ABSTRACT
Internationalization of higher education has been a developing trend in the
worldwide. International cooperative education has become the important content of
higher education service trading. Most countries have relatively taken measures in this
field. After our successfully entering WTO, more and more foreign higher education
has been trying for entering into our higher education service market. Among them,
business existence-formed higher education service trading has been mounted up
continually. Sino-foreign cooperative higher education (SFCHE) institutions and items
come forth in these years. At the same time, quality of Sino-foreign cooperative higher
education got attention of all circles.
In this dissertation, firstly, the author defines some concepts of SFCHE. The
author also analyzes the quality status of SFCHE, brings forward some kinds of
problems and causes. Then the author introduces the measures of ensuring the quality
of cooperative higher education in other countries. The purpose is to learn the
successful experience and improve the quality of SFCHE. Next the author discusses
the other countries in the field of ensuring the quality of cooperative higher education.
The object is Malaysia which is the important education importing country. The
dissertation discusses the domestic in the field of ensuring the quality of cooperative
higher education, introduces two cooperative colleges in details in Shanghai. Finally,
the author put forward the construction of ensuring the quality of SFCHE. The external
quality managing measures are to establish and improve laws and regulations of
ensuring the quality of SFCHE, be strict with examination and assessment, to
strengthen multi-sectional coordination, to establish of an advisory and information
service system, concerning foreign supervising system, outer quality evaluating system.
The internal quality managing measures are to set up correct educational quality
ideology, establish the characteristic of their own, choose the eligible students, build
good teaching personals, to select and educational achievements, to establish and
improve the internal self-monitoring system and enhance the management of the
students.
