Abstract
Along with the rapid growth of the motorization development, only to increase
limited supply capacity of network is hard to meet the traffic demand, so park-and-ride
(P&R) as an important traffic demand management means and strategy was put
forward. Foreign countries’ long-term practice shows that P&R effectively mitigate the
traffic pressure of CBD. In order to promote decisions of P&R system planning more
scientific and make full use of the P&R system , make the investment of government to
P&R facilities construction project produce the greatest social benefit, it is necessary to
do the research of site planning. P&R facility location planning is an important part of
planning system, but also the core content of planning. A scientific and reasonable park-
and-ride facilities position may attract more potential commuters to there for park-and-
ride, unreasonable planning affects the whole park-and-ride system and public
transportation system.
The paper reviews the domestic and overseas on park-and-ride related research,
summarizes the foreign long-term practice and the current domestic P&R system, based
on the present P&R system in our city, make a detailed analysis on the necessity and
feasibility, Then introduces the theory of the P&R facility location, including the basic
theory of location, the main influence factors of P&R facility location and site selection
criteria and its research methods and steps. For the paper through the qualitative
analysis to quantitative analysis get P&R facility location optimal scheme provided
theoretical basis.
Fuzzy analytic hierarchy process (FAHP) fused the objectivity of the analytic
hierarchy process (AHP) and inclusiveness of fuzzy comprehensive evaluation method.
Theory and practice has proved FAHP overcome the conventional defects of selection
methods, fuzzy evaluation method was carried on comprehensive judgment and
screening, and analytic hierarchy process (AHP) is mainly subdivision index and design
weight. Through put forward the principle and characteristics of the fuzzy analytic
hierarchy process (FAHP),then establish a park-and-ride facility location of the
hierarchical structure model, and finally through an example to specify fuzzy
comprehensive evaluation method in the application of P&R facility location of steps
and process, the method is proven to be P&R facilities for alternatives to the rationality
of the screening.
In the fuzzy analytic hierarchy process qualitative analysis of alternatives were
again for further quantitative analysis to find out the best scheme. First analyzes the
game process characteristics of bi-level programming model and the P&R facility
location Stackelberg, make a state of application of bi-level planning model in the site
planning of parking interchanging the applicability. Establish a pattern based on the bi-
