摘要

近两年来，上海鼎伟公司充分认识到企业信息化对企业生存与发展，对加强信息化建设的

重要意义，开始启动企业信息化建设，其中最为突出的就是以网络环境下的财务信息化建设为

核心应用，并以财务信息化为切入点，通过网络财务系统整合企业物流、资金流和信息流管理，

进而全面实现企业管理信息化。

本文在信息系统安全理论的指导下，按照信息系统安全工程学的方法，通过对鼎伟公司网

络系统及财务系统所面临的安全威胁、安全隐患的分析，提出了公司网络财务系统安全需求。在

此基础上，提出公司网络财务系统安全目标，并从安全策略、安全技术、安全管理等方面提出了

财务系统安全解决方案。在安全方案设计过程中，结合公司实际情况，将信息系统安全的原理、

方法和手段同公司组织机构工作流程以及现代企业内部控制制度的原理与方法有机结合，较好

地解决了企业财务信息系统中访问控制与权限管理的实际问题，并在实际开发中得以应用。

Abstract

In the past two years， the HaiDing on the way to fully understand the enterprise information to

the enterprise survival and the development ， to strengthen the important meaning of the

informatization construction ， started the enterprise information construction ， some of the most

prominent is under the network environment in the financial informatization construction is the core

application， and with the financial information into the breakthrough point ， through the financial

network system integration enterprise logistics ， cash flow and information flow management， then

achieve enterprise management information.

Based on the information system security under the guidance of the theory ， according to

information system safety engineering method ， through the ding wei company network system and

financial system that potential security threats ， safe hidden trouble ， puts forward the network

financial system security needs group. Based on this ， puts forward the company network financial

system security objectives ， and from a security strategy ， security technology ， safety

management， this paper puts forward the financial system security solutions. In the security solutions

in the process of design， combined with the practical situation， will the information system security

principle ， method and means to company organization working process and the modern enterprise

internal control system principle and method of organic combination ， has solved the enterprise

financial information system access control and administration of authorization practical problems ，

and in the actual development to the application.
