摘 要
我国的传统中医药有着十分悠久的医学治疗实践历史,它曾挽救过无数的生
命,它是奠基于和西医完全不同的东方哲学文化基础上的医疗体系和思维。在面
对知识经济全球化的今天,具备东方哲学文化和资源后发优势的中药业必须发展
壮大走出国门,创建可持续发展的国际中药名牌,并同具备资本、管理和研发优
势的跨国医药企业同等发展和繁荣。
中药业的可持续发展涉及到整个行业的各个方面,从人才教育体系、诊疗体
系的规范化再到资源、研发、生产和营销的国际标准化。本文想要探讨的是中药
业,尤其是中药工业可持续发展的一些关键性要素:资源、生产、营销、研发、
战略和文化;透过诸要素对国内中药市场和政策以及国际进出口市场进行分析,
得出中药业具备政策、资源和文化优势的结论。
中药业可持续发展战略涉及到中药现代化和国际化等多种方式方法,既有同
仁堂式坚决保持传统的国际化,也有天士力紧跟西方现代化式的国际化,从战略
角度来看都是根据资源整合而各有得失的;而中药业的可持续发展必然是多种体
制、多种方式综合竞争实力的行业整体发展。
本文通过对中药业现状和面临的机遇和挑战进行分析,并根据要素可持续发
展理论和 AHP 分层分析法对上海中药工业(制药)可持续发展的调研结果进行了
6要素 36 项指标的具体分析,得出了上海中药制药工业整体相对仍处于可持续发
展的一般阶段,通过分析看到整体对研发、战略和文化的相对非重视,继而导致
行业整体可持续发展素质的徘徊。
针对诸多因素和现状,本文最后从国家和企业可持续发展战略的不同角度,
提出了加速完善中医基础理论研究和应用研究;增大对中医药事业的资金投入
度;加快制定各种中医药的相关政策和法律法规,尤其要加强对中草药资源和中
医药知识产权的强制保护,提高中草药出口的标准和限制中草药出口;提高对研
发、战略和品牌文化的认识;提高对中草药资源的保护意识,建立绿色中药的观
念;建立全球化战略、中药现代化战略和信息化战略等等。真诚地希望这些关键
而中肯的建议和对策能够对我国中药业可持续发展和中药产业的腾飞有所助益。

ABSTRACT
Our traditional chinese medicine has a long history of curing and helping people. It had
saved more and more people’s lives but it’s so different between eastern with western at
medicine system of philosophy and culture. With the developing of the knowledge
economy chinese traditional medicine has the advantage of the eastern philosophy
culture and resources and it must be developed and built international famous brand
medicines. it should be developing and thriving with the international companies which
are strong in capital management and R&D.
Sustainable development of chinese traditional medicine is related to all hand of the
chinese medicine industry. We try to analyse and study about the key point of: resources
production, marketing investigation, strategy and enterprise culture through internal
policy and international trade market then draw a conclusion about chinese traditional
medicine recently that has the power advantages of internal policy, resources,
international environment and the medicine culture.
It leads to a bad result that a mass of chinese herbal medicine resources had been wasted
becouse of lack to enact and improve rules and regulations about the chinese medicine
trade although we have better resources advantage of chinese medicine.
Traditional chinese medicine has various ways and modes to achieve modernization and
internationalization. It has the traditional mode as Tongrentang company or follows
west modern technology mode as Tianshili company or the third and the other else ways
either. It had a lot of successful and unsuccessful point of sustainable development
strategy view. Thereby, the sustainable development of chinese traditional medicine
trade must have one or various modes and ways.
According to the essential sustainable development theory and Analysis Hierarchy
Process (AHP). we had researched Shanghai traditional chinese medicine industry and
analysed six esentials inclueing thirty-six index points such as resources, product,
marketing, research, strategy and enterprise culture. The results had been shown that it
was in the common status of the sustainable development phases about Shanghai
chinese traditional medicine industry (pharmacy). The major reason was that the
essentials of R&D, strategy and culture weren’t considered as important as the other
essentials so it was lied in the common status of the sustainable development phases
about Shanghai chinese traditional medicine industry (pharmacy).
As a consequence of above all our traditional chinese medicine trade has strength and
opportunity such as our herbal medicine resources, our traditional medicine thought and
human resources etc either. At the same time, it has weakness and threat too. Thereby,
we must do more things to develop and build international famous brand medicines. It
has to be created international famous brand with continually developing and it should
be developing and thriving together with the international companies which are strong
in capital, management and R&D.
Some of the most important things currently is to integrate resources of chinese herbal
medicine and human, build chinese traditional medicine internationalization
standardization, swell chinese traditional medicine intellectual property protection,
develop large chinese traditional medicine enterprises to create international famous
brand with continually developing.
