摘要

改革开放以来，在以市场化改革与农村工业化为主要特征的体制变革和经济发展

过程中，浙江的民营经济和民营企业从无到有，由弱到强，依靠民间资本内源积累的

驱动，逐渐成为区域经济发展的主要推动力量，并且形成了由民间资本引发的经济结

构、金融结构与对外开放结构三者之间顺次影响、相互促进的经济、资本扩张秩序。

浙江发达的个体私营经济，通过民间力量的内源积累催生了丰裕的民间资本。浙江民

间资本引起了人们的极大关注，但是，我国目前关于浙江民间资本的系统研究却是少

之又少。所以，对浙江民间资本省外扩张的状况进行研究，既具有理论意义，又具有

重要的实际运用价值。

本文将进入新世纪后浙江民间资本运行状况作为重点研究对象。浙江的经济结构

与开放结构的互动，最先体现在由民间资本推动的民营企业的省外创业和投资扩张

上。笔者在对浙江民间资本生成和发展状况介绍的基础上，从宏观、中观、微观三个

层次，国家、地方、企业三个角度论述了民间资本省外扩张发生的原因。伴随着我国

经济体制改革和对外开放进入新阶段后，浙江原来的体制上的先发优势渐趋弱化，浙

江企业为适应要素结构、金融结构、更生调整等变化；为寻求能提供全方位服务的发

展平台、抢占稀缺资源、参与新的产业重组与整合，在全国乃至全球范围配置、重组

新优势等，企业的跨区域投资成为一种必然趋势和结果，是企业的理性选择。浙江民

间资本省外扩张有其自身的特征，笔者主要是从投资领域、投资产业、投资地域、投

资主体等方面进行归纳总结。

虽然偶尔会传来一些由于省内外的思想观念差异、产业梯度差异、投资环境差异

高素质劳动力缺乏等问题，而导致浙江民营企业在国内市场上投资和经营并不顺利的

消息，但这并不会改变我们的一个基本判断：浙江民营企业及其所拥有的资本已经开

始更大范围更高层次地参与国内国际市场竞争，而跨区域投资同对外投资相比，门槛

和起步的标准相对较低。随着浙江经济的进一步发展，浙江企业的对外投资将会进一

步增加。本文在最后提出优化民间资本运作效率的建议，在“树立开放、共赢、诚信

的心态；选择优势产业，推动产业升级；政府创造良好环境；积极引进、利用人才”

四个方面上进行了较为详细的阐述，希望能够推动浙江经济在更宽广的舞台上赢得更

大发展。

ABSTRACT

Since the reform and opening up of China, Zhejiang's non-state-operated economy

and non-state-operated enterprises are from scratch, from weak to strong in the course

of economic development and system changes with the main features of

market-oriented reform and rural industrialization, and have become the main driving

force of Regional economic development gradually depending on private capital

accumulation of endogenous driver, and have the formation of private capital affecting

and promoting the structure between each other and capital expansion order caused by

the economic and financial structures, opening up system to the outside world.

Zhejiang's developed private economy has the accumulation of the birth of a source of

abundant private capital through non-governmental forces. Zhejiang's private capital

attracted a great deal of attentions, however, the system study on private capital of

Zhejiang is very few in current China. Therefore, the research of the outside expanding

of Zhejiang Provincial private capital with both theoretical significance and also has

important practical application values.

This article will take Zhejiang private capital operation entering a new century as

the focus of study. The interaction among Zhejiang's economic structure and open

structure reflected by the promotion of private capital from the private enterprises and

foreign business investment expanding firstly. The author, on the basis of presentation

of Zhejiang's private capital formation and development of the situation, from the macro,

meso and micro levels and of the three to discuss the reason of outside expansion

Zhejiang’s private capital. Along with China's economic reform and opening to the

outside world Zhejiang's private capital has entered a new stage after the original

Zhejiang institutional advantages become weaker gradually, Zhejiang enterprises adapt

elements of the structure, financial structure, such as changes in the adjustment of the

rehabilitation, in order to be able to seek full-service platform for development and the

scarce resources, to take part in industrial restructuring and integration of national and

even global configuration, the advantages of the new restructuring, and so on.

and results of the enterprise. The expanding of Zhejiang provincial private capital to

other provinces has its own characteristics, the author summarizes mainly from such

areas as the area of investment, industrial investment, regional investment, investors.

