摘要
地区经济发展差异是区域发展过程中的一种普遍现象，浙江虽然属于我国东
部沿海的发达省份，改革开放以来经济建设取得了巨大成就，但同样存在内部各
区域之间的经济发展差异问题，其内部差异的扩大将影响全省经济快速持久发展，
也将成为浙江省社会稳定与和谐的重要障碍。而要制定区域经济协调发展的对策
和措施就必须要对地区经济发展差异问题有个全面而系统的了解，在此基础上才
能够让政策变得更为合理和有效。因此认清浙江省经济发展差异的变动过程，了
解全省地区经济发展差异的构成及其变化特点，并找出差异产生的原因，对促进
浙江省区域经济协调发展，进一步提升全省经济发展的整体水平，增强全省经济
发展的后劲都具有重要的意义。
在这种背景下，本文以浙江省地区经济发展差异为主线，应用定性与定量相
结合的分析方法，对全省地区经济发展差异的时空指标进行了测度，随后对指标
的变化情况作出了原因分析，并在此基础上，提出了调控浙江省地区经济发展差
异的政策建议。本文的创新之处主要有以下两点：在理论上，对浙江省地区经济
发展差异做系统研究，在前人研究的基础上，对浙江省地区经济发展差异的构成、
动态变化，形成差异的原因及缩小差异的对策措施进行系统的梳理；在方法上，
现有文献对浙江省地区经济发展差异的影响因素多只进行了定性分析，本文进行
定量分析，并建立了面板模型；其次还构建了能全面反映地区经济发展差异的时
空指标和利用主成分分析法为主的综合指标体系。
通过研究得出了以下主要结论：
一、通过时序指标的测算，发现从 1991 年到 2007 年，浙江省 11 个行政区域
人均 GDP 不论是绝对差异还是相对差异都表现出“波浪式”扩大的趋势；且威廉姆
逊倒“U”型假说在浙江省目前的发展趋势中并不能成立。
二、通过泰尔指数的测算，发现全省的泰尔指数呈现出先下降后上升的格局。
浙江省地区经济发展差异的主要构成部分是浙东北与浙西南之间的差异，然而这
一差异正在随着浙西南内部地市温州、台州、金华的快速发展而变小。由于区域
间的差异在缩小，所以浙江省整体差异的扩大主要还是因为浙西南内部地区经济
发展差异在不断扩大，为了全面准确地反映浙西南地区的发展差异，本文利用主
成分分析法，建立了浙西南地区经济发展差异的综合评价指标体系。
三、浙江省区域经济发展差异形成的原因是复杂多元的，既有一般性的影响
因素，如地理区位因素、区域发展策略因素、开放度因素、产业结构因素。也有

浙江省所特有的影响因素，如块状经济与专业市场因素、企业家精神与企业家因
素。通过面板模型对比分析可知，在各地具有企业家精神的企业家主导下发展起
来的“块状经济+专业市场”的模式对浙江省地区经济发展差异具有明显的解释作
用。
最后，本文为了调控全省的经济发展差异，在借鉴西方发达国家的做法基础
之上，提出了五方面的对策：建立落后县市与发达县市之间的合作交流机制。把
发达地区与落后地区协作的市县固定下来，长期合作，最终达到共同富裕；建立
区域经济的管理机构及监测系统；加速衢州、丽水等城市的区域中心城市培育，
通过其优越的市场空间结构对产业配置结构产生巨大的辐射力，实现“浙西南部崛
起”，带动浙江西南山区开发；提升企业家能力、提高创新质量；利用比较优势，
建立特色产业区。

ABSTRACT
Disparity of regional economic development is a common phenomenon during
regional economy developing. Although Zhejiang Province is a developed province in
the east coast of our country ,having made enormous achievement in economic
construction since reform and opening-up, its within region also have disparity of
economic development. The expanding disparity will influence the economy of the
whole province to develop enduringly fast, will become an important obstacle in social
stability and harmonious of Zhejiang province.To make countermeasure and measure
of coordinated development of the regional economy，we must have an overall and
systematic understanding to the disparity question of the regional economy. On this
basis can let the policy become more rational and more valid. So seeing clearly the
change course of the regional disparitye in Zhejiang province, understanding the
composition of the disparitye of regional economy of the whole province and change
the characteristic,finding out the reason why the disparitye produces can help promote
the regional economy of Zhejiang Province to develop in harmony, further promote the
integral level of economic development of the whole province.The stamina of
strengthening economic development of the whole province has important meanings.
Under this kind of background, this papte takes disparity of regional economic
development of Zhejiang Province as the thread, combine properties and quantization
anlytical method together , estimate the whole province regional economy space-time
index ofdisparity, has made reason analysis to the change of the index subsequently,
and on this basis, have put forward the policy recommendations of adjusting and
controlling the disparity. The innovation herein mainly has the following two points: In
theory, make the system to study to the disparity of regional economy of Zhejiang
Province. Carry on systematic combing the composition to the disparity of regional
economy of Zhejiang Province,dynamic change,reason for forming the disparity,
narrow the disparity countermeasure measure; On the method, Construct the
space-time that can reflect the regional economy disparity in an all-round way index,
Utilize the main composition analytic approach to be the overall target system of the
main fact. Subsequently, utilize the panel model to compare and analyse the main
factor of the disparity of regional economy of Zhejiang Province.
We have the following main conclusion through study:
1.Through the calculating of time sequence index, from 1991 to 2007, Zhejiang

