摘要
施工企业成本管理是企业在追求企业价值最大化，获取更大经济效益的经营过程中，在
控制成本和降低成本方面所采取的重要手段。公路工程施工项目成本管理是施工企业的重要
的经济活动，是企业日常运转的中心工作。搞好施工企业的项目成本管理，具有重要意义。
公路施工项目成本管理的目的是通过对施工成本项目的有效控制，获取最佳的收益。在
许多施工企业的项目成本管理中，往往偏重于对项目成本的事后控制，过程控制方面做得比
较差，对于施工项目成本管理源头的投标报价方面更是涉及较少。造成施工项目成本失控现
象的发生，项目不能获得较好的利益，甚至破产。本文基于为更有效地对项目成本进行控制
的目的，从分析目前公路施工项目成本管理存在的问题和引起的原因出发，将目标成本管理
与过程控制的思想引入施工项目的成本管理之中，并将两者有机的联系起来。探讨建立目标
成本与过程控制相结合的项目成本管理方法，并将其运用于公路施工项目的成本管理实践中。
本文对项目管理及项目成本管理进行了介绍，分析了我国公路施工项目成本管理存在的
问题和产生这些问题的原因进行了详细的分析，对施工项目成本构成及划分作了介绍，并讨
论了施工项目成本管理应该遵循的原则，分析了公路施工项目成本的影响因素。然后以施工
企业为研究对象，从对该公司的公路施工项目成本构成分析与预算、公路施工项目成本管理 、
高速公路施工项目成本管理成功要素分析三个方面详细的研究。在成本构成与预算中，对工
程成本进行科学的分类，把成本费用划分为固定和可变两类，在充分考虑现场实际、市场供
求等情况，确定处在现实的内外环境下及合理工期内，通过努力所能达到的成本目标值。其
制定必须通过合适的途径，找出恰当的方法，按照必要的程序，在一定的原则下有条不紊地
进行。在项目成本管理方面按照某企业的施工企业成本管理方法，从组织设计出发，技术措
施，经济措施最后到合同措施，分别从四个方面详细分析了施工企业项目成本管理的方法。
通过实施项目目标成本管理能够很好的解决文中所提出的公路施工企业成本管理中存在的问
题。

Abstract
The management of the enterprise cost is that enterprises pursuing the maximum of enterprise
value to construct, obtaining it in the management course of greater economic benefits, the
important means adopted in controlling the cost and lowering costs. the construction cost
management of highway project is an important economic activity of a construction enterprise. It is
the daily central task of operating of enterprise that does the project cost of the construction
enterprise. It is significant.
First the scientific classification of the project cost is the foundation of the
cost management .we divide the cost into two categories: The fixed cost and This dissertation
introduces project management and cost management, analyzes the constitution of road construction
project cost, discusses the principles that should be followed and analyzes the influential factors of
road construction project cost. Secondly, this paper analyzes developing condition of our
country' s road construction project cost management and further elaborates the problem and
reason in the road construction project cost management. Then, it takes china-rail constructor first
bureau as example, anal sizes the constructor project cost plan and budget, road constructor project
cost management, and the success points of road constructor project cost management in detail.
First the scientific classification of the project cost is the foundation of the cost management .we
divide the cost into two categories: The fixed cost and variable costs，consider fully the situation
about the scene and the market supply and demand Then determine objective cost value achieved
diligently under inside and outside realistic environment and in the reasonable time limit for a
project .It must be formulated through the appropriate way. In project cost management, It complies
by some constructor company, sets froths origination design , technology measures, economics
measures and contract measures to analysis the ways to control the cost.
Through this constructor project cost management, it can get the solutions to road constructor
project in today.
