我国社区职业教育中政府职能研究
——以上海市花木社区为例

在推动社区职业教育的发展进程中，政府发挥着不可估量的作用。然而，在
当下的社区职业教育体系中，我国政府所处的境地却十分尴尬，因为政府尚未
制定明确的章程，将社区职业教育纳入正规管理的范畴，从而使社区职业教育
总体规划与进程中依然留有很多问题，尤其是在公共治理方面，比如定位不明
确、管理体制不健全、缺乏政策指导等。所以，政府有关部门应大力推进体制、机
制建设，从而使社区职业教育得到稳步发展，终身教育体系得以建立。上海的社
区职业教育相对发展比较成熟，作为研究对象具有一定的代表性，因此选取这
个课题，希望能够丰富社区职业教育、政府职能等方面的理论研究。本文选取上
海市花木社区职业教育中政府职能作为研究对象，基于现状的调研，分析社区
职业教育中政府职能存在的问题以及对当下经济体制转型背景下的政府职能应
如何完善做一探讨。
本文以文献综述的形式对国内学者在社区职业教育方面的研究情况进行总
结，找出本文主题的切入点，同时做好论文研究的理论准备。然后，分析上海市
现行的社区职业教育政策，并花木街道为例，通过实地调研，系统地评估政府
推进社区职业教育政策过程中的成与败；并借鉴国外政府推进社区职业教育政
策的成功经验，提出可行性对策。最后给出完善花木街道社区职业教育里政府职
能的研讨，从而使社区职业教育的立法进程不断推进，健全配套发展政策；加
大政府财政投入，拓宽经费筹集渠道；加强政府宣传力度，明确社区职业教育
的理念；使社区职业教育的监管机制得到建立健全；使社区职业教育的管理体
制得到完善；鼓励与引导非政府组织参与，形成“多中心治理”模式六个方面
进行详细的阐述。

ABSTRACT
In the process of promote the development of community vocational education,
the government plays an inestimable role. However, in the community vocational
education system, Chinese government's position was very embarrassed, because the
government has not set clear rules, does not bring vocational education into the
category of community. So that there are many vocational educations in the process of
community vocational education overall plan, especially in the area of public
administration, such as the position is not clear, management system is not sound, lack
of policy guidance, etc.The relevant government departments should promote the
building of system and mechanism to make the community vocational education to
get steady development. Lifelong education system can be established. Shanghai
vocational education is relative to other community development more mature, has
certain representativeness as the research object, so choose this topic, hoping to enrich
the community theory research on vocational education, the functions of the
government, etc. This article selects the Huamu community vocational education
functions of the government as the research object. Based on the present situation of
research and analysis of community vocational education functions of the government
and the problems existing in the present economic system transformation under the
background of the functions of the government should make the discussion on how to
perfect.
This dissertation concludes the literature review on the domestic scholars in the
field of community vocational education, finds out the breakthrough point of this
article topic, prepares to thesis research theory at the same time. Then, it analysis the
current community vocational education policy, and takes huamu community as
example, through field investigation and systematically evaluation the government
promote the success and failure in the process of community vocational education
policy. And it draws lessons from foreign governments to promote the successful
experience of community vocational education policy, puts forward feasible
countermeasures. Finally it puts forward to perfect the huamu community vocational
education functions of the government's discussions, which are the legislation of
community vocational education advancing, form a complete set of sound
development policy, increasing government financial input, broaden the funds raising
channel; To strengthen the government propaganda, clear the concept of community
vocational education, make the regulatory mechanism of community vocational
education to establish and perfect, perfect the management system of community
vocational education, encourage and guide non-governmental organizations to
participation, form "polycentric governance" mode in six aspects.
