汇率变动对产业结构调整的影响研究：兼论目前产业结构调整的两种思路

摘要
关于产业结构调整，当前，主要存在两种思路，前者认为，产业结构调整能
通过市场机制中价格机制的引导而实现结构的完善和优化；后者认为外在环境变
化对产业发展造成的冲击并不能有效的引发产业结构的调整，产业结构的调整应
发挥政府的政策主导作用，如“腾笼换鸟”政策。
从理论角度看，价格机制的实现是建立在完善的市场机制条件下，市场机制
中的不完全信息以及外部性问题导致的市场失灵现象会削弱价格机制对产业结构
调整的影响效果，因此，能否完全依赖价格机制实现产业结构调整，尤其当前，
经济发展受到全球性金融危机的强烈冲击，值得探讨。
“腾笼换鸟”政策，也饱受争议，甚至被视为政府借助胡乱干预经济的典型
表现，但却不能因此而忽视在产业结构调整中政府的政策主导作用。
对于上述两种思路，到底是通过市场机制下自我完善，还是需要借助政府的
政策指导作用，目前，学术界以及政府部门尚存在分歧。
对存在的分歧有很多从不同角度和思路，本文对此展开了初步的研究，考虑
到汇率作为重要的价格工具，选择汇率研究产业结构调整问题，能很好的刻画市
场机制对产业结构调整的影响，其次，自 2005 年人民币汇率制度改革以来，人民
币汇率总体升值幅度较大，达 14.3％，对产业发展造成了剧烈的冲击。综合上述
两方面的原因，选取汇率作为替代市场机制对产业结构调整的影响，具有一定的
合理性。
为了对该问题有一个清晰的回答，首先必须要准确描述汇率变动后产业结构调
整的影响，对该实现过程作详细的梳理，以便进行定量的实证分析。
本文的理论分析是建立在第二章对国内外文献梳理的基础之上，以汇率作为
研究产业结构调整问题的切入点，分析汇率变动对产业结构调整的影响的具体实
现过程以及在该过程中弱化汇率对产业结构调整的影响因素，本文的第三章第二
节为本文的核心部分，分两部分阐述：
（1）汇率变动对产业结构调整影响的实现过程；
（2）在实际经济情况下，汇率能否对产业结构调整起影响作用，考虑其他因
素对过程的影响，包括引入政府因素的影响，如对产业发展中提供的出口补贴等。
实证分析的结果直接涉及到当前对产业结构调整两种思路的争议，若汇率的
影响效果是显著的，则肯定了第一种思路，认为汇率作为市场价格机制的典型代
表，能有效引致产业结构调整；反之，则无法肯定第一种思路，在某种程度上讲，
政府倡导“腾笼换鸟”有一定的合理性，说明当前政府对产业结构调整中的主体
作用不应被忽视。

在研究方法上，采用新的计量方法，克服了类似研究中存在的由于小样本和
非平稳变量，尤其是当变量不同阶时，对实证结果造成的偏差，本文选取汇率替
代市场机制，运用 Bounds 检验和 ARDL 分析方法，实证分析对产业结构调整的影
响，具有一定的实用价值，对浙江省纺织品行业进行结构调整也具有一定的指导
意义。
本文的第四章中，针对 1994～2008 年间浙江省纺织品行业发展情况作系统性
的梳理，包含全省纺织品历年总产值、增长速度、总出口额等，在分章节中，针
对浙江省纺织品行业中三大重点子行业在数据期间内的产值变化、出口变化等情
况进行概述，采用 Moore 结构变化值作为衡量浙江省纺织品行业产业结构变化以
及出口结构变化的指标，通过换算得到产业结构、出口结构的时间序列值，进而
采用 Bounds 检验以及 ARDL 模型进行实证分析，确定汇率变动对浙江省纺织品行
业结构汇调整的实际引导效果。实证发现，在汇率升值背景下，汇率变动、浙江
省纺织品行业产业结构调整之间并不存在长期、稳定的均衡关系，尤其是在模型
中加入了出口结构、出口退税率等指标后，实证结果具有一定的可信度。在汇率
升值条件下，浙江省纺织品行业产业发展问题的解决，依然必须依靠政府行政外
在力量的指导。
本文结论与政策建议部分，针对本文实证分析结果，提出加速实现浙江省纺
织品行业产业结构的调整政策建议。

