基于人力资本视角的区域经济增长研究-----以义乌为例

摘要
与传统经济增长理论相比，20 世纪 60 年代兴起的人力资本理论和 80 年代
兴起的新增长理论是从内生角度来解释经济增长，分别提出人力资本、技术进步
与知识是经济增长的内在驱动力。针对人力资本对区域经济增长影响的研究，目
前的研究重点主要集中在教育方面，忽视了“干中学”和先天文化的影响。本文
的研究是以人力资本理论和新增长理论为基础，结合义乌经济增长的实际情况，
重点分析创新型区域文化对区域企业家人力资本的培育，探讨人力资本对区域经
济增长的影响和作用机制。
改革开放以前，义乌是全国最落后的贫困县之一，在自然资源非常贫乏、工
业基础极其薄弱的不利条件下，在缺乏中央政府重大投资推动、缺乏吸引外商投
资优势的前提下，依靠敢为人先的制度变革和在创新型区域文化下培育起来的丰
富企业家阶层，取得了经济的高速增长，创造了区域经济增长的奇迹。义乌丰富
的企业家人力资本，通过“干中学”不断产生“溢出效应”，进一步推动经济持
续增长。本文通过分析，指出企业家人力资本是义乌经济增长的主要推动力之一，
而传统文化是造成义乌企业家人力资本非常丰富的关键原因。
本文采用实证分析与规范分析相结合的研究方法，分析人力资本对义乌经济
增长的影响，运用 SPSS，Eviews 等统计和计量分析软件，对义乌知识人力资本
的各项数据进行回归分析、聚类分析和因子分析，得到比较科学合理的结果；然
后通过建立包含人力资本因素的内生经济增长模型，测定各类人力资本对经济增
长的贡献率，提高研究的准确度和可信度。本文的创新之处主要有两个：一是从
内生增长的视角来探讨义乌区域经济增长背后的原始动力；二是从文化的角度出
发，解释义乌经济增长背后企业家人力资本作用和产生机理。
第一章绪论，介绍论文的选题背景和研究意义，接着指出国内外研究现状，
最后提出本文可能创新之处；第二章是对理论基础的介绍和对相关文献的述评，
系统阐述了研究所涉及到的理论——人力资本理论与经济增长理论，这是论文进
行写作的基础，然后对相关文献进行系统的梳理和评价，找出目前研究存在的不
足之处。第三章和第四章是本文的主体部分：第三章是从理论层面分析义乌人力
资本对其经济增长的影响，首先描述了义乌经济增长的历程，然后从文化的角度
来分析义乌人力资本的形成，接着探讨了各类人力资本在义乌经济增长中的作用
和影响机理；第四章是对义乌经济增长与人力资本的实证分析，通过实证研究，
我们能客观了解到人力资本对义乌经济增长起着什么样的作用，作用有多大，探

讨其发展经验。在第四章中，本文建立了一个比较全面的知识人力资本评价体系，
为客观、合理的衡量义乌知识人力资本提供了支撑；同时针对义乌企业家人力资
本的测定，本文充分考虑个体工商户中潜在的企业家人力资本，通过人均产值来
把个体工商户拟合为私营企业家，从而使企业家人力资本的衡量相对来说更加客
观。第五章是对策研究，即本文的政策建议部分，立足义乌经济增长的实际情况、
产业特色和人力资本现状，主要以人力资本投资、人力资本结构、人力资本激励
机制三个方面为突破口，提出相对应的、具有可行性的政策建议。
经济增长方式转变、产业结构优化升级、自主创新能力增强等，主要依靠技
术进步和先进的管理经营理念，而这两者的背后就是知识人力资本和企业家人力
资本。知识人力资本和企业家人力资本在区域经济增长中的地位越来越重要，重
视人力资本的地位和作用，是实现未来义乌经济可持续增长的关键。