Province 11 administrative division per capita GDP ,no matter absolute disparity or
relativedisparity ,both demonstrate the extended situation of " wave mode "; William
modest’pour " U " type hypothesis untenable among Zhejiang Province present
development trend.
2. Through the calculating of Theil index, the whole province demonstrates the
pattern of rising after dropping. The disparity during northeast and southwest of
Zhejiang is the main component part .but with southwest internal districts -Wenzhou,
Taizhou, Jinhua ,fast developmenting ,this disparity is diminished. This text utilizes the
main composition analytic approach, compare synthetically 5 urban areas,33 counties
of Southwest of Zhejiang.
3. The reason of disparity of regional economic development of Zhejiang is
complicated and plural. there is a general influence factor such as geography-position、
regional development tactics、
opening；there is a peculiar influence factor too, such as
blocky economy and professional market 、spirit of entrepreneurship and
entrepreneur .through the panel model’s contrast, under the leading of entrepreneur
with spirit of entrepreneurship, the mode of “blocky economy and professional
market” have obvious explanation to disparity of regional economic development of
Zhejiang.
Finally, in order to adjust and control the disparity of economic development of
the whole province, in drawing lessons from the method foundation of the western
developed country, have proposed the countermeasures of five respects: Set up the
coooperation and exchange between undeveloped counties and developed
counties ,through long-term cooperation, reach the common prosperity finally; Set up
regional economy management organizations and monitoring systems; Accelerate
fostering in the regional core city of Quzhou, Lishui,etc,drive the southwest mountain
area development in Zhejiang; Promote entrepreneur's ability, improve innovative
quality; Utilize the comparative advantage, set up the characteristic industry area.

第1章绪论
1.1 选题背景与意义
地区经济发展差异是一个全球性的国际化问题，世界各国在经济发展过程中
都面临着发展不平衡的困扰。为了解决事实上存在的地区之间经济发展水平不平
等现象，提高整个国家及全球的经济发展水平，落后地区的经济发展就成为各国
与有关国际组织长久以来关注的重要问题之一，也是区域经济学研究的主要内容
之一。作为世界上最大的发展中国家，中国的经济增长问题显得尤为迫切，其所
面临的地区经济发展差异问题也更严重。
省内的地区经济发展差异研究是之所以是经济发展差异研究的一个重点，是
因为在中国不仅存在东部、中部、西部地带之间、地区间的经济发展差异，在一
省之内的经济发展差异也非常显著，一些省份内的差异程度甚至大于三大地带之
间的差异。
2007年，浙江省国内生产总值达到了18780.44亿元，占全国GDP总量的7.5%，
居全国第四位，人均GDP37128元，比全国人均GDP高出18194元，居全国第四位，
十五期间年均增长13.1%，比全国同期高3个百分点；人均GDP年均增长11.8%，高
出全国3.5个百分点。但在总体实力日益增强的趋势下，浙江省内的区域经济发展
却不平衡，从两大区域来看，2007年人均国内生产总值浙东北①为46973元，高出
全省平均水平26个百分点；浙西南为25653元，比全省平均水平要低31个百分点，
与浙东北相差21320元。从两大区域内的地市比较看，差距还要大一些，2007年杭
州市人均国内生产总值达到61313元，而丽水市人均只有18644元，前者是后者的
3.29倍。再从县域经济来看，三个国家级贫困县(泰顺、文成、景宁)和5个省级贫困
县(永嘉、武义、云和、磐安和青田)都集中在浙西南地区。②
以上事实与数据表明，浙江省内部浙东北与浙西南之间差异非常明显。因此
对浙江省内地区经济发展差异的研究是十分必要的。通过对省内地区经济发展差
异的合理测度，可以评价以往区域经济政策的得失，为省域内部地区经济发展差
异的度量、制定科学的发展战略、统筹区域经济协调发展提供更加可靠的依据。
近阶段，浙江省委省政府制定“山海协作工程”、加快建设“平安浙江”战略，
不断从人力、财力和政策上向省内欠发达内陆地区、海岛地区倾斜，主要目的是
①按照浙江省统计局对浙江经济区域的划分标准，杭州、宁波、嘉兴、湖州、绍兴、舟山为浙东北经济区；温
州、台州、金华、丽水、衢州为浙西南经济区，本文遵循这一划分方法。