ABSTRACT
There are two different perspectives on industry structure adjustment in present,the
first perspectives suggest that the industry structure can be self-improvement by market
mechanism;on the contray,the latter perspective insist that in the process we should take
the government’s policy into consider under external environment changes.
Now textile industry has been struggling, the textile industrial restructuring is
unavoidable. the industrial structure adjustment can the economy internal selfimprove
-ment, or it has to be done with the government policy form of guidance, the academic
community still in dispute.
From a theoretical point of view, the realization of the price mechanism is based on
market mechanism,but the incomplete information as well as external problems caused
by the phenomenon of market failure will weak the price mechanism of the effect of the
impact of industrial restructuring, therefore, which can not be totally dependent on the
price mechanism to achieve industrial restructuring, especially after China’s reform of
RMB exchange rate regime in 2005.
"Double swithing" policy are also suffering from the dispute, and even be regarded as
a typical use of indiscriminate intervention in the economy performance, but we can not
ignore the government's the leading role in industrial restructuring.
The study on this subject is divieded into five sections,and the theoretical analysis is
based on section 2.The analysis on the impact of industry structure, which is a
implementation process, is under the conditons of the exchange rate movements, and in
this process,because of some factors, weakening the exchange rate of the industrial
structure adjustment.
In chapter 3, this article concetates on:
(1) the process on the exchange rate impact of structure restructuring ;
(2) illustrate other fators that may reduce the influence in the process and consider the
policy factors,such as the export drawback.
On this basis, drawing on and assimilating new research method,we analyse the
influence of exchange rate to industry structure zhejiang textile industry, then establish
the empirical analysis model,which fully considering the influence of the limited
sample and variable of different order.The result of empirical analysis has certain
practical value of zhejiang textile industry and directive significance.
Empirical analysis is directly related to two different perspectives on industry

structure adjustment.If the impact of exchange rate effect is significant, the first
perspective will be supported,which means that the exchange rate as a typical represent-
ative of the market price mechanism can effectively lead to the industrial structure
adjustment; otherwise, the Government’s leading role in industrial restructuring will be
approved in a certain sense.
In research methods, the new measurement methods have the power to overcome the
problems in similar study of small samples and non-stationary variables.The use of
Bounds tests and ARDL analysis, has a certain practical value, for the restructuring of
textile industry, Zhejiang Province also has a certain significance.
In chapter 4,first we introduce the development of the zhejiang textile industry,
including the ouput,total exports and the growth of the ouput in zhejiang province;
Second,using Moore structure change as a measure of value of zhejiang textile industry
industrial structure change and export structure change, through bounds test and ardl
model,we establish the real effect of the exchange rate movement to zhejiang textile
industry restructuring.
Empirical result reveals that under the background of exchange rate appreciation,
the adjustment of industrial structure is not a long-term and stable equilibrium
relationship, especially in the model of export structure, joined the export tax rebate rate,
the empirical results have certain credibility. In the exchange rate appreciation
conditions, zhejiang textile industry industry development to the solution of the problem,
still must rely on outside force of government administrative guidance.
This conclusion and policy recommendations for this part, the empirical analysis,
zhejiang textile industry, accelerate the adjustment of industrial structure policy
suggestions.

第一章 绪论
第一节 论文选题的背景及意义
一、论文选题的背景
纺织品行业是浙江省的传统行业，拥有悠久的发展历史。浙江省纺织品行业
无论在产业规模还是产业整体效益斗处于全国领先地位，拥有全国最多的纺织品
行业基地，是浙江省经济发展的重要支柱。
自 2005 年汇率改革以来，人民币汇率出现较大波动性，以美元为例，至今总
体升值幅度高达 14.3％。受全球性金融危机的影响以及汇率大幅度升值影响，纺
织品行业发展受到了较大的冲击。目前浙江省近 1/3 的纺织品生产企业现在面临
严重的发展问题，2/3 的企业面临生存问题。随着汇率跌破 7.0 大关，进一步压缩
了纺织品行业的盈利空间，对本身利润空间较为单薄的纺织品行业而言更是雪上
加霜，如今纺织品行业已经举步维艰。
纺织品行业本身属于劳动密集型产业，对资本、技术水平要求较低。浙江省
纺织品生产企业中以中小企业为主，存在低生产效率下的结构性过剩问题，表现
为粗放型的生产模式，高消耗，低产出。目前这种规模小而散，专业化水平低的
产品结构形式已难以适应当前产业全球化的趋势。对于浙江省纺织品行业面临金
融危机以及汇率大幅度升值所受到的冲击，当前纺织品行业产业结构调整势在必
行。
对于产业结构调整，目前主要有两种思路，第一种认为，产业结构调整能通
过市场机制中价格机制的引导而实现结构的完善和优化；第二种认为外在环境变
化对产业发展造成的冲击并不能有效的引发产业结构的调整，产业结构的调整应
发挥政府的政策主导作用，如“腾笼换鸟”政策。
第一种思路的支持者认为，市场经济下，对资源的优化配置是通过价格机制
实现，也就是所谓的“经济系统的自我调节机制”，反对政府借助行政力量干预资
源配置，强调产业结构调整亦是如此，从长期来看，汇率升值的影响能够有效传
递到产业内部各生产企业，通过引导资源、要素的重组或者流动，实现产业内部
的整合，汇率升值对产业的影响能被消化吸收；
持第二种思路的学者认为，通过市场机制实现对产业结构的调整，这种有效
性的调节作用，具有一定的盲目性，往往会造成资源的大量浪费。在当前汇率大
幅升值背景下，受汇率升值影响的产业，借助政府的外在力量指导产业结构调整
