ABSTRACT
As the national center, Shanghai is toward "service economy" constantly shifting,
consumer economy in a continuous important period of transition gradually structure.
Shanghai is stepping into 10000 dollars per GDP era, residents' income level and quality
of life increased significantly. The increases of Leisure time and quality of life make
service product the marginal utility of successive incremental. Consumer services
belong to labor-intensive industries, as the wage remunerations increasing ceaselessly,
makes consumer services of investment more and more large, and the proportion of
whole economy increasing. Therefore, no matter from demand or supply, Shanghai
consumer services in full swing, and its development direction, largely determines the
Shanghai economy can enter the new level of the growth cycle or not.
This paper use comprehensive analysis, divided Shanghai into 1978 to 1995, 1996
to 2003, 2004 so far these three social economic development stage. And using the
elastic, regression, clustering analysis to study the relationship between consumer
services and economic development.
In each period of economic and social development, consumer services for
economic development which is promoting effect, and utility significant, but consumer
service for the expansion of economic role in boosting is depressive. By clustering
analysis, the consumer services divided into three levels, in the first level is the
traditional wholesale and retail industry and real estate industry. Through the analysis
on these two industries by further multivariate regression ,we can get: industry’s GDP
growth accelerated may not pull Shanghai economic development, the amount of
personnel is not important, but the quality of personnel is important, Shanghai fixed
investment obviously promote industry development.
This paper for Shanghai consumer services proposes that: strengthening consumer
services of cultivating talents and management, perfect the relevant laws, regulations
and market environment, enact and perfect consumer service support policies,
strengthen the consumer services of science and technology support work, cultivating
consumer service industry leading enterprises and famous brands and optimization
consumer service spatial layout of other measures.
