基于价值工程的建筑施工项目成本控制研究
摘要
当前，随着市场经济的发展，施工建设企业面临着激烈的市场竞争，企业能否在市
场竞争中立于不败之地，关键在于企业能否为社会提供质量高、工期短、造价低的施工建
设产品。价值工程作为一门技术与经济相结合的科学方法，无疑是为企业达到以上目标
的有力工具。
目前，施工建设项目整体技术水平仍然偏低，生产手段落后，产业化程度低，技术
基础相对薄弱，管理落后，与施工建设事业的蓬勃发展存在着相当大的差距。与此同时 ，
适应建设事业发展需要的能动、高效的企业价值创新体系和行业科技进步的新机制尚未
完全建立和形成。企业的价值意识淡薄，价值创新功能不足，确保价值创新的配套政策
严重缺乏等问题仍然是束缚和制约施工建设业进步的重要障碍。因此大力提倡在施工建
设项目中推广应用价值工程，对于提高施工建设企业产品价值，促进传统产品价值革新 ，
培育和形成企业的核心竞争力，促进国民经济和社会可持续发展，具有重要的影响和作
用。
因此本文从实证分析知识经济时代的到来，必将使我国国民经济支柱产业的建筑业
面临着经济增长方式的转变及产业结构的升级，结合我国建筑业市场所面临的主要矛盾 ，
在实践上提出了在建筑业中推广应用价值工程的重要作用和现实意义，从理论上阐明了
本文研究的必要性。本文还介绍了价值工程的起源和发展以及国际上建筑业中应用价值
工程的动态，为在我国建筑业中推广应用价值工程提供理论借鉴和启示。通过价值工程
在工程设计阶段、工程施工阶段、工程材料选择、工程施工机械设备选择阶段的实际应用，
从实践角度阐明了在建筑业中推广应用价值工程的巨大经济效益和社会效益，从实践角
度介绍了一些在建筑工程项目各阶段可以采用的程序和方法。同时指出了在建筑业中推
广应用价值工程的一些潜在研究方向。

Abstract
Nowadays, with the development of market economy, the construction corporations
are facing severe market competition. The key for construction corporations to succeed
lies in whether the corporations can provide building products with high quality, short building
period and low cost. Value Engineering, a scientific method which combines technology and
economy, is undoubtedly a useful tool to help a corporation achieve such goals.
At present, the technical competence of construction industry is at a relatively low level in
general. The backward means of production, the developing industrialization, the bad
management together with the relatively weak technical basis, can hardly keep up with the
thriving construction industry. Meanwhile, the new mechanism that meet the development of
construction and enterprise VE innovation and craft technology development is yet to be
developed and improved on Corporations, whose creative power of value is far from enough,
attach little importance to value, and are in desperate need of corresponding policies to ensure
the creativity of value. These problems have become a great obstacle to the development of
construction industry. So it's essential to popularize the application of value Engineering
products of to construction industry, which will help to improve the value of the corporations in
construction industry, and contribute to the reformation of the value of traditional products. It
can also play a role in helping cultivate the core competence of the corporations and promoting
the continuous development of the society as well as the national economy.
Using empirical study, I begin this thesis with an analysis of the fact that the coming of an
knowledge-based economy era will certainly bring about changes in the way in which economy
develops and lead to the reorganization and up dating of construction industry. Then combining
these factors with the principal contradiction now facing the construction market, I point out
the great impact and practical signification of promoting and applying value Engineering in the
construction industry. I also illustrate the necessity of the study in theory. The thesis also
contains an introduction to the origin and development of Value Engineering and its trends in
the international construction industry, which can serve as a guide for our construction industry.
By referring to the application of value Engineering to the different phases of construction, I
foretell the great social and economic benefits Value Engineering will bring us, and introduce
some programs and methods that can be adopted at different phases of the projects of

construction. In addition, some potential directions of study in which value Engineering can be
applied are mentioned in this thesis too.