ABSTRACT
Compared to the traditional theory of economic growth，
the human capital theory
rised in the 1960s and the new endogenous growth theory rised in 1980s years
explain the economic growth from the inside view, proposed separately the human
capital, technological progress and knowledge of the inner drive for economic
growth. For human capital on regional economic growth studies, current research
focus is primarily on education, neglect of the "learning by doing" and the birth
culture. This study is based on the theory of these two, combined with the actual
situation of economic growth of Yiwu city, focusing on analysis of innovative
regional culture of human capital formation for regional entrepreneurs to nurture,
explore the impact and mechanism of action of the human capital on regional
economic growth.
The reform and opening up previously, Yiwu is our country's most backward
counties, poor in natural resources, extremely weak in industrial,under adverse
conditions, in the absence of the central government invested heavily to promote the
lack of foreign large-scale investment promotion under the premise of relying on
pioneers of institutional change and innovative regional culture cultivated under a rich
class of entrepreneurs has achieved rapid economic growth, the creation of regional
economic growth miracle. Yiwu, a rich entrepreneur human capital, through "learning
by doing" have a "spillover effect" to further promote sustained economic growth.
Papers by empirical analysis, pointing out that the heart of Yiwu, regional economic
growth driven by entrepreneurs, human capital, while the traditional culture is the
result of human capital is very rich entrepreneurs, Yiwu, a key reason.
In this paper, empirical analysis and normative analysis combining research
methods, analysis of human capital on economic growth in Yiwu, the impact of the
use of SPSS, Eviews software, such as statistics and quantitative analysis of regional
human capital of the data, regression analysis, cluster analysis, factor analysis, to be
scientific and reasonable results, through the establishment of model, determination of
various types of human capital contribution rate to economic growth and improve the
accuracy and credibility of the study. There are two main innovations of this article.
First , from the perspective of endogenous growth to explore the original driving force

behind the the regional economic growth in Yiwu ; second, from a cultural point of
view to explain the underlying economic growth in Yiwu, the role of entrepreneur
human capital, and generation mechanism.
The first chapter introduces the background papers and research topics of
significance, followed by a presentation on the status of foreign researchers,
concluded that the possible innovations in this paper; second chapter is the theoretical
basis of the introduction and the relevant literature Review, systematically expounded
the theory of the Institute involved - human capital theory and economic growth
theory, which is the basis of papers to write, and then sort out the relevant literature
and evaluation of the system to identify shortcomings in the current study at. Chapter
III and IV are the main parts of this article. Chapter III analysis the human capital
impact to the economic growth from the theoretical side, first of all, describes the
process of economic growth in Yiwu, and then from the cultural view to analyze
human capital formation, and then discusses the various types of human capital in
economic growth in Yiwu, The role and influence of mechanism; The fourth chapter,
Yiwu economic growth and human capital in empirical analysis, through empirical
research, we can objectively understand that human capital on economic growth in
Yiwu, what kind of role play, role there is much to explore its development experience.
Chapter V are the countermeasures. This is part of the policy recommendations of this
paper, based on the actual economic growth in Yiwu, industry characteristics and
human capital status, mainly from investment in human capital, human capital
structure and incentives in three areas of human capital as a breakthrough made
corresponding with a viable of policy recommendations.

第一章 绪论
第一节 选题背景与研究意义
一、选题背景
自改革开放以来，我国经济增长模式基本上是一种以物质资本投入为主的粗
放型经济增长模式。这种经济增长模式存在两个严重缺陷：一是注重物质资本的
投入，忽视人力资本的培养；二是过分依赖外来技术，自主创新能力低下，无法
掌握核心技术,缺少自主知识产权。世界各国经济发展实践证明：依靠资源或者
依赖引进外来技术，在经济发展初期是可行的，甚至可以说是大部分国家和地区
经济发展过程中一个必经阶段，但从长远来看则是不可行的。要实现经济的长期
增长，就要改变依靠自然资源、技术引进以及物质资本投入增加等传统方法。在
资源有限、环境承载限度等因素制约下，将会出现增长乏力的情况，经济增长将
会停滞。
对于区域经济增长而言，在政府、制度、区位、资源禀赋、文化等多种因素
影响下，不同地区之间经济增长会出现非均衡现象，地区间经济差距日益显现。
从目前的形势来看，在环境压力巨大、资源枯竭的大背景下，以劳动密集型行业
为主的传统产业，由于技术含量低、附加值低，使得一些地区经济增长缺乏后劲，
单纯依靠物质投入维持经济增长是不可取的。
改革开放以来，浙江结合自身实际，积极实行具有创新性的制度变迁，形成
了较为宽松的政策环境，使以块状经济为特色的产业集群和政府引导的专业市场
充分结合，形成“以贸促工”的模式，进而对浙江区域经济形成强大驱动力。浙
江区域经济发展模式的典型代表有：“温州模式”、“义乌模式”、“浙东北模
式”等。
针对浙江区域经济增长的研究，大部分学者主要探讨工业化对区域经济增长
的促进作用，分析了资金、技术的作用，考察地方专业化对经济的带动作用，认
为专业化降低了交易成本，具有明显的集聚效应。尤其是针对发达地市经济增长
的研究，大部分研究成果运用产业集群相关理论，集中探讨专业化分工、专业化
市场、块状经济对区域经济增长产生的集聚作用和带动作用。
义乌的发展是一个特例，在区位优势不明显、工业基础薄弱、外商投资匮乏、
自然资源贫瘠、人才短缺等前提下，创造了区域经济发展的奇迹。2008年义乌实
现地区生产总值493.3亿元，增长12.1%，高出全省平均水平2个百分点，高出全
