摘要

现代经济增长的历程显示，经济的高速增长往往伴随着产业结构的不断调整

与优化。推动产业结构向高度化、合理化方向发展，是当今世界各国经济发展的

主旋律。总部经济是企业基于地区资源优势差异，通过企业价值链的空间分离，

将总部布局在商务环境优越的中心城市、将制造基地布局在生产成本较低的周边

地区，以此形成的大量企业总部在中心城市集群布局的经济现象。大量企业总部

在中心城市集聚的，以及其所引发的总部经济效应对转变城市经济增长方式、推

动城市产业结构升级具有重要作用，对中心城市发挥其在经济发展、产业结构调

整上的引领示范作用具有重要意义。因此，本文研究总部经济助推产业升级的内

在机理，对于完善总部经济理论具有重要意义，同时对指导城市总部经济的发展

也具有一定的现实意义。

本文在总部经济和产业升级理论综述的基础上，结合总部经济发展产生的经

济效应，分析总部经济助推中心城市产业升级的机理和路径，包括：（ 1）通过产

业联动效应推动服务业发展促进产业升级，（2）通过总部投资效应吸引社会资本

促进产业升级，（3）通过人才集聚效应带动技术创新促进产业升级，（4）通过消

费带动效应提升需求结构促进产业升级，（5）通过税收贡献效应加强政府支持促

进产业升级。

在理论分析的基础上，本文从两个方面进行实证分析：第一个方面，利用国

内35 个主要城市的面板数据，对总部经济与产业升级的关系进行研究；第二个方

面，以总部经济发展最好的北京市为例，通过主成分回归分析，对总部经济的各

效应与产业升级的关系进行研究，结果表明：第一，总部经济对城市产业升级具

有正向的积极作用；第二，在总部经济发展较好的地区，总部经济对产业升级的

推动作用更明显；第三，总部经济的发展带来的产业联动效应、总部投资效应、

人才集聚效应、消费带动效应、税收贡献效应是总部经济推动产业升级的内在原

因。

文章最后对实证分析部分得出的一系列结论，结合城市总部经济发展过程中

存在的一些问题，提出以总部经济模式来推动中心城市产业转型升级的指导性建

议。

ABSTRACT

The stages of the modern economic growth, rapid growth of economy is often

come up with the continuous adjustment and optimization of industrial structure. Thus

all the nations of the world are promoting its industrial structure to the direction of

supererogation and rationalization. Through the way of separating enterprise value

chain, the enterprise layout headquarters in the center city with good business

environment and manufacturing base in the surrounding areas with low production cost.

This is headquarters economy. Agglomeration of A large number of corporate

headquarters in the center of the urban will play an important role in transforming the

mode of urban economic growth and promoting the city’s industrial structure

upgrading. At the same time, development of headquarters economy in the center city,

will also play a leading and exemplary role in the economic development and

industrial structure adjustment. Therefore, the research of the inner mechanism of the

headquarters economy booster industrial upgrading has not only theoretical

significance in completing headquarters economy, but also practical significance in

guiding the development of city headquarters economy.

Based on the theoretical review of headquarters economy and industry upgrading,

this article analyze the mechanism and path of headquarters economy booster urban

industrial upgrading. The inner mechanism includes: (1) the development of service

industry produced by the industrial linkage effects promote industrial upgrading; (2)

social capital produced by the headquarters investment effects promote industrial

upgrading; (3) technological innovation produced by talents accumulation effect

promote industrial upgrading; (4) demand structure lifting produced by consumption

promoting effect promote industrial upgrading; (5) trengthen government support

produced by tax contribution effect promote industrial upgrading.

On the basis of theoretical analysis, this paper makes an empirical analysis from

two aspects. First, this paper study on the relationship between the headquarters

economy and the industrial upgrading using panel data of 35 major cities. Second, this

paper selected Beijing as an example which has the highest level of economic

development and studied on the relationship between headquarters economy effects

and the industrial upgrading through the principal component regression analysis.

After empirical analysis, we can draw four conclusions. First, the development of

headquarters economy plays a positive role in urban industrial upgrading. Second, the

promotion is more obvious in the city which has a high level in the headquarters

economic development. Third, the headquarters economic effects are the main factors

of promoting urban industrial upgrading. Fourth, compared with other effects, the

consumption structure upgrade is the most obvious effect in pushing industrial

upgrading.

Finally, according to a series of conclusions on the empirical analysis part,

combined with some of the problems existing in the process of city headquarters

economy development, this paper put forward some advices to promote transformation

and upgrading of center city industry in the mode of headquarters economy.

第一章绪论

1.1 研究背景

从经济发展的历程来看，经济的高速增长往往伴随着产业结构的不断调整与

升级。经济增长，产业结构会做出相应的改变以适应经济发展的需要，而产业结

构的不断优化，又会进一步推定经济的持续健康增长。因此，积极推动产业结构

向高度化、合理化方向发展，是当今世界各国经济发展的主旋律。2008 年金融危

机以后，国内产能过剩、人民币要素成本上升、资源环境矛盾加剧等问题凸显，

这不仅对我国以投资和外贸拉动的经济增长方式带来严峻挑战，同样对北京、上

海等中心城市发挥其在经济发展、产业结构调整上的引领示范作用提出了更高的

要求。此外，北京上海等中心城市由于资源禀赋结构的变化，也要求产业结构做

出相应的调整，以适应经济发展面临的转型需要。

总部经济模式以及总部经济理论的提出，为中心城市产业结构转型升级以及

经济健康持续发展提供了一个重要的解决思路。总部经济的核心思想基于地区资

源禀赋差异，将企业总部布局在商务环境优越、基础设施完善的中心城市，将制

造基地布局在原材料丰富、劳动力低廉的城市周边。总部经济的发展因在经济增

长、技术创新、拉动就业、提高税收等方面所产生的强大辐射作用，引起了地区

政府的高度重视。

近几年，北京、上海、广州等国内大城市纷纷提出发展总部经济，特别是北

京市在 2003 年就将“总部经济”写入政府工作报告，并制定鼓励跨国公司设立地

区总部的相关政策，以期通过总部经济模式，促进城市功能转型、转变经济发展

方式、实现产业结构升级、经济健康持续发展。

1.2 研究意义

本文以总部经济效应作为切入点，以产业升级作为主要研究对象和依据，试

图从理论分析和实证研究角度回答“总部经济促进产业升级的内在机理”问题。

以求进一步探究总部经济作用于产业升级的机理和路径，在此基础上提出相应的

政策建议，有较强的理论和实证意义，具体表现在：

理论方面，纵观国内外学者对总部经济和产业升级的研究成果，可以发现对

两者独立展开的研究积累了丰富的文献，包括对总部经济内涵和概念、总部经济

效应、总部经济发展战略，产业升级概念、产业升级的驱动因素、产业升级的测

度，而对于总部经济助推产业升级内在机理的研究很少，现有的内在机理分析多

从对促进服务业发展的角度进行论述，不够深入全面。本文以总部经济效应为切
