摘要
改革开发以来,随着我国经济社会的不断发展,旅游业已成为许多省市的支
柱产业,有效带动了地方经济在劳动就业、投资、消费等领域的发展。旅游行业
是一个敏感性较强同时也是一个弹性较大,自我恢复能力较强的产业。2009年,
我国旅游业面临挑战与机遇并存的形势。一方面,受国际金融危机等因素影响,
2008年下半年以来消费增速放缓,消费者信心指数连续下滑,行业压力增大;
一方面,国家适时出台了一系列刺激消费,保增长、促发展的政策措施,这些政
策措施将直接或间接促进旅游发展。
在这种复杂的环境下,旅游企业作为整个旅游产业组织中的核心要素,如何
能够克服困难,积极、有效地开展各项经营活动,不断挖掘增长潜力,保证公司
财务状况、资产质量、盈利状况都取得较好水平,完成了企业的经营和发展目标,
实现企业的可持续发展成为其不得不面对的难题。
景区型旅游企业是旅游产业组织中的主体,是保证旅游业持续发展的物质基
础,但同时也是危机事件的直接承担者。本文的选题是以金融危机为背景,是旅
游业危机管理理论研究的一部分。目前学术界对于旅游业危机管理的研究可以概
括为两个方面:一是对旅游业危机管理的基础理论研究;二是以某一特定的危机
事件为对象,主要从宏观层面对危机的影响及应对进行实证分析。本文主要通过
案例分析、比较分析和规范分析等研究方法对金融危机和景区型旅游企业做了比
较具体的阐述;着重研究了自2006年次贷危机发生以来,景区型旅游企业经营状
况的变化,并分析得出金融危机对其影响机理图;通过实地访谈并比较分析了桂
林和黄山旅游股份有限公司自危机发生以来在经营业绩上的变化,最后笔者从企
业层面分析探讨在目前金融危机的大背景下这类旅游企业应该在经营策略上有
何转变,认为企业应该通过创新营销模式、开发更多旅游产品、多元化经营、
定国内旅游旅游市场,开拓国际市场、引进旅游人才和建立战略联盟来应对当前
的金融危机。本文将要解决的核心问题是在当前金融危机的背景下,景区型旅游
企业如何通过自身的努力来最大化的弱化金融危机带来的消极影响。本文的研究
结论主要包括:
1.金融危机对景区型旅游企业影响机理。金融危机对景区企业的影响特点基
本可以概括为:按照地域来分,受影响程度大小依次为东部、中部和西部;按市
场分,受影响程度大小依次是国际市场、国内市场和本地市场;按距离分,受影
响程度大小依次是长途和短途;按旅游方式分,受影响程度大小依次是团体旅游
和散客旅游。
2.景区型旅游企业危机管理机制。旅游业所面临的危机不仅包括金融危机还

包括政治危机、自然灾害和传染性疾病等。因此,作为旅游业的核心要素的景区
型旅游企业必须建立一套有效的危机管理机制。危机管理机制是企业在遇到危机
事件时所采取的一整套的计划、行动。危机管理机制具体包括危机预测、处理、
评估等。通过建立景区型旅游企业危机管理机制能够及时发现和识别潜在的或现
实的危机因素,以便采取预防措施,减少危机发生的突然性和意外性。

ABSTRACT
With the continuous development of China's economy and society, tourism has
become the indispensable industry in many provinces after the reform and opening up
and effectively stimulates the local economy in employment, investment,
consumption and so on. Tourism is a highly sensitive but also a greater flexible
industry. In 2009, China's tourism industry faced with both challenges and
opportunities. On the one hand, by the international financial crisis and its structural
contradictions of economy, since the second half of 2008 the consumption is growing
slowly, the consumer lose confidence on economy; On the other hand, the
government timely issued a series policy of stimulating consumption to maintain
growth in economy. These policies would directly or indirectly promote tourism
development.
In this complex environment, how to overcome the difficulties, efficiently conduct
business activities, continually exploit the potential to ensure the company's finance,
asset and earnings having a better level to the complete the enterprise's objectives is
becoming a problem for tourism enterprises.
Tourism enterprises are the material basis to ensure the sustainable development
of tourism that as the main body of the tourism industry, but also a direct sufferer of
the crisis. The academic study of crisis management for the tourism industry can be
summarized into two aspects: First, the basic theory of tourism crisis; others study
crises based on a particular incident and mainly from the macroeconomic perspective.
This paper specifically described the financial crisis and tourism enterprises, the
change of business condition since the financial crisis broke out in 2006 and made a
comparative analysis of the Guilin and Huangshan tourism companies since the crisis
broke out. Finally the author analyzed how to change under this current financial
crisis from the enterprise view, consider that the enterprises should be through
innovating marketing mode, developing more tourism products, diversification, based
on domestic tourism market, exploring the international market, introducing
professionals, establishing strategic alliances to deal with the current financial crisis.
The core issues of this paper are to solve the problem that how to maximize their own
efforts to weaken the negative impact form the financial crisis. This study concluded:

First: The mechanism that financial crisis impact on enterprises of tourist
attractions. The features of impacting degree can basically be summed up as: eastern,
central and west of china from the geographic points; international market, domestic
markets and local markets from marketing points; long-distance and short-distance
from distance points; by travel mode points, group tours and individual travel from
travelling mode.
Second: Crisis management mechanism of enterprises tourist attractions. The
tourism industry faces not only the financial crisis but also political crisis, natural
disasters, and social diseases. Therefore, as the core elements of the tourism industry
the enterprises must establish an effective crisis management mechanism. Crisis
management mechanism is the plans, actions taken by enterprise in the face of crisis.
It includes crisis prediction, processing, evaluation and so forth. Through the
establishment of crisis management mechanism enterprises can detect and identify
potential or actual risk factors to take preventive measures to reduce the crisis, the
sudden and accidental.
