ABSTRACT
Water is fundamental natural resources, strategic economy resources, and the
essential condition for living goes down as well. The quickening of market and city
planning brings about grievous water problem in traditional economy developing mode.
Shanghai is a modern city, whose water resource is richness and water pollution is
serious. Water pollution intimidates the fountain construction and water environment
of shanghai.Water environment and water pollution has restricted the speed of the
economy growing. The traditional water management theory discusses the water
management from supply and demand administrative levels, which are postmortem
management method. Based on the theory of recycle economy, the recycle economy
management of water construct water recycle circle to achieve the water reduce,
reuse,recycle.This management mode not only manage water from the headstream ,but
also father the water from extremity.Thus,We implement the recycle economy water
management to deal with the water problem, which will guarantee the water supply
and realize the continual development of water and population、society、economy and
environment.
This paper apply the principle of recycle economy which include reduce, reuse,
recycle to the management of water and construct the theoretical frame of water
resource cycle economy. On the basis of these efforts , this paper analyses some
important factors which affect water resource problems of Shanghai province and sets
forward the means to resolve the water resource problems of Shanghai province by
using the “analytic hierarchy process(AHP).
The structure of this paper as followed: firstly; preview the studies made by the local
forerunner. Secondly; put forth the new aspect of water supply management theory:
intermediate water recycling. Thirdly; advance an analytical frame by combining the
water demand management with water cycle economy theory. Fourthly; show some
important factors affecting water resource problem of shanghai province by using the
analytic hierarchy process. Finally; bring forward the means to solve the water
resource problem.
