随着我国经济的快速增长,市场的日益国际化,我国制造企业所面临的外
环境越来越复杂,不确定因素也与日俱增,竞争日趋激烈。 GH 公司自 1999 年以
来经历过多次改制,从国有企业改制到合资企业,再到后来股东全资收购外资
份,并先后实行了机制、人事及薪酬制度改革,引入绩效管理体制。但就其目前的实
际效果而言,并不令人满意。公司在实施绩效管理的过程中,经常会出现绩效
理和企业战略实施相脱节的情况;战略目标没有被层层分解;缺乏科学的绩效
标体系;为管理而管理等问题。这些问题出现与企业战略目

ABSTRACT
With China's rapid economic growth, the increasing internationalization of the
market, the external environment for China's manufacturing enterprises are facing
increasingly complex and growing uncertainties, competition is increasingly fierce. GH
since 1999 has gone through many restructuring, has implemented a mechanism for
personnel and pay system reform, the introduction of performance management system.
But its actual effect is not satisfactory. The performance management process, often
there will be performance management and business strategy implementation divorced
from the situation, strategies have not been down to every level to all employees, the
lack of a scientific system of performance indicators for management
management.These problems have led employees to deviate from the behavior with
corporate strategic objectives, the strategy difficult to implement and the results and
plan a larger deviation. Therefore, based on the strategy-driven performance
management system is particularly important.
The paper to GH, in particular, is the operations center, the reshaping of business
processes and key performance indicators as a case study, the whole chapter to the
connotation of the performance management, theory and performance evaluation
indicators and systems design methods, in principle, implementation process as the
theoretical basis, combined with its corporate development strategy, external
environment and its own characteristics, using the method of literature search, research
method, interview, performance management of existing scientific diagnosis and in-
depth analysis, and focus to learn from foreign performance evaluation of advanced
theory - the Balanced Scorecard (BSC) and the key indicators of system (KPIs),
combined with the classical management theory - management by objectives (MBO),
corporate strategic objectives for the enterprise, department, employee KPIs from a
financial, customer, internal operations, learning and growth of the four angles down to
every level, to strategic-oriented performance management system.
