随着全球化深入发展和国际资本的转移,国际离岸外包已经成为全球新一
产业转移的必然发展趋势。而且发达国家的国际外包业务具有信息技术含量大
附加值高,吸收劳动力能力强等特点,因此承接国际离岸外包业务有助于改善
国就业结构,缓解就业压力。从发展空间来看,我国国际离岸外包全球份额不
4%,仅为印度的十分之一,发展空间巨大,而就业效应作为国际离岸外包最重要
的经济效应,本文通过对中日两国实证分析对其进行了深入细致的研究。
本文共分为六章,第一章导论,首先介绍了本文研究背景以及研究意义,
简单了本用的主要研究和论主要,最简单介绍本文
主要创新点。第二章为文献综述,首先介绍了研究国际外包相关理论基础,其
研究了国内外学者关于国际离岸外包就业效应的文献,分别从国际离岸外包对
入和工资水平、劳动生产率、对劳动力需求等三个方面,最后对相关文献进行
结和述评。第三章是国际离岸外包的现状和发展趋势,分别介绍了国际离岸外
产生动因,国际离岸外包发展现状和国际离岸外包主要发展模式和发展特征,
际离岸外包的经济效应及其影响因素,国际离岸外包未来发展趋势等。第四、
章分别从接包方和发包方两方面介绍了国际离岸外包的就业应及其影响因素
先从理论上进行定性分析,主要有直接效应和间接效应两方面,然后分别选取
国和日本作为接发包方做实证分析,得出国际离岸外包对接包方(中国)就业
生正效应,有利于促进国内就业,改善就业结构,对发包方日本国内就业也有
定的正效应,但影响不显著。第六章结论与展望,对前文的研究结果进行总结
据此提出相关政策建议,在本文研究的基础上对国际离岸外包研究课题的未来
究方向进行展望。首先,要扩大国际外包规模,来缓解国内就业压力,其次,
积极发包,提高生产率和国际竞争力,对国内就业也有一定的促进作用。
本文的创新点主要有三点,一是研究角度的创新,本文不同于以往文章单
分析接包方和发包方就业效应,而是完整的研究接发包双方的就业效应,尤其
包方选取日本,研究日本对外发包对其国内就业的影响,这在已有相关文献是
少出现的;其次是研究方法的创新,分别从微观到宏观对就业的研究进行深入
析;第三是研究内容的创新,已有文献大多简单的从就业总量进行分析,而本
着重研究了就业质量和就业结构方面,研究的更为细致具体。

ABSTRACT
With the development of globalization and international capital transfers in depth,
the international offshore outsourcing has become an inevitable trend in the
development of a new round of global industrial transfer. Developed countries and the
international outsourcing of information technology has great content and high added
value , high labor absorption capacity and other characteristics , and therefore undertake
international offshore outsourcing helps to improve our employment structure, ease
employment pressure . From the development point of view, the global share of
international offshoring less than 4%, only one-tenth of India , a huge space for
development, and employment effects of offshoring as the most important international
economic effects , the paper through the day two country empirical analysis was carried
out intensive research .
This paper is divided into six chapters, the first chapter is the introduction , first
introduced the research background and significance , followed by the introduction of
this paper and paper method framework , concluded that the main innovation of this
paper .The second chapter is a literature review , first introduced the study of the
theoretical basis of the relevant international outsourcing, followed by domestic and
foreign scholars have studied the literature on international employment effects of
offshoring , respectively, from the international offshore outsourcing on income and
wage levels , labor productivity, labor demand three aspects , and finally summarize the
relevant literature and commentary .The third chapter is the status quo and development
trend of international offshore outsourcing , offshore outsourcing introduced the
international generate motivation , the international situation and major international
offshore development model and development characteristics of offshore outsourcing
development, economic effects of offshoring and international its influencing factors,
the future development of international offshore outsourcing trend .The fourth and fifth
chapters were received packets from both parties and the Employer introduces the
employment effects of offshoring and international factors , starting with the theoretical
qualitative analysis , there are direct and indirect effects of both , and were selected
China and Japan, as then the Employer to do empirical analysis, the international
offshore docking package side ( China ) to generate positive employment effects , and
promoting domestic employment , improve the employment structure, Employer jobs in
Japan also have some positive effects , but the impact was not significant. Chapter VI
Conclusion and Outlook, the study summarizes the results of the foregoing , and
pursuant to make relevant policy recommendations on the basis of this study on the
international offshore outsourcing research direction of future research prospects . First,
we must expand the scale of international outsourcing to ease the pressure on domestic
employment, and secondly, to actively contracting, improve productivity and
international competitiveness of domestic employment also has a role in promoting .
The main innovation of this paper there are three , one innovative research
perspective , this paper different from the previous article analyzed separately access
package and the Employer employment effects , but the full effect of both studies
received employment contract , particularly the Employer select Japanese research
Japan's foreign influence on domestic employment contract , which is less likely in the
existing literature ; followed analytically innovation , respectively, in-depth analysis
from the micro to the macro study on employment ; third, research innovation, most of
the existing literature simply be analyzed from total employment , and this article
focuses on the quality of employment and employment structure, more detailed studies
of specific .

20 世纪 90 年代以来,在全球化和信息技术高速发展的推动之下,全球离
岸外包呈现迅猛发展之势,越来越多的国家正在加入到离岸外包产业链的环节中
来,将其生产过程中商务流程业务和 IT 信息服务等业务外包到其他国家,从而专
注于核心业务以提高核心竞争力。离岸外包业务已成为继 20 纪制造业的全球
转移以后,不可逆转的全球新一产业转移和产业革命式。离岸外包作为国际
产业分工深入发展的产物,在实践上,国离岸外不仅为发达国家提供了一
全球资源渠道为发国家一步到全和服务体
系提供了新的方式。
岸外发包方主要为美国、日本、欧盟等发达国家,承接方主要集中在
度、中国、菲律宾、墨西哥等发展中国家。其中印度拥有全球离岸34%以上
业务,是离岸市场主要国。承接外包业务
起步稍晚,离岸外全球业务份额不足 4%,仅约占印度的十分之一。实践证明
离岸外包对印度经济的总体发展和国内就业均产生了较大的积极影响进入 21
纪以来,中国政府相继出台了一系列相关政策,用以支持鼓励离岸外包业务
发展,以此为契机来优化经济结构,扩大就业,转变经济增长方式等,进而可以
进现务贸不断,随国国离岸业务需求的不断加以
及政府在政策上的进一步推动,未来几年,中国离岸外包业务疑问的进
入迅猛发展阶段
2013 12 18 日商务部研究撰文称,2013 1-11 月我国总共签订了外包合
同总额为 143856 份,合同的总金额达 831.6 亿美元,同比增长了 60.6%;而合同
执行金额533.8 亿美元,比增长37.8%这其中,我国承接服务外包合同
额约达 6534.1 亿美元,同比增长了约 47.8%而其执行金额约为 375.5 亿美元,
比增长38.3%。其中知识流程外包(KPO)业务增速最快。1-11 月,息技术外
ITO知识流程外KPO业务流程外包BPO接国际服务外包合Z
总金额分别约为 266.8 亿美元、183.0 亿美元和 84.2 亿美元,同比增长约 41.4%
66.3%34.7%。而美国、日本欧盟和中国香港是全球服务外包的主要发包国
1-11月我国承接美国和日本的国际服务外包执行金额分别90.2亿美元、
60.0 亿美元和 44.7 亿美元,其执行合同总金额的比例约为 24.0%16.0%11.9%
