摘 要
21 世纪以来,我国迎来了前所未有的创业热潮,尤其近几年在政府鼓励与政
策支持下,我国的创业活动十分活跃,创业企业的数量快速增加。创业企业对我
国国民经济与社会稳定有十分重要的意义。但是我国的创业企业的失败率很高,
生存与成长困难。原因之一便是人力资源的缺乏。创业企业由于自身的特点造成
人力资源的吸引力比较低,这就和人力资源的高依赖性与旺盛需求构成了矛盾,
人力资源的问题成为创业企业生存发展的严重障碍。
当今世界经济全球化进程加剧,市场竞争愈演愈烈,对于资源相对不足,管
理不规范的创业企业来说面临的威胁十分严峻。如何有效的整合外界资源,为己
所用,成为了创业企业提高竞争能力的重要来源。现阶段资源共享正成为全球经
济一体化的必然趋势,而在资本、技术等各种资源中,人力资源作为一种特殊的
资源,是终极的竞争资源。人力资源具有可开发性和可再生性,是企业竞争能力
的重要来源。如何实现其在不同区域不同企业间的共享已成为企业获取竞争优势
的有力法宝。也成为创业企业生存与发展的有力武器。
本文基于资源共享的理论,在对以往文献和创业企业人力资源现状进行研究
的基础上创新性地提出了创业企业人力资源共享的理念与思路。对人力资源共享
联盟的概念、性质、特点等进行了理论阐述,提出了创业企业人力资源共享联盟
的独立储备模式和联合储备模式,对每种模式构建了模型,并着重对联合储备模
式的运行机制进行了分析。形成了创业企业人力资源共享联盟的理论框架。
本文对创业企业人力资源共享联盟运行中的重要问题如联盟合作伙伴选择问
题、联盟成员利益分配问题进行了研究,在对伙伴选择问题进行研究时构建了创
业企业人力资源共享联盟伙伴选择的指标体系,并运用了改进的多层次模糊评价
法,使评价更科学;在研究创业企业人力资源共享联盟的利益分配机制时,运用
了模糊函数求解的方法,并对人力资源共享联盟的运行管理及风险管理提出了建
议和看法。
创业企业人力资源共享联盟可以使创业企业能够以较低的成本利用各种优秀
的专业人力资源,降低经营风险,有效解决创业企业人力资源缺乏与结构失衡的
问题,对创业企业的生存和成长具有十分重要的意义。

ABSTRACT
An unprecedented enterprise boom come forth in china in the 21st century. Especially
in the past few years, under encourage and support of the government policy,
entrepreneurial activity in china is very active. Start-ups are important to our national
economy and social stability. However, the failure rate of start-ups is large, one of the
reasons is the shortage of human resources. Because of its characteristics, the attractive
of human resources is relatively low, between this and strong demand for human
resources constitutes a contradiction .the problem of human resources becomes a serious
obstacle to the survival of entrepreneurial enterprises.
The process of economic globalization in today's world intensified market
competition, for the relative shortage of resources, non-standard management,
entrepreneurial businesses face very serious challenge. How to effectively integrate
external resources for its own use, becomes an important source for business enterprises
to improve the competitiveness. This stage, the sharing of resources is becoming the
inevitable trend of global economic integration, while in the capital, technology and
other resources, human resources as a special kind of resources is the ultimate resources
for competition. Human resources can be developed and renewable, and is an important
source of corporate competitiveness. How to achieve human resources sharing in
different enterprises in different regions has become a powerful magic weapon for
competition.
Based on resource-sharing theory and research on human resources of start-ups, the
ideas of human resource sharing alliance was put forward in this paper, the concept,
nature and characteristics of human resource sharing alliance was described. an
independent reserve model and a joint reserve model of human resource sharing alliance,
and their operational mechanisms were analyzed. The framework of. human resources
sharing alliance theory of start-ups was formed in this paper.
In this paper, and then some important issues about human resource sharing alliance
of start-ups such as alliance partner selection, the distribution of benefits within
members of the alliance were studied, in the study of partner selection problem an
contingency index system alliance partner selection was build, and an improved
multi-level fuzzy evaluation method was used , making evaluation more scientific; in
the study the distribution of benefits among alliance members, the ambiguity function
approach was used. Some recommendations and views on human resource-sharing
coalition’s operation management and risk management were pointed out.
Human resource-sharing alliance will enable entrepreneurial enterprise to make use
of excellent professional human resources at a low cost, reduce operating risk, to solve
the shortage and structural imbalance problems of human resources of start-ups
effectively. It is very important to the survival and growth of start-ups.
