群立集团的人力资源发展战略研究

在21世纪的知识经济时代中,IT产业是知识经济时代的战略性产业,是高新技术产业的主体和新
生产力的代表,在经济全球化和信息网络化加速发展的新形势下,IT产业竞争力构成的核心是IT产业
人才。当人力资源变得对组织成功越来越重要时,许多企业认识到正是企业中的人提供了竞争优势。
人的独特性、不可替代性和不可模仿性决定了人力资源是构成企业核心竞争力的关键性战略资源。战
略管理和人力资源管理是企业管理的两大核心内容。战略性人力资源管理是二者的有机结合的产物,
是将传统的人事管理和人力资源管理提升到战略的高度。当前,人力资源战略已经成为企业总体发展
战略中的核心组成部分。
本文根据群立集团近几年的发展,结合IT市场的状况和发展趋势,通过人力资源管理和战略管理
的相关理论,采用SWOT方法对群立集团的发展现状与该集团的人力资源进行分析,并对该集团的人
力资源管理给出了分阶段的战略规划。最后给出了在实施该集团的人力资源战略时的原则、实施要点
与实施建议。

Abstract
I n t h e 2 1 c e n t u r y , t h e e r a o f k n o w l e d g e e c o n o m y , t h e I T i n d u s t r y i s t h e a g e o f t h e k n o w l e d g e
economy's strategic industry, is the main body of the high-tech industry and the representative of the new
productive forces, in the economic globalization and the accelerated development of information network,
under the new situation of the IT industry competitive power of that is the core of IT industry talents. When
human resources become more and more important to organizational success, many enterprises to realize
tha t th e e n t e r p r ise offe r s a c o m p e titive advantage. One of t he un i q u e n e s s, i r replaceable and an imit atio n
decided the human resources constitute the core competitiveness of enterprises key strategic resources.
Strategic management and human resource management is the enterprise management of the two core
content. Strategic human resource management is the organic combination of the product, is the will of the
traditional personnel management and human resource management ?
According to the group of the development of the company in recent years made, combined with the IT
m a r k e t s i t u a t i o n a n d t h e d e v e l o p m e n t t r e n d , t h r o u g h t h e h u m a n r e s o u r c e s m a n a g e m e n t a n d s t r a t e g i c
m a n a g e m e n t r e l a t e d t h e o r y , u s i n g S W O T m e t h o d t o m a k e t h e g r o u p o f t h e c u r r e n t s i t u a t i o n o f t h e
development and the group's human resources are analyzed, and the group's human resources management
gives points stage of the strategic planning. Finally the implementation of the group are given the strategy
of human resources, the key points of the principle and implementation suggestion.
