摘要
就业问题，关系改革发展稳定的大局和国家的长治久安。中国政府历来高度
重视就业工作，视其为民生之本，安国之策。政府就业服务作为政府干预和调节
劳动力市场的重要方式和手段，可以很好地弥补劳动力市场机制的不足。然而，
政府较多地从维护社会稳定的角度来推进就业制度改革,结果是过于重视与强调
政府在促进就业尤其是促进失业下岗人员以及弱势群体就业方面的努力,这样既
影响了劳动力市场配置劳动力资源的基础性作用,从根本上不利于促进扩大就业,
而且可能导致忽视了从源头上解决就业问题,即通过有效培育高素质劳动力不断
促进经济发展以及通过经济发展有效创造就业岗位,也在相当程度上造成了一些
弱势群体劳动力过于依赖政府的痼疾，不利于人的发展，最终不利于社会的发展。
作为理想化的就业制度改革,一方面，政府对于弱势就业群体有必要发挥政
府就业托底的作用；另一方面，需要树立以不断提升劳动者的综合素质作为经济、
社会发展的最终推动力的发展性就业观。人在生存基础上的发展，才会使人的生
活没有虚度，不是漫无目的；才会使社会欣欣向荣，和谐共处；才会使人类日益
高尚起来，使人类日益摆脱自然界的强制，日益独立和主动。
马克思主义为我们提供了科学的世界观和方法论。世界观是研究中国问题的
出发点和指南，方法论是作为解决中国实际问题的思维规律的方法。马克思主义
人学坚持以人为本的价值理念，坚持人的发展的目标走向，是马克思主义中国化
的最新的具体的理论成果。
我国的政府就业服务必要坚持马克思主义的世界观和方法论，以马克思主义
中国化的具体理论为指导。这样才能在未来的发展过程中实现政府就业服务的理
论创新、服务模式的合理化，真正地解决就业问题。
马克思主义是关于人类解放道路的世界观在于马克思主义从一开始就把人
类的解放程度作为社会进步的根本标尺。以人为本是马克思主义世界观的核心思
想，与人民群众创造历史的唯物史观是内在统一的。因此政府就业服务价值观应
充分体现对人的尊重，做到以人为本，并通过有效的途径达到内化于情感，也就
是决定“好与坏”的标准。这关系到一定历史时期群体共同的理想和信念。以人
为本的科学发展观以社会发展的客观必然性为基础，进一步深化了我们党对社会
主义现代化建设规律的认识，又以人为经济与社会发展的核心，将人的全面发展
视为发展的根本目的和标志，体现了科学维度与价值维度的内在统一。以人为本
的科学发展观突出强调了人的发展，为我国推行政府就业服务奠定思考问题的方

法论和具体行为的价值观念。
马克思主义人学关于人的发展过程的论述告诉我们：人的发展是以现实的个
人为出发点，以每个人的自由自觉的活动为动力来满足自身的各种不同需要，最
终达到人的全面而自由的发展的历史过程。这为我国具体的的政府就业服务行为
指出了一条康庄大道、描绘了一幅清晰的实现图景。
总之，马克思主义人学为我国的政府就业服务提供了以人为本的价值观定位
和人的发展的具体实现路径，为未来的政府就业服务铺平了道路。未来就业服务
有必要在强调经济发展创造就业岗位,实现经济发展与扩大就业良性互动的基础
上,真正确保优先发展和不断提升劳动者的人力资本水平。为此，我们根据马克
思主义关于人的发展是人的本性（自然性、精神性、社会性）的发展的观点提出
未来改革的导向性建议，并且认为在具体的服务过程中，马克思主义人学要求政
府就业服务的服务理念人本化和服务内容个性化的人性化的服务方式。

ABSTRACT
Employment concerns the overall situation of reform, development and
stability and the country's long-term stability.The Chinese government has always
attached great importance to employment by treating it as the essential part of people's
livelihood and the strategy of underlying the nation. Being the important means of
government intervening and regulating the labor market,the govemment employment
services can cover the shortage of the mechanisms of labor market well.However, the
Government advances the employment system reform mainly from the perspective of
maintaining social stability.As a result,too much attention and emphasis is put on the
Government in promoting employment, especially for the unemployed laid-off
workers and vulnerable groups. This will not only affect the basic role of the labor
market allocation of labor resources, fundamentally not conducive to expanding
employment, and may lead to the neglect of solving the employment problem from
the source ,that is ,through the cultivation of high-quality workforce to advance the
constant economic development and through economic development to create jobs. To
a considerable extent, this results in some vulnerable groups putting too much reliance
on government inherent in the labor force. It is not conducive to human development,
and ultimately not conducive to social development.
As idealized reform of employment system. On the one hand, for the vulnerable
employment groups,it is necessary for the Government to play a backing to the role of
government employment. On the other hand, it needs to foster the development
concept of taking continuous upgrading the overall quality of workers as the ultimate
economic and social development driving force .Only people's development on the
basis of existance can make people's livelihood not wasted, not aimless; will make the
community thrive and prosper, people live in harmony;and will make humanity
together increasingly noble, Growing out of a mandatory nature, increasing
independence and initiative.
Marxism provides us with a scientific world outlook and methodology. World
view is the starting point and guidelines to study China's problems . Methodology is
a way of thinking law to solve practical problems in China. Human studies of
Marxism adhere to people-oriented values and towards the objectives of human
development They are The latest and specific theoretical achievements of Marxism in
China.
It is necessary for our government employment service to adhere to the Marxist

world outlook and methodology and take the specific theoretical achievements of
Marxism in China as guidance.Only in this way can the government employment
service in the future development process realize Theoretical Innovation,
rationalization of service model and truly solving the employment.
Marxism, which is on the view of the world of the road of human liberation,is
determined that Marxism looks on the extent of human liberation as a fundamental
yardstick of social progress. People-oriented theiry is the core idea of the Marxist
world outlook,and is the inherent unity with historical materialism's view of masses
making history.So, The Government Employment Service Values should fully
demonstrate their respect for human beings and be people-oriented.It must achieve the
internalization in the emotion through effective way,that is, the standard of decision
about "good or bad" . This is related to the common ideals and beliefs of groups in a
certain historical period. People-centered scientific concept of development which is
based on the objective necessity of social development , further deepening our party's
understanding of the laws of socialist modernization construction, and takes people as
the core of economic and social development,looking on the all-round human
development as the fundamental purpose and logo of development, reflects the
scientific dimension and value dimension's inherent unity. People-centered scientific
concept of development highlighting human development, lays the methodology of
thinking and the values of specific acts for China's implementation of government
employment services.
Human studies of Marxism whose discussion of the process of human
development tells us: Human Development takes real individual as a starting point,
each person's free and conscious activity as the driving force to meet the diverse needs
of its own,and ultimately achieve the historical process of human's all-round and free
development.This pointes out a broad road and paints a clear picture of reality for
China's specific acts of the government employment service .
Anyway, Human studies of Marxism provides a people-centered values and
the specific path of realization of human development for the country's Government
employment services and paves the way for the future government employment
services. The future government employment services has to ensure genuine priority
to the development and continuous upgrading of the level of human capital of workers
on the basis of emphasis on economic development creating jobs and achieving
economic development expanding benign employment interaction.

Thence,we make directional recommendations for future reform that human
development is human nature's(natural sexual, spiritual, social) development
according to the viewpoint of Marxism and believe in the specific service process,that
Human studies of Marxism requeir that Government's employment services' concept
must use people-oriented and personalized approach.
