摘 要
拉塞尔.M.林登在 20 世纪 90 年代美国公共部门革命的基础上提出了无缝隙政府
理论,它是一种适应顾客社会、信息时代要求的新的政府再造理论,推崇以“顾客”
为中心,向顾客提供品种繁多的、个性化产品和便利快捷的服务,最大限度地提供顾
客满意度。
当前浦东新区率先在全市试点建设的“一门式”社区事务受理中心,正是借鉴了
“无缝隙政府”理论的合理思想内核,确立了以法人、自然人为核心(而不是以政府
行政部门为核心)的改革方向,并以问题为导向,以“优化资源配置,直接向法人、
自然人提供更公开、更便捷、更优质的办事服务”为主题,并建立了一套“一门式”
服务机制。“无缝隙政府”理论在社区“一门式”事务受理服务过程中得到了充分的
运用和实践,让市民到政府办事更便捷、更透明、更亲和。
本文从无缝隙政府理论的概念着手,分析了该理论的实质,阐述了无缝隙政府理
论有关政府再造的见解。具体介绍了当前浦东新区“一门式”建设情况及存在问题,
结合“无缝隙政府”理论,从机构设置、流程运作、信息化建设等几个方面就如何优
化“一门式”服务体制进行了思考。

“ONE-DOOR” SOCIETY AFFAIRS SERVICE
CENTER IN PUDONG NEW DISTRIC
ABSTRACT
Russell M. Linden proposed the seamless government theory on foundation of US
public department revolution in the 1990s. It is a new kind of government reforged theory
which adapts the customer society and the information era, with “Customer” as a center to
provide the variety and characteristic products the convenience quick service and
customer satisfaction with maximum limit.
The " ONE-DOOR " society affairs service center which is made experiments to
constructed in the whole city by the PuDong new area is exactly drew lessons from "
seamless government " theories of reasonable thought inside pit. Established with the
reform direction of legal person, natural artificial core(but is not with government
administrative dept. for core). It takes problem as lead and Take" Most optimum
distribution of resources direct; Providing the legal person and natural person a more
publicly, conveniently and high-qualitily service " as topic, and built up the" ONE-DOOR
" service system. The seamless government theory got a full usage and practice during the
process of "ONE-DOOR" society affairs service which the citizen can handle affairs more
conveniently, transparent, more closely in government.
This article analyzes essence of the seamless government theory, elaborating views
of government reforged. You can become aware of both current construction circumstance
and problems of" ONE-DOOR " by PuDong new area, and equally well the thinking of
how optimize the " ONE-DOOR " service system which combines the seamless
government theory from a few aspects such as organization establishment, the flow
