产业结构演变视角下的工作场所安全与政府管制研究

摘要

我国经济最近几年保持高速增长，但工作场所安全情况也日益严峻，煤矿透

水、瓦斯爆炸、锅炉爆炸、交通事故以及工作场所的各种火灾事故等，具有一种

累积效应式的连锁反应过程，严重影响了我国的经济建设和社会安定。发达国家

的历史经验表明工作场所安全与经济发展情况呈现规律性变化，认为伤亡事故的

发生及严重程度与经济发展情况的变化是一致的。本文通过对美国、英国、日本、

联邦德国、印度 1960 年—1981 年相关数据以及我国各省市 2000 年—2006 年相关

数据进行实证分析，对这一规律进一步深入研究，认为工作场所安全的这种规律

性变化主要是与经济发展背后的产业结构变动相关的，这种相关性可以从两方面

解释，一是产业结构特征本身所引起的，第二产业与一、三产业相比内部各行业

风险性较高；二是各产业对就业人员的吸纳能力不同以及就业人员的素质差异所

引起的。

在实证分析的基础上，本文将二者的相关性结合钱纳里产业结构演进规律，

建立工作场所安全情况随产业结构演变的变化路径，并结合我国国情作进一步分

析。我国目前已处于工业化中后期阶段，但产业结构与同等经济发展水平的标准

相比，第二产业在整体经济中的比重明显偏高，第三产业所占比重偏低①，而且第

二产业结构内部存在着物耗大、附加值低的产业比重大、特殊行业安全技术投入

不足等问题，我国技术密集型产业与其他国家的差距较大，这就引发了我国经济

快速发展的同时，各种安全事故也频频发生的现象。温家宝总理在政府工作报告

中提出产业结构调整的两项重点任务：一是，着力提升产业层次和技术水平；二

是，推进部分产能过剩行业调整。这两项任务不仅是调整产业结构的重点，对于

解决工作场所安全的深层次问题同样至关重要。

由于工作场所安全存在着内部性、信息不对称等特点，而政府管制在交易成

本、信息的披露上比市场更具有优势，基于产业结构与工作场所安全的这种相关

性，在对国内外管制情况进行对比分析的基础上，本文建立了我国工作场所安全

区域管制模式，依据这一管制模式选取我国较有代表性的省市和典型行业进行案

例分析，研究如何从产业结构视角进行区域工作场所安全管制，以及如何从本文

研究的规律进一步落实到具体行业。通过本文的分析，我们认识到一方面产业结

构特征影响工作场所安全情况，优化产业结构会促进工作场所安全水平的提高，

另一方面实施有效的工作场所安全管制模式，淘汰掉生产技术陈旧、不符合标准

的企业，提高安全生产技术含量，也将会进一步推进产业结构的优化升级，提升

区域发展的整体实力。

本文是以我国工作场所安全及政府管制为研究对象的探索性研究。从产业结

构演变的角度进行分析，将产业经济学、工作场所安全管制理论与我国具体实际

相结合也正是本文的创新之处。本文的研究克服了以往研究视角方面的局限，首

次建立产业结构演变过程中工作场所安全情况的变化路径以及我国工作场所安全

区域管制模式，将政府管制模型化、实证化，一方面为政府进行工作场所安全分

区域管制提供理论依据，深化了管制理论的研究，另一方面为提高政府公共服务

的质量和效率提供理论和经验参考，对营造健康安全的工作环境、促进经济平稳

健康的发展、保证公共政策的效率与公平具有一定应用价值。

ABSTRACT

In recent years, along with China's fast economic growth, China's workplace safety

situation is increasingly severe. The safety problem in the workplace, such as coal mine

flooding, gas and boiler explosion, fire disasters, has a chain reaction process of

cumulative effect. This problem not only seriously affects people’s safety and health,

but also damages social security and causes great harm to public order. Historical

experience in developed countries’ shows that there is regularity between workplace

safety and economic development, it is believed that that the occurrence and severity of

accidents are consistent with the change of nation’s economic development. Through

concrete analysis on the data in 1960-1981 of United States, Britain, Japan, the Federal

Republic of Germany, India’s and China’s regional data in 2000-2006, this thesis will

show that this regularity is mainly correlated to the industrial structures. This correlation

may be explained from two aspects----the feature of industrial structure and the

employment structure.

On the basic of empirical analysis, this thesis combines the correlation with the

Chenery law of the industrial structural evolution, establishes the change way of the

workplace safety along with the evolution of industrial structure and has a further study

on it. At present, China is in the later stage of industrialization. However, compared

with other countries at the same economic level, our country’s secondary industry

proportion is too high and the third industrial proportion is lower. Moreover than that,

the inter-structure of the secondary industry is not positive and technology-intensive

industries in our country have a large gab with other countries, they led accidents

happen frequently along with the rapid economic development. Premier Wen puts

forward two points on the industrial structure adjustment, one is to upgrade the

industrial level and the level of technology and the other is to promote some of the

excess industry capacity adjustment. The two are not only important tasks to adjust the

industrial structure, but are vital to resolve the deep-rooted problems on workplace

safety.

Compared with market, government regulation has more advantages on transaction

costs and the disclosure of information. According to the correlation between industrial

structure and workplace safety, based on the comparison of the regulations in and

abroad, this paper establishes the regional regulation model of workplace safety in our

country. On the basis of it, the writer selects and analyzes some cases in several more

representative provinces and industries, and studies how to regulate the regional

workplace safety from the point view of industrial structure. Via analysis on the

model in this paper, we can know that the features of industrial structure not only can

affect the safety situation in workplace and promote workplace safety level, but it can

further promote the optimization and upgrading of industrial structure and enhance the

overall strength on regional development.

This paper is an exploratory research on workplace situation and regulation in our

country. From the perspective of the evolution of industrial structure, it combines the

Industrial Economics and workplace safety regulation theory with the specific reality in

China, and which is also considered as an innovation in the circle. This paper conquers

the limitations in previous researches and provides a theoretical basis to establish the

optimal model of regulation. On one hand, it provides theoretical basic for the

government regional regulation. On the other hand, the paper also provides theoretical

and experience reference to enhance the government's public service quality and

efficiency. It is believed that this study will play an important part in creating a healthy

and safe working environment and promoting stable and healthy economic development,

ensuring the efficiency and fairness of public policy.