Although occasionally hearing of a number of Zhejiang enterprises in the domestic

market and business investment is not smooth, both inside and outside the province,

such as differences in ideas and industries, but it will not change our basic judgments:

Zhejiang's private enterprises and the capital begin to have greater scope to participate

in a higher level of domestic competition in the international market, and inter-regional

investment comparing with foreign investment, and the threshold of the start is a

relatively low standard. With the further economic development in Zhejiang province,

the foreign investment of Zhejiang enterprises will also increase, the paper concludes

the recommendations to optimize the efficiency in private capital, in the purpose of

promoting the economy of Zhejiang to win greater development in a broader area.

第一章绪论

第一节文献综述和研究原因

浙江民营企业“跳出浙江，发展浙江”，“创业富民，创新强省”以及走“引进来”

与“走出去”相结合的境内外资本扩张方式，促进了民间资本和境内外优质资本的融

合，改造、提升了民间资本和民营企业，催生了浙江独特的开放型经济新格局。社会

各界都对浙江经济发展模式产生了浓厚兴趣，对民营经济、民营企业和民间资本的关

注度也不断升温。

目前，我国关于浙江民间资本的研究文献很少，能找到的几本专著，基本上都是

从国家的角度来谈民间资本的。林森木、程选（2005）介绍了民营经济发展状况、特

征和趋势，中国民营企业融资现状、问题及如何运用制度调整解决融资难的问题，并

对民间资本投资城市基础设施、民办教育、农业的状况、问题和对策进行了分析。国

家统计局固定资产投资统计司（2004）把“扩大民间投资，促进经济增长”作为一个

课题来研究的，对民间投资的概念和统计方法、发展历程、影响因素、投资方向等进

行了介绍，提出了政策建议，并以江苏和浙江两省为例，分别介绍了两省的民间投资

历程、现状特点、对经济发展的影响、快速发展的因素和制约因素等进行了归纳，也

提出了政策性建议。杨大楷、周晓泽、杨晔、刘庆生（2005）从理论、现实和发展对

策三个方面对我国的民间投资状况进行了深入研究。于谨凯（2004）主要阐释了资本

流动与民间投资之间的关系问题，用计量方法证明了民间投资的效率高于国有投资的

效率，分析了资本流动约束，建立、修正了二元侵害经济结构条件下的资本流动与民

间投资发展等模型，提出了该作者认为适合我国经济发展的资本流动和民间投资发展

模式。从某一投资领域为研究重点的如王丽娅（2006 年）对我国民间资本投资基础设

施领域的现状、问题、必要性、可行性与时机、路径选择、障碍分析、作用等诸多方

面进行了研究。过文俊（2005）介绍了中国民间资本的形成与分布，民间投资的现状、

问题与进一步发展的机遇，民间资本对中国经济发展的强大推动力量，以及如何促进

民间资本的合理流动、活化资本。

从浙江省角度出发的，大部分是几千字的论文。陆立军、王祖强（2007）在对浙

江模式下的民间资本和民间金融状况阐述的同时，把从区际投资到跨国流动这一过程

进行了梳理。期刊文章方面，介绍浙江民间资本整体状况的有：黄一岚（2007）介绍

了浙江民间资本的发展历史与现状、存在的问题及原因，还提出了对策。中国人民银

行杭州中心支行课题组（2002）测算了“十五”期间浙江省民间资本形成能力，也提

出了政策性建议。对浙江民间资本的投资方向和投资区域进行了探讨的有：朱晓刚
