性日益凸显。目前尚没有与之匹配的法律法规或规章制度对进口机电产品再利

用、再制造行业进行检验监管，而现有的规定也凸现其在针对该种特殊业务模式

上的不适应性和局限性。因此，研究适合我国国情的进口机电产品再利用、再制

造行业检验监管模式，既支持循环再造绿色经济，又将各种风险拒之国门外，具

有很强的现实意义。

本文以我国特殊监管区内进口机电产品再利用、再制造企业检验监管为研究

对象，首先以进口机电产品再利用、再制造企业检验监管理论为基础，分析了风

险管理及控制的理论依据。其次分析了进口机电产品再利用、再制造检验监管中

存在的问题，并进行了风险排查。再次，采用比较研究方法并利用相关制度的经

验借鉴，对现有国外进口机电产品再利用、再制造行业检验监管方式以及现有国

内外进出口货物检验监管中风险管理的成功案例进行研究，借鉴其先进或适用的

检验监管经验。最后，对进口机电产品再利用、再制造检验监管新模式进行构建，

即“一区、二维、三废”，具体说一是规划建立一个“进口机电产品再利用、再制

造示范区”及其制度，同时建立进口机电产品再利用、再制造行业准入及退出机

制；二是运用二维分类法对再利用、再制造企业及进口机电产品实施监管，并对

进口旧机电产品实施行之有效的检验监管，三是通过建立“三废”综合处理平台

对再利用、再制造过程产生的“三废”实行严格监控，有效疏导。从而既可以推

动进口机电产品再利用、再制造行业的快速有序发展，又可以使再利用、再维修

过程所产生的各类风险均处于可控状态，本课题在一定意义上填补了国内对进口

机电产品再利用、再制造行业检验监管的空白。

ABSTRACT

Following the rapid development of global economy, science and technology, and

innovation, new types of products change quickly so that there are lots of used

mechanical and electrical products or junk. According to research, the best way to deal

with used mechanical and electrical products that our remanufacturing industry imports

lots of is reusing or remanufacturing them, which becomes more and more important

role in our modern service industry. When reusing those old mechanical and electrical

products, there are some kinds of potential risks such as national economy security,

people’s health and life, environmental protection, and so on. It is necessary to regulate

the industry of remanufacturing, but we have no related laws, rules or institutions, and

the existing regulations have their inadaptability and limitations and can’t be applied to

this special business model. Therefore, it will have very strong practical significance to

research the inspection and supervision mode of import of mechanical and electronic

products recycling, remanufacturing industry, which is suitable for China's national

conditions. And it will support both recycled green economy, and will be kept out of

various risks.

Based on the special supervision areas of import of mechanical and electronic

products recycling, remanufacturing enterprise inspection regulation as the research

object, first of all, from the import of mechanical and electronic products recycling,

remanufacturing enterprise inspection regulation theory to analysis, build risk

management and control is analyzed with the theoretical basis for research. Secondly,

analyze the import of mechanical and electronic products recycling, remanufacturing

inspection problems existing in the supervision of, and has carried on the risk. Thirdly,

using the comparison research method and use the experience for reference, the related

system to the existing import of mechanical and electronic products recycling,

remanufacturing industry inspection regulation mode as well as the existing domestic

and foreign import and export goods inspection in the risk management the success of

the case study, draw lessons from the advanced and applicable inspection supervision

experience. Finally, for the import of mechanical and electronic products recycling,

remanufacturing inspection supervision to build new model:

1. Plan to establish "import of mechanical and electronic products recycling,

remanufacturing demonstration area" and the system; And, set up import of mechanical

and electronic products recycling, remanufacturing industry access and exit mechanism;

2. Use two dimension classification of recycling, remanufacturing enterprises and

import regulation of mechanical and electronic products; And, reuse, remanufacturing of

used mechanical and electrical products to be imported to implement effective

inspection regulation,

3. It is through the establishment of "three wastes" comprehensive processing

platform of "three wastes" produced by the reuse, remanufacturing process strict

monitoring, effective guidance.

As to promote the import of mechanical and electronic products recycling and

remanufacturing industry's rapid and orderly development, and makes the reuse and

maintenance process of each kind of risk in a controllable state, and fills the domestic

for import of mechanical and electronic products recycling, remanufacturing industry

blank inspection regulation.
