基于DEA的企业土地投入与产出效率评价

摘 要
土地作为企业一项重要的资源，在企业生产经营中占据着特殊的位置,从已查
阅的现有文献来看，国内学者对城市、工业园区的土地利用评价做出了大量研究，
而评价企业的土地则大多是基于会计角度的研究，对企业土地投入产出的研究成
果还比较少。本研究试图将 DEA 模型引入企业土地的投入产出评价中，在一定
程度上弥补了现有文献在这方面的不足，从新的视角分析企业土地上的投入与产
出的效率问题，一方面完善了目前评价企业土地投入与产出的相关理论体系，另
一方面为企业构建了适宜的用地评价指标体系，并为企业管理者提供了一种新的
方法来评价企业土地上的相对投入与产出的效率。
对企业土地投入产出的效率进行评价，有利于企业内部经营管理者和企业其
他利益相关者综合了解企业土地的经营状况及发展变化趋势，可以为企业管理层
制定土地管理方面的战略目标提供依据，使企业重新以科学的方法来衡量土地对
企业运营的影响，进一步加强企业对其所拥有的土地进行科学合理的配置以及高
效利用。引导企业对土地的经营行为，不断提高企业土地参与经营的能力和水平，
对企业土地的投入与产出的相对效率建立评价模型，对企业土地的经营管理按照
量化指标进行分析并判断其优劣，促进企业改善原有的土地经营管理模式，使企
业更加重视土地，防止浪费、闲置土地资源，也可以进一步提高企业的市场竞争
力。
研究采用了运筹学中用来评价多投入多产出的数据包络分析法，对企业土地
投入与产出的效率进行了评价。数据包络分析法是一种处理多投入多产出问题的
目标决策方法。
在具体的研究过程中，选取了宁波镇海化工园区共 30 家典型企业作为研究的
样本，采用 2011 年土地集约利用评价的数据作为原始数据，构建了两个输入指标
和三个输出指标组成的评价指标体系，其中输入指标分别为：单位面积企业职工
人数、单位面积企业固定资产投资，输出指标分别为：单位面积企业利润、单位
面积企业销售收入、单位面积企业工业产值。在选择了输入输出指标后，应用 DEA
方法中的 BC2模型，并运用 DEAP2.1 处理软件对数据进行了分析和运算，根据结
果对 30 家企业的土地投入与产出进行了综合效率、规模效率和规模报酬的分析并
提出了具体的目标改进方向。
研究结果表明本模型适合用于评价宁波镇海化工园区企业土地投入与产出的
效率。

通过实证部分的结果来看，在企业土地投入与产出的综合效率方面，30 家样
本企业里只有 3家企业为完全有效的决策单元，即土地的投入与企业目前的产出
水平相一致；从规模效率水平上来看，有 24 家企业的规模效率处于递增阶段，有
3家企业处于规模效率不变的阶段，另外也有 3家企业处于规模效率递减阶段。
针对样本企业的目标改进分析中，各个指标的待调整比例和值最大的企业是宁波
人健医药化工有限公司；两个输入指标“单位面积职工人数”和“单位面积固定
资产投资”待调整比例最大的公司都为宁波欧易液压有限公司。三个输出指标中
“单位面积工业产值”待调整比例最大的公司是宁波久而久化学有限公司，“单
位面积利润”和“单位面积销售收入”待调整比例最大的公司都是宁波人健医药
化工有限公司。
因此企业的管理者一方面首先可以考虑适度的扩大企业的规模，根据自身条
件加大企业在土地上的资本和劳动力的投入，使企业将资本和劳动力的投入转化
为生产能力和盈利水平的提高。企业规模越大，企业的规模效应越突出，而生产
规模的扩大必须是质和量的同时提高，其次将单位土地上资本、劳动力的投入按
恰当的比例进行分配，可获得合理的预期产出，而在扩大企业规模和生产能力的
同时，企业的发展也需要注人大量的资金，资金的来源可通过把企业的土地抵押
给银行来融资实现，这可以在提高土地的投入水平的同时又能为企业筹集到大量
生产经营所需的资金；最后对投入资金的分配和利用，会影响劳动力资源的合理
配置，企业可吸引专业的管理人士进入企业并发挥作用。另一方面从提高企业的
产出角度也可以通过提高企业的销售水平，缩减运营的成本，来实现企业更多的
盈利。

