我国“撤街强社”模式分析:问题、原因及完善

摘要
经济运行体制的改革和社会转型的不断深化,给城市基层社会治理提出了挑
战。现存街居体制作为城市基层社会管理的制度形式,它的以纵向管理为主、条
专块统、条块不统一的城市基层社会管理方式已经不能适应经济社会高速发展下
城市化进程的需求,所以需要尽快培育、发展和完善基层社区的管理及服务功能,
向以社区自治管理为主,以社区服务为先导的新的管理、保障、服务方式转变。
最近这十多年以来,全国很多地区都在这方面做出了努力,这其中产生了很多值
得其它地区学习的,较为成功的改革方式。这些改革方式有两个显著的特点:一
是都与当地的经济社会以及城市化发展水平很契合,二是都是在原有街居制管理
模式下的修修补补,对城市基层管理并没有做出革命性的变革。但 2011 年在安徽
铜陵引发关注的“铜陵模式”则具有与以往任何管理模式所不同的显著特点——
撤销街道办事处。
本文作者将所有与“铜陵模式”做法相同的改革地区统称为“撤街强社”改革
模式。作为一种具有突破性意义的基层社会管理新模式,其在最近两年受到了社
会各界的广泛关注。受此影响,一些地区正在准备展开类似的改革,而一些地区
则对此持观望或否定的态度。同时,由于各种原因,外界对“撤街强社”改革模
式的认识并不是全面的,很多人只认识到了撤销街道办这一事实,但对这一改革
做法所蕴含的内在外在优点与缺点以及未来对社会治理的深远影响并不了解。所
以,为了呈现“撤街强社”改革的全貌,为后续改革者提供相关知识与建议,本
文在梳理各地不同改革做法的基础上,对他们所具有的异同点、改革成效、存在
问题以及完善方式进行了深入的分析。
本文的基本写作框架思路是:
第一章,作为绪论部分,介绍了“撤街强社”改革展开的背景知识、研究价值、
既有文献资料以及本文的研究方法及创新点等问题。经济的发展促进了城市化的
不断向前推进,在计划经济时期所遗留的城市管理方式已经不能适应当前社会发
展的需求,这正是“撤街强社”改革所展开的社会背景。本文的研究方法主要有
文献检索法、实地调研法、比较分析法。创新点在于第一次比较系统的分析了“撤
街强社”模式,且对他们进行了比较分析。

第二章,首先对与“撤街强社”有关的相关概念进行了解读,同时也对“撤街
强社”的改革需求以及可行性进行了分析。改革需求主要基于当前基层社会管理
的角度提出,与所有社区管理改革的需求相同,但作者又针对本论文的核心概念
“撤街强社”做了侧重性的解读。而其可行性则从撤销街道办事处这一角度来展
开,论述了当前撤销街道办已经具备的条件。
第三章,重点介绍了当前“撤街强社”的主要模式,以及对各地经验做法的不
同点与相同点进行了比较,且运用功能模式分析的方法对诸模式进行了分类性的
分析。可以看出,“撤街强社”各地的共同点远远大于不同点。虽我们以各地地名
命名,但这也只是为分析的需要而进行。
第四章,是基于“撤街强社”模式的共同点,对这一改革做法所带来的社会管
理的成效,改革后存在的问题以及这些问题之所以存在的原因进行了分析。通过
各个角度的分析,将使我们对“撤街强社”模式有更加深入的了解。认为存在问
题的主要原因是体制与环境的障碍。
第五章,是在以上第三、第四章分析的基础上,“撤街强社”模式以后改革
完善的措施以及主要方向进行了重点阐述。这里强调了“撤街强社”后续的改革
完善,不但要从社区内部管理做起,而且要根本的解决问题,还需要从上而下的
对社会治理思想进行调整。
最后,论文对“撤街强社”做出了总结性的陈述,也对其未来的发展也进行了
展望。

ABSTRACT
The deepening reform and social transformation of the economic operation system
had presents a challenge to the urban grassroots of social governance. The existing
street ranking system as a form of urban grass-roots social management system, it's
mainly to administration, the fragmentation of urban management style has been unable
to meet the requirements of the new situation, so they need as soon as possible to
develop and improve the functionality of the grassroots community . Community is
backed by the new management, protection, service mode transition. Since the last ten
years, many regions of the country are efforts to made in this regard, which produce a
lot of other areas of learning, the more successful reform. These reforms are two notable
features: First, are very fit, with local economic and social as well as the level of
urbanization in the original Street home tinkering with the system management mode,
and does not do the management of urban grass-roots a revolutionary change. "The
Tongling mode" caused concern in Tongling, Anhui Province in 2011, has ever
management model features - revoked district offices.
All the same with Tongling mode "approach reform areas are collectively referred
to as the" dismantling Street Cooperative reform model. As a groundbreaking new
grass-roots social management mode, the last two years has been widespread concern in
the community. Affected, some areas are preparing to launch similar reforms, while
some areas are holding a wait-and-see attitude or negative. Meanwhile, due to various
reasons, the outside of the withdrawal Street Cooperative reform model is not
comprehensive, many people only know to the fact that the revocation of the street, but
behind this reform practice external and internal benefits shortcomings and the future do
not understand the far-reaching impact on social governance. The basic writing
framework ideas of this article is:
