上海市廉租房建设浅探
[内容摘要]随着市场化进程的加快，最低收入家庭住房支付能力不足的问题愈显突出。因此，
强化政府的公共管理和社会服务职能，健全住房保障机制，建立廉租房制度，满足最低收入
家庭的基本居住需求，是完善我国社会保障制度，维护社会稳定的必然要求。
建立廉租房制度是众望所归，但现在政府面临的一个十分紧迫的问题是，城市廉租房制
度该如何选择和实施。本文在对上海廉租房建设现状进行分析的基础上，提出在上海建立廉
租房建议方案。文章首先对廉租房概述，然后对上海廉租房制度建设的现状进行了分析，从
认识层面、制度层面、操作层面指出了目前我国廉租房制度建设中存在的问题，并分析了问
题产生的深层次原因。接着从认识、制度、操作三个层面探索了适合我国国情的廉租房制度建
设的对策和建议。以期为进一步推进廉租房制度建设提供一定的借鉴意义。

Discuss of Construction for Low-rent Housing in Shanghai
Abstract
Along with the market advancement speeding up， the issues of lacking housing affordability
of low-income families are becoming increasingly prominent. Therefore ， in the inevitable
requirement ， these will be perfecting China's social security system and maintaining social
stability. Such as to strengthen the government's social management and public service functions，
to improve housing guarantee mechanism， to establish a low-rent housing system and to meet the
basic housing needs of minimum income families.
The establishment low-rent housing system is in favor with the public ， but the present
government faces an extremely urgent question. By understanding and analyzing the housing
security system ， this dissertation brings forward some advice for the establishment of low-rent
Housing System.Firstly ， the low-rent housing of the related principles in Shanghai outlined.
Secondly ， the paper analyses the actual situation of low-rent housing system building in
Shanghai ， It points out that the current low-rent housing system building in question from
awareness level， the institutional level， the operational level， and analysis of the problem of
deep-seated reasons. Finally， it explores how to set up the low-rent housing institution and gives
some suggestions at three levels about knowledge， systems and operating. With a view to further
promoting， it provides a reference for China's low-rent housing system.