ABSTRACT
Land as an important corporate resources, production and operation occupies a
special position, from the view the inspection existing literature, domestic scholars of
the city, the industrial park land use evaluation to make a large number of studies, the
evaluation of enterprise Most of the land is based on the study of an accounting
perspective, corporate land input and output of the research is still relatively small.
This study attempts to land Assessment Method and system input-output expansion to
the micro level, the DEA model introduced corporate land-use input-output evaluation,
to some extent, make up for the deficiencies of the existing literature in this regard
from the new Perspective on the corporate land how to achieve the most optimized
input and output configuration. In the one hand to improve the theoretical system of
evaluation of enterprise land use inputs and outputs, on the other hand, for enterprises
to build a suitable land evaluation, clearly reflect the land for business managers to
provide new methods to evaluate the effectiveness of the land relative inputs and
outputs.
Evaluation of the effectiveness of the input-output-to-business land, conducive to
internal managers and corporate other stakeholders a comprehensive understanding of
the business situation and development trend of the enterprise land, development of the
strategic objectives of the land management for the enterprise management basis, so
that enterprises re-scientific method to measure the impact of land for business
operations, further strengthening scientific and rational allocation and efficient use of
their own land. Guide enterprises to conduct of operations on the land, and
continuously improve the ability and level of participation in the operation of the
enterprise land, and analysis of enterprise operation and management of the land in
accordance with the quantified targets and determine their advantages and
disadvantages, and promote enterprises to improve the existing land management
model to enable enterprises to pay more attention to the land, to prevent the waste of
idle land resources, can further improve the market competitiveness of enterprises.
The study uses data envelopment analysis method used to evaluate multiple inputs
multiple outputs in operations research to evaluate the effectiveness of corporate land

inputs and outputs. Data envelopment analysis is a process to put in more objective
decision making approach for muti-output problems.
Ningbo Zhenhai Chemical Industrial Park in the research process, select a total of
30 typical enterprise as a sample of the study, using the 2011 land intensive use
evaluation data as the original data, constructed evaluation indicators of the two input
and three output indicators The index system, in which the input indicators were: the
unit area of enterprise employees per unit area of investment in fixed assets, output
indicators: corporate profits per unit area, per unit area of corporate sales revenue per
unit area of corporate industrial output. Select the input and output indicators, the
application of DEA method and use of DEAP2.1 processing software, data analysis
and calculation, based on the results of the inputs and outputs of the 30 companies land
combined effectiveness scale effectiveness and returns to scale analysis as well as
specific goals to improve the direction.
The research results show that the model is suitable for the evaluation of the
effectiveness of the inputs and outputs of Ningbo Zhenhai chemical enterprises in the
park land.
Therefore, managers of enterprises on the one hand can first consider a modest
expansion of the size of the enterprise, to enable enterprises to increase capital and
labor inputs land according to their own conditions, capital and labor inputs into the
production capacity and improve profitability; the expansion of the production scale of
enterprises must improve the quality and quantity while the second unit of land, capital,
labor inputs allocated in appropriate proportions to obtain reasonable expected output,
and in expanding the firm size and production capacity the same time, the development
of enterprises also need to inject a lot of money, the source of funds is the use of
enterprise idle land mortgaged to the bank to finance the realization, which can
increase the input level of the land, but also for enterprises to raise a large number of
production and operation of the-required funds; final investment allocation and
utilization, will affect the rational allocation of labor resources, businesses can attract
into the enterprise management professionals play a role. On the other hand also can
improve the output angle by enhancing the level of sales, reduce operating costs, to
achieve enterprise profitability.
