ABSTRACT
Since the 90s of 20th century, global economic competition emphasis has shifted
from goods trade to service trade, which has developed prosperously and become a
major bright spot as the world's fastest growing economy. China has seized the
opportunity of the world's first transfer of industry (manufacturing) and become the
world's manufacturing center, making China's economy has maintained rapid and
healthy development for 30 years. However, China has paid a heavy price for the
reputation of "world's manufacturing center", wasting huge resources, polluting the
environment, etc.
At present, the development of IT service outsourcing industry has become an
important trend, IT service outsourcing industry is an important component of modern
high-end service industry, which has a character of carrying high added value, low
resource consumption, little environmental pollution and absorb employment (in
particular the employment of university students) capability and higher international
level, etc. At present, service outsourcing, trade in services, as well as the sector of
high-end manufacturing and technology research and development as the main
characteristics of the new round of world industrial restructuring is on the rise, which
has brought new opportunities for China.
With the background of the country launched a large-scale undertaking service
outsourcing business, this paper has selected and analyzed the software IT outsourcing
of the Yangtze River Delta region. By analyzing the software IT outsourcing, it come to
the conclusion that the software IT outsourcing can bring economic effects and
technical effects. Economic effects
Mainly includes employment effects, trade effect, structure effect and the wage
effect, etc. Technical effects mainly include technical spillovers and technology transfer
effects.
The article concludes with the policy recommendation of the Yangtze River Delta
region to undertake a software information technology outsourcing services as the
representative of modern service industry.
