摘要

自由贸易园区作为与东道国其他地区相隔离的，拥有一定独立空间的特殊经

济区域，是东道国政府为实现特定的经济目的和政治需要，运用特殊的经济政策

而设立的。近年来，世界各地的自由贸易园区发展势头迅猛并成为世界经济发展

的一个重要趋势，这主要得益于国际经济全球化和区域经济一体化带来的国际贸

易规模突飞猛进的发展。就目前而言，世界各地的自由贸易园区已然成为东道国

不断吸引境外投资、促进区域经济协调发展、扩大对外贸易规模的利器，在国际

经济舞台上发挥着越来越重要的作用。

为稳步推进对外贸易健康、平稳和可持续发展，满足国家对外开放水平的不

断深入、国际经贸往来不断增多和国际经济合作不断加强的需要，我国参考国际

自由贸易园区的成功经验，自 2005 年设立第一家保税港区——上海洋山保税港区

至今，已先后设立了 14 家保税港区。我国的保税港区历经 8年的建设和发展，在

推动对外开放，促进对外贸易、积极吸引外来资本和国际先进技术等方面发挥着

不可替代的作用。本文立足于张家港保税港区建设开发的大背景，结合张家港保

税港区的发展现状和存在问题，在实践性和可操作性方面具备积极的意义。作为

改革最前沿的长三角地区和苏锡常地区综合配套改革实验区，张家港保税港区怎

样呼应经济全球化、区域经济一体化以及国家发展战略的调整，发展成为与国际

接轨的，真正实现区内贸易自由化的自由贸易园区，是亟待需要研究和解决的问

题，有必要把它作为一个具有重要研究价值的热点问题来进行研究。

本文在重点论述自由贸易园区基础上，首先对保税港区与自由贸易园区各方

面的差异进行比较，然后结合自由贸易园区的特性，对张家港保税港区具备转型

为自由贸易园区的必要性进行阐述，并对张家港保税港区当前的基础条件、政策

条件以及国际贸易竞争力进行逐一剖析，从而为张家港保税港区的转型的可行性

提供了实践依据。

本文采取逻辑上逐步深入的论述方式。文章的基本脉络是：首先对保税港区

与自由贸易园区的概念与功能进行了介绍，从而对保税港区与自由贸易港区的异

同进行对比，并列举亚洲主要自由贸易园区的发展情况，以期对我国保税港区的

发展提供借鉴；然后着重介绍张家港保税港区的发展概况，根据其实际情况重点

分析了张家港保税港区转型为自由贸易园区的必要性和可行性，进而提出发展自

由贸易园区的几大建议措施和实施步骤。

ABSTRACT

As a special economic zone which has independent space and isolated from other

regions of the host country, the free trade zone is established by the host government

which use special economic policies and to achieve special economic purpose and

political goals. In recent years, due to the rapid development of international economic

globalization and the world economic integration, free trade zone all over the world

development rapidly and become an important trend of world economic development.

As far as current circumstances, free trade zone all over the world has become a positive

power to attract foreign investment, promote regional economic-coordinated

development and expand the scale of foreign trade, which plays an increasingly

important role in the international economic stage.

In order to promote the development of international trade healthily, stably and

sustainably, and to meet the increasing the need of open up in our country, 14 bonded

ports have been established since the first bonded port─Shanghai Yangshan Bonded

Port was established in 2005. After 8 years’ construction and development, bonded port

area are playing an irreplaceable role in promoting the opening up and foreign trade,

attracting foreign capital actively and advanced technology. This thesis, which based on

the background of the construction and development of Zhangjiagang Bonded Port has

a positive significance in practice and operate. It combines the development situation

with the existing problems of bonded port. As the forefront of reform of the Yangtze

River Delta Region and Suzhou, Wuxi and Changzhou comprehensive reform

experimental zone, how to accommodate economic globalization, and regional

economic integration, as well as to adjust the national development strategy and to

realize an intra-regional trade liberalization of the free Trade Zone, is became a serious

problem for Zhangjiagang Bonded Port to resolve. it is necessary to study it as an

important research value of the hot issues. So it is necessary to study it as a hot issue

which has important research value.

