摘要
随着上海市公共福利事业的不断发展与推进，居民经济状况调查评估制度也将发挥越来越
重要的作用。社会福利事业能否有效保障低收入者的生活，关系到社会公平和效率的实现，关系
到国家的长治久安。但是，由于国内尚未建立起完善的个人征信体系，相关法律领域存在空白，
使该制度在试点过程中出现许多问题。因此，我们必须借鉴发达国家的经验，在结合上海实际情
况的基础上，更好地落实居民经济状况调查评估制度，为个人征信体系的完善提供有力参考。
本文将从上海市居民经济状况调查评估制度在廉租房申请试点中的实际情况出发，深入探
究该制度与个人征信体系建设的关联性，试图提出具有创新意义的建议和观点。

Abstract
With Shanghai continues to develop public welfare and advance the economic status of residents
in the investigation and assessment system will also play an increasingly important role. Social welfare
is effective in protecting the lives of low-income, related to the realization of social justice and
efficiency related to the country's long-term stability. However, because the personal is not yet
establish a sound credit system, and related gaps in the legal field, so that the system in many of the
problems occurred during the pilot. Therefore, we must learn from the experience of developed
countries, in the light of the actual situation in Shanghai, based on better implementation of the
economic situation of residents in the investigation and assessment system, perfect for personal credit
information system to provide strong references.
This survey will assess the economic situation of Shanghai residents in low-rent housing system
for the pilot application in the actual situation, in-depth exploration of the system and individual credit
system of the association, tried to put forward innovative proposals and ideas.
