摘要
随着计算机网络、通讯技术和多媒体技术的迅速发展和广泛应用,办公自动
化、无纸化办公等成为网络办公主流方式。国土资源系统一直比较注重信息化建
设,早在2000年就推广了C/S模式的流程办理系统,但安装维护比较复杂,急需
B/S模式办公自动化系统替代。本文结合国土资源部门行业特点,探讨了研究开
发办公自动化系统平台较为流行的方法。依据国土部门系统信息化建设要求和规
范,构建“国土资源部办公自动化系统”的基本框架。本文的意义主要是建立现
代化的办公自动化系统来完成信息的收集、整理、传递和分析,实现信息大范围
可控制、高效率、低成本的共享和利用。并及时、主动地获取决策所需的信息以
辅助决策,实现管理现代化和决策科学化。
本文首先介绍了基于Web的办公自动化系统的概念和国内外的发展状况,分
析了开发办公自动化软件的意义,进而对办公自动化系统的相关技术诸如系统应
用模型、系统开发技术、工作流技术等进行了研究和探讨。然后以这些相关技术
为基础,并分析了广东东莞国土局的实际情况,对系统的功能进行了划分设计了
系统的总体结构,在此基础上介绍了数据库设计和程序设计的基本过程以及页面
基类、用户登录验证的表示层、业务逻辑层、数据访问层、通用层四层实现方法
系统实现了国土资源部自动化办公,改善了办公质量,提高了办公效率。采用
ASP技术实现的办公自动化系统具有模块独立性强、良好的移植性、使用简捷等
优点。

t e c h n o l o g y a n d n e t w o r k t e c h n o l o g y, o f f i c e a u t o m a t i o n , w o r k i n g w i t h o u t p a p e r h a s
b e e n t h e e s s e n t i a l w a y o f n e t w o r k w o r k i n g . N a t i o n a l L a n g R e s o u r c e D e p a r t m e n t
system values the construction of industrialization all along. As early as 2000’s they
h a v e p r o m o t e d C / S p a t t e r n a r c h i v e s p r o c e s s i n g s y s t e m , b u t i n s t a l l a t i o n a n d
maintenance are too complex. It’s very urgent to substitute it with B/ S pattern office

scientific decisions.
T h i s d i s s e r t a t i o n i n t r o d u c e s t h e c o n c e p t s o f O A s y s t e m b a s e d o n We b a n d t h e
d e v e l o p m e n t s t a t i o n s i n h o m e a n d o u t , a n a l y s i s t h e i m p o r t a n c e o f d e v e l o p i n g O A
system ,does some research on the relative technologies of office automation such as
the applied model of system, development technology of the system, work technology
a n d s e c u r i t y t e c h n o l o g y . A f t e r t h a t , i t d e s i g n s t h e g e n e r a l s t r u c t u r e o f t h e
s y s t e m a n d a n a l y z e t h e r e a l i t y t o h a v e a d i v i d e t h e f u n c t i o n s o f t h e
system. multilayer skeleton system has designed this system structure, then carries on
t h e d e m a n d a n a l y s i s t o t h e o f f i c e a u t o m a t i o n , i n t r o d u c e d i n t h i s f o u n d a t i o n t h e
database design and the programming unit process as well as the page base class, the
user register the confirmation the expression level,the service logic level, the data
a c c e s s i n g l e v e l,t h e g e n e r a l l e v e l f o u r r e a l i z a t i o n s m e t h o d s . H a s r e a l i z e d t h e t a x
