ABSTRACT
An unprecedented enterprise boom come forth in china in the 21st century. Especially
in the past few years, under encourage and support of the government policy,
entrepreneurial activity in china is very active. Start-ups are important to our national
economy and social stability. However, the failure rate of start-ups is large, one of the
reasons is the shortage of human resources. Because of its characteristics, the attractive
of human resources is relatively low, between this and strong demand for human
resources constitutes a contradiction .the problem of human resources becomes a serious
obstacle to the survival of entrepreneurial enterprises.
The process of economic globalization in today's world intensified market
competition, for the relative shortage of resources, non-standard management,
entrepreneurial businesses face very serious challenge. How to effectively integrate
external resources for its own use, becomes an important source for business enterprises
to improve the competitiveness. This stage, the sharing of resources is becoming the
inevitable trend of global economic integration, while in the capital, technology and
other resources, human resources as a special kind of resources is the ultimate resources
for competition. Human resources can be developed and renewable, and is an important
source of corporate competitiveness. How to achieve human resources sharing in
different enterprises in different regions has become a powerful magic weapon for
competition.
Based on resource-sharing theory and research on human resources of start-ups, the
ideas of human resource sharing alliance was put forward in this paper, the concept,
nature and characteristics of human resource sharing alliance was described. an
independent reserve model and a joint reserve model of human resource sharing alliance,
and their operational mechanisms were analyzed. The framework of. human resources
sharing alliance theory of start-ups was formed in this paper.
In this paper, and then some important issues about human resource sharing alliance
of start-ups such as alliance partner selection, the distribution of benefits within
members of the alliance were studied, in the study of partner selection problem an
