农村中小学财务管理问题初探
摘 要
农村中小学教育发展状况与农村经济、社会发展问题的解决息息相关。而农村中小
学校的财务管理工作又是学校工作的重要组成部分，也是国家财政工作的一个有机组成
部分。近年来，农村中小学财务管理状况虽然有了显著改善，但农村中小学在财务管理
过程中存在着财务会计规章制度和管理上的诸多问题。经费投入的不足，管理体制的缺
陷，造成了农村中小学财务管理问题上的混乱。本文根据存在问题的现状，进行成因分
析以利于找出解决问题的办法和措施，提出了加强农村中小学财务管理的一些建议，如
政府应加大教育经费的投入，各级政府、领导要提高对财务管理的意识，完善各种管理
体制及财务规章制度，提高财务管理人员的素质等等，进一步提高农村中小学的自我发
展能力。这些问题都已是农村中小学校急需要解决的重要课题。

the importance constitute part, is also one that the national public finance works is organic to
constitute part.In recent years, although the finance management of the village primary and
junior high school condition showed a improvement,the village primary and junior high
s c h o o l e x i s t f i n a n c e a n a c c o u n t a n c y r e g u l a t i o n s y s t e m a n d m a n a g e m e n t i n t h e f i n a n c e t h e
management the process up of many problems.The shortage of[with] budget devotion, the
b l e m i s h o f m a n a g e m e n t s y s t e m , r e s u l t ed i n v i l l a g e p r i m a r y a n d j u n io r h i g h s c h o o l f i na n c e
management problem of confusion.This text according to existence the present condition
of[with] problem, carry on because of analysis for the convenience of in find out problem-
solving way and measure, put forward strengthening village primary and junior high school
f i n a n c e a m a n a g e m e n t o f s o m e s u g g e s t i o n s , s u c h a s g o v e r n m e n t s h o u l d t h e d e v o t i o n o f
enlargement education budget, all levels government, lead and raise the consciousness, various
perfect management system and finance regulation which manages to the finance system, the
e x a l t a t i o n f i n a n c e m a n a g e r ' s c h a r a c t e r e t c . , i m p r o v e t h e d e v e l o p m e n t a b i l i t y o f t h e e g o o f
village primary and junior high school further.All of these problems is already village primary
and junior high school the school need resolve urgently and of important topic.