On basis of discuss the Free Trade Zone, this thesis compares difference between

bonded port and Free Trade Zone, then combines with the characteristics of the Free

Trade Zone, points out the necessity of Zhangjiagang Bonded Port transformed into a

free trade zone. In the end, this thesis analyses the conditions of infrastructure and

policies, as well as the competitiveness of international trade. All of these can provide

practical basis for the feasibility of the transformation of Zhangjiagang Bonded Port.

This thesis takes a way of logically progressive to discuss the argument. First, it

presents the basic conception of Bonded Port and Free Trade Zone and compares the

similarities and differences between them. secondly, in order to provide reference for

Bonded Port of our country, it lists the development situation of some Asian Free Trade

Zone. And then, focuses on the overview of the development of the Zhangjiagang

Bonded Port according to the actual situation, and analyses the necessity and feasibility

of the transition to Free Trade Zone. In the end, it proposes several proposed measures

and implementation procedures.

第一章绪论

1.1 研究的背景和意义

作为世界不同类型特殊经济区域的典型代表，自由贸易园区（Free Trade Zone）

是各个国家平等参与国际竞争的重要机制，同时也是各个国家分享经济全球化利

益重要平台，更是推进国际贸易自由化和跨国投资便利化的最有效工具。国际金

融危机爆发后，自由贸易园区在抵制贸易保护主义、促进世界物流业发展、调整

各国产业结构等方面发挥着更加不可估量的作用，是世界各个国家和地区创新经

济政策、加强引进外资、拓展对外贸易以削弱金融危机带来的不良影响，推进本

国经济持续健康发展，实现既定经济目标而普遍采用的方法。

在我国，参照境外自由贸易园区而设立的各种类型的过渡性海关特殊监管区

域共有 100 余个，它们覆盖了全国 25 个省市，包括各类型的保税区、出口加工区、

保税物流园区、综合保税区和保税港区

。可以说，我国的海关特殊监管区域作为

接轨国际通行的自由贸易园区的过渡性区域，在促进我国物流运输效率的提高和

出口加工业的发展方面发挥着不可替代的作用。同时作为我国对外开放的窗口和

最前沿阵地，在加快各个建区地及其腹地经济增长方式的转变，承接国际产业向

区内的转移方面也扮演着先行者的角色。保税港区作为最为开放的海关特殊监管

区域，显然具备以上特点，并且具有其自身更加有吸引力的优势。

回顾改革开放以来的历史，可以发现包括保税港区在内的我国海关特殊监管

区域，就我国自身的纵向比较，已经有了长足的发展，取得了显著的成效。且这

种发展不管是量上的发展，更是质上的发展。但是与国际接轨的自由贸易园区相

比，不论是贸易开放度还是投资便利化，我国还有相当大的差距。我国海关特殊

监管区域自建区以来力图实现的最终目标就是与国际接轨的自由贸易园区，因此

可以说，包括保税港区在内的海关特殊监管区域，其发展不但有利于促进我国经

济结构的调整，更有利于物流产业格局的优化和腹地经济的长足发展。

本文立足于张家港保税港区开发建设的大背景，将张家港保税港区发展现状

与存在问题相结合进行论述，具备了与时俱进的特征和一定的时代意义。我国改

革开放至今几十年的时间内，海关特殊监管区域发展迅猛，势头不可小觑，当前

世界经济一体化的加速发展、国际分工更加深入和广泛，全球经济关联度不断增

强，这更加促使我国各个港口提高建设速度，扩大发展规模。这是因为港口已经

成为衡量区域经济竞争力的关键因素，在相关联的区域起到的重要作用日益明显。
